Có rất nhiều câu hỏi về bản chất và mức độ thành công trong hoạt động tự do hàng hải (FONOP) của tàu Lassen ở Biển Đông. Đối với các hoạt động FONOP tiếp theo ở Biển Đông, Mỹ phải đảm bảo cả việc đưa ra thông điệp lẫn việc tiến hành các hoạt động rõ ràng và dứt khoát.

Trước cuối năm nay, theo như đưa tin, Chính quyền Tổng thống Obama đang lên kế hoạch tiến hành một hoạt động tự do hàng hải (FONOP) thứ hai xung quanh một trong số các đảo nhân tạo mới của Trung Quốc ở Biển Đông. Được thiết kế để cho thấy rằng Mỹ sẽ không thừa nhận bất cứ nỗ lực nào của Trung Quốc nhằm thiết lập các quyền hàng hải mở rộng xung quanh các tiền đồn nhân tạo của nước này, hoạt động này sẽ đánh dấu nhiệm vụ thứ hai trong nhiều tháng, sau một FONOP diễn ra vào ngày 27/10 xung quanh Đá Xu Bi (Subi Reef) của Trung Quốc. Tôi chưa bao giờ đến Bắc Triều Tiên. Tôi chưa bao giờ cảm thấy phải đến nơi ấy. Đó là một quốc gia bất thường bậc nhất. Người dân kính sợ gia tộc đó, không nhận thấy rằng họ thực ra đang sống trong một trò lừa đảo. Tất cả những người đàn ông và phụ nữ trông nghiêm nghị diễu hành qua đều là một phần của một trò lừa lớn. Khác xa một thiên đàng xã hội chủ nghĩa trên trái đất, Bắc Triều Tiên là một trong những quốc gia được cai trị tệ nhất thế giới, thất bại với cả những nghĩa vụ cơ bản nhất, ví dụ như đảm bảo cho người dân được đủ ăn. Trong cuộc bảo vệ sự toàn vẹn – chủ quyền lãnh thổ lãnh hải sinh tử hiện nay đối với người láng giềng khổng lồ phương Bắc; nhận lời mời của Nhật báo Văn Hóa Online, Giáo sư Phạm Cao Dương đã gởi cho Văn Hóa bài viết về vấn đề hệ trọng này nhân ngày đầu năm Dương lịch 2016.

Xin gởi đến quý bạn đọc vài hàng tiểu sử Giáo sư Phạm Cao Dương:

Giáo Sư Phạm Cao Dương, Tiến Sĩ Sử Học Đại Học Paris- Sorbonne, trước năm 1975 giảng dạy tại Đại Học Sư Phạm và Đại Học Văn Khoa Saigon, đồng thời là Giáo Sư Thỉnh Giảng tại các Đại Học Huế, Cần Thơ, Vạn Hạnh, Đà-Lạt, Cao Đài…Ngoài việc dạy học, GS Phạm Cao Dương còn là Hội Viên của các Hội Đồng Văn Hóa Giáo Dục, Hội Đồng Quốc Gia Khảo Cứu Khoa Học và Ủy Ban Điển Chế Văn Tự của Chính Phủ Việt Nam Cộng Hòa.

Trong phạm vi khảo cứu, Giáo Sư Phạm Cao Dương là tác giả của nhiều sách và bài nghiên cứu về lịch sử và văn hóa Việt Nam xuất bản bằng tiếng Việt, tiếng Pháp và tiếng Anh trong đó có các tác phẩm Vietnamese Peasants Under French Domination, do Trung Tâm Nam và Đông Nam Á, Đại Học Berkeley và University Press of America cùng ấn hành năm 1985 và nhiều sách hay tài liệu giáo khoa khác. Giáo Sư Dương cũng từng là cộng tác viên của Trung Tâm Nghiên Cứu Nam và Đông Nam Á của Đại Học Berkeley Hoa Kỳ và Trung Tâm Quốc Gia Khảo Cứu Khoa Học Pháp.

Sau năm 1975, ông định cư tại Hoa Kỳ và tiếp tục hoạt động trong các ngành giáo dục và nghiên cứu. Ông đã từng giảng dạy các môn về lịch sử, văn hóa và ngôn ngữ Việt  Nam Học tại các Đại Học UCI, UCLA, CSU Long Beach, CSU Fullerton…

Professors in higher education have become notably more liberal during the past 25 years, according to a recent study, and academics predict that the trend isn’t likely to slow any time soon.

