Nature – A resident of China’s Hubei province clears the Fuhe river of dead fish, thought to have been poisoned by high levels of ammonia.

On 1 January, a new environmental protection law (EPL) took effect in China. It is the nation’s first attempt to harmonize economic and social development with environmental protection.

The EPL is perceived as the most progressive and stringent law in the history of environmental protection in China. It details harsher penalties for environmental offences — for example, for acts of tampering and falsifying data, discharging pollutants covertly and evading supervision. It contains provisions for tackling pollution, raising public awareness and protecting whistle-blowers. It places more responsibility and accountability on local governments and law-enforcement agencies and sets higher standards for enterprises. (TNO) Lực lượng cảnh sát biển Thái Lan chính thức thừa nhận đã nổ súng bắn tàu cá Việt Nam trong khi chặn một tàu khác trong vùng biển gần Malaysia hồi tuần rồi, vụ việc khiến một ngư dân Việt Nam thiệt mạng và hai người khác bị thương, theo Reuters.

First ASEAN Youth Forum to be organized in Vietnam this week

The first ASEAN Youth Forum will open in Ho Chi Minh City on Thursday, the local chapter of the Ho Chi Minh Communist Youth Union announced at a press conference on Tuesday.

Cụ ông gần 40 năm xin tiền làm cầu cho dân làng

VE – Sau khi 30 cây cầu tạm bị hỏng, năm 2011 ông Tráng quyết khăn gói đi xin tiền xây cầu kiên cố để xóm Vạn Buồng không còn là ốc đảo, bà con không phải bỏ xứ ra đi.

Cầu dài 84 m, rộng 2,3 m, trọng tải gần 3 tấn giúp xóm Vạn Buồng thoát khỏi cảnh bị cô lập. Ảnh: Tiến Hùng.

Bị cô lập gần như quanh năm bởi sông Thu Bồn, xóm Vạn Buồng ở thôn Phú Bồng (xã Duy Trinh, Duy Xuyên, Quảng Nam) vẫn được gọi với cái tên ốc đảo Vạn Buồng. Dù đất đai trù phú nhưng do địa thế chia cắt, người dân lần lượt bỏ làng ra đi. Chỉ đến khi cây cầu bằng bêtông kiên cố được làm từ nguồn vốn của những nhà hảo tâm thì tình trạng này mới kết thúc.

Vietnamese budget carrier Vietjet has signed a memorandum of understanding with a leading Japanese financial corporation on a multimillion-dollar loan to help finance its fleet expansion, the airline said on Tuesday.

Vietjet and Mitsubishi UFJ Lease & Finance Company Limited (MUL) inked the document yesterday in Tokyo, on the sidelines of the official visit of Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam, to Japan.

General Secretary Trong and Japan’s Prime Minister Shinzo Abe witnessed the signing of the MOU, which will pave the way for MUL to finance Vietjet’s leasing and acquisition of three brand new A321 aircraft worth US$347.2 million, Vietjet said in a press release. Vietnam and Japan on Tuesday discussed measures to foster their bilateral relations and signed six cooperation agreements during the visit to Tokyo by General Secretary of the Communist Party of Vietnam Nguyen Phu Trong.

The two sides had the discussions and inched the deals during talks between Japanese Prime Minister Shinzo Abe and General Secretary Trong, who arrived in Japan the same day for a four-day visit, according to the Vietnam News Agency. TN – Không có lợi thế về đồng cỏ, mỗi năm VN đang phải bỏ ra nhiều trăm triệu USD để nhập khẩu bò và số lượng bò nhập vẫn đang tăng theo cấp số nhân. Nhưng 2 năm nay, với việc nhập bò Úc vỗ béo và bò Úc sinh sản, Tập đoàn Hoàng Anh Gia Lai đang từng bước hiện thực hóa chiến lược nội địa hóa bò ngoại để chủ động cả về nguồn cung thịt và tiến tới chủ động con giống cho thị trường nội địa đầy tiềm năng.

Thị trường “tỉ đô”

World Bank pledges to help Vietnam make population report

The World Bank (WB) will help Vietnam complete a population report with a vision towards 2035, WB Country Director for Vietnam Victoria Kwakwa told President of the Vietnam Fatherland Front (VFF) Nguyen Thien Nhan at a meeting in Hanoi on Friday.

The Theory of Change approach, with its focus on continuous critical reflection, demands a radical shift towards more and better learning in development thinking and practice. No new tool or approach can in itself address problems of institutional incentives in the sector that block such learning. However, a Theory of Change approach may be able to create a productive (albeit small) space for critical reflection. The stratospheric rise of the Theory of Change approach continues. In a new paper published today, I argue that taking a Theory of Change approach demands a radical shift towards more and better learning in development thinking and practice.Hang on, do we know what a Theory of Change approach actually is?
