CMW (art. 77): To come into effect, the procedure under article 77 on individual communications requires a minimum of 10 State parties to make the requisite declaration.

This is one of 27 Countries of Concern included in the latest annual FCO Human Rights Report. Updates are published on the GOV.UK website every three months to highlight key human rights events in these countries, and to report on actions that the UK has taken.

Comments on the main report report or quarterly updates can be made below. They will be monitored and moderated by staff at the Human Rights and Democracy Department at the FCO who will also try and answer as many questions as possible.

Vietnam: Don’t tie US weapons sales to human rights issues

HANOI, Vietnam (AP) — Questions about human rights violations by the Vietnamese government should have no bearing on whether the U.S. should fully remove its ban on lethal weapons’ sales to Hanoi, Vietnam’s defense minister said Monday after meeting with U.S. Defense Secretary Ash Carter.

Defense Minister Phung Quang Thanh and Carter said the two nations are expanding their defense cooperation to include plans to conduct military operations together. The U.S. will also help Vietnam prepare to begin participating in U.N. peacekeeping missions.
