Thập niên 1990, Thái Lan từng bỏ ra hơn 300 triệu đô để mua một tàu sân bay cỡ nhỏ. Năm 2009, Việt Nam bỏ ra hơn 2 tỷ để đầu tư 6 tàu ngầm. Với số tiền đó, nếu mua 1 tàu sân bay cỡ nhỏ thì cũng đủ nhưng Việt Nam đã không chọn phương án đó. Vậy lý do là gì?
