TT – Báo cáo của Chính phủ về công tác phòng chống tham nhũng năm 2015 trình Ủy ban Tư pháp thẩm tra ngày 11-9 đã thẳng thắn chỉ ra tình trạng tham nhũng vẫn nghiêm trọng.

The Human Freedom Index presents the state of human freedom in the world based on a broad measure that encompasses personal, civil, and economic freedom. Human freedom is a social concept that recognizes the dignity of individuals and is defined here as negative liberty or the absence of coercive constraint. Because freedom is inherently valuable and plays a role in human progress, it is worth measuring carefully. The Human Freedom Index is a resource that can help to more objectively observe relationships between freedom and other social and economic phenomena, as well as the ways in which the various dimensions of freedom interact with one another.

The report is co-published by the Cato Institute, the Fraser Institute, and the Liberales Institut at the Friedrich Naumann Foundation for Freedom.

South Korean conglomerate Samsung has plans to expand its footprint in Vietnam following the notable success of its electronics business, head of the company’s Vietnamese unit said Wednesday.

Vietnam signs bilateral tourism cooperation agreements with Cambodia, Laos, Myanmar

chathamhouse – Recent events highlight concerns about the risks to global food security posed by changing patterns of extreme weather affecting the world’s ‘breadbasket’ regions such as the American midwest, South America’s southern cone, the Black Sea and the Yangtze River valley. In 2012, the worst drought to hit the US midwest in half a century sent international maize and soybean prices to record levels. In 2011, wheat prices nearly doubled after an unprecedented heat wave devastated the Russian harvest. The global food price crisis of 2007-08 had its roots in a run of poor harvests in previous years.

Hand, foot and mouth disease (HFMD), a contagious viral illness, is surging in Ho Chi Minh City, with the number of hospitalized patients in a recent week being over 30 percent higher than the average of the four preceding weeks, according to health authorities.

A total of 4,559 people, most of whom are children, were hospitalized in Ho Chi Minh City from early this year to September 4 for treatment for HFMD, which means 100-150 cases per week, the municipal Preventive Health Center said. Thousands of people, including locals, tourists and expats on Thursday gathered in downtown Ho Chi Minh City for the opening of an international festival.

City-journal – At the beginning of the new millennium, it became fashionable to proclaim the West’s economic decline and the rise of a new global leadership. In 2001, Goldman Sachs analyst Jim O’Neill captured the trend by coining the soon-to-be-famous acronym BRIC, referring to the leading economically emerging nations—Brazil, Russia, India, and China—that would constitute that new leadership. Eventually, South Africa was added to the group, making them the BRICS, but many people still think first of the original four, and refer to them as the BRICs. Vietnam scores low in budget transparency survey

The Vietnamese government does not make much information on the national coffers available to the public, while the country’s legislature and auditor have adequate oversight of the budget use, a survey reveals.

The Southeast Asian country scored 18 out of 100 in the Open Budget Index (OBI), much lower than the global average of 45, the International Budget Partnership (IBP) said Wednesday, citing findings from its fifth biannual 2015 Open Budget Survey.