During the past quarter-century, academia has seen a nearly 20-percent jump in the number of professors who identify as liberal. That increase has created a lopsided ideological spread in higher education, with liberal professors now outpacing their conservative counterparts by a ratio of roughly 5 to 1. In early September 2015, AMTI released images showing that China had effectively completed construction of its first Spratly Islands airstrip on Fiery Cross Reef, was continuing work on its second at Subi Reef, and was preparing to begin work on a third at Mischief Reef. Four months later, China has not only landed three civilian test flights on Fiery Cross, but is progressing even faster than expected with its work at Subi and especially Mischief. Meet China’s Killer Drones

Iraqi officials revealed last weekend that one of their armed drones carried out an airstrike which mistakenly killed nine members of a Shiite militia near Tikrit in a friendly fire incident. The news came as a surprise, mostly because many people didn’t know Iraq had armed drones.

Iraq, for the record, very much does. And so do a number of countries, especially in the Middle East, thanks to the rise of China as a prolific developer and no-questions-asked exporter of armed unmanned aerial vehicles (UAVs). Chinese exports are now helping to loosen the door policy of the once-exclusive club of countries with drones capable of destroying targets on the ground. Unmanned Chinese aircraft like the armed Caihong, or “Rainbow,” series of drones are fast becoming the Kalashnikovs of the drone world — entry-level alternatives for countries eager to achieve a basic unmanned strike capability quickly and cheaply. economist – WAS the tumour malignant? Nguyen Thi Hoat’s doctors could not tell because their public hospital lacks brain-scanners. Ms Hoat’s only option was to travel 130km (80 miles), on the back of her sister’s motorbike, from her village to a crowded public hospital in the capital. Yet her state insurance policy covers just 30% of any medical expenses incurred outside her home province. The $150 that Ms Hoat, a rice farmer, put towards blood tests and a brain scan is equal, for her, to a month’s earnings.

It is the job of the authorities to look after health care. The Communist Party of Vietnam first pledged health-sector reform as early as the 1920s, well before it declared the country independent in 1945. It developed a publicly financed health-care system even as it was fighting wars against France and then America. The provision of health care is supposed to be one of the pillars on which the party’s legitimacy is based.

Last year was a memorable one for the global economy. Not only was overall performance disappointing, but profound changes – both for better and for worse – occurred in the global economic system.

Most notable was the Paris climate agreement reached last month. By itself, the agreement is far from enough to limit the increase in global warming to the target of 2ºC above the pre-industrial level. But it did put everyone on notice: the world is moving, inexorably, toward a green economy. One day not too far off, fossil fuels will be largely a thing of the past. So anyone who invests in coal now does so at his or her peril. With more green investments coming to the fore, those financing them will, we should hope, counterbalance powerful lobbying by the coal industry, which is willing to put the world at risk to advance its shortsighted interests. bloomberg – Malaysia, the biggest shipper of bauxite to China, will stop mining ore for three months to cut river and sea pollution, Natural Resources and Environment Minister Wan Junaidi Jaafar said.

The ban takes effect from Jan. 15 in Pahang, the largest producing state, Wan Junaidi told reporters. Exports will be allowed during the moratorium to reduce port inventories, and after the suspension the government will limit bauxite production to the capacity to ship the material, he said on Wednesday.

Malaysia supplied more than 40 percent of China’s imports of the aluminum-making raw material last year after Indonesia imposed a ban on shipments in January 2014. China produces about half the world’s aluminum used in everything from aircraft to door frames and drink cans. The country’s exports of the metal and its products surged 36 percent in November from the previous month, helping push global prices down 19 percent in 2015. Vietnam’s Viet-Laos cemetery contains the remains of thousands of people who died in the Vietnam War — but most are still unidentified.

Nature – Digging foundations for temples or schools, harvesting rice in paddy fields: these are some of the ways that the decaying remains of Vietnam War victims still turn up, 40 years after the conflict ended. Now an effort has begun that will use smart DNA technologies to identify the bones of the half a million or more Vietnamese soldiers and civilians who are thought still to be missing.

It is the largest ever systematic identification effort; only the identification of more than 20,000 victims of armed conflicts in Bosnia and Herzegovina during the 1990s comes close.

“When I was a 21-year-old in the medical corps there, I never imagined that such a project could ever become possible,” says Vietnam veteran and genomics pioneer Craig Venter, head of the J. Craig Venter Institute in La Jolla, California. “We thought of body counts as statistics — now, decades later, it may be possible to put names to them.”

Although the United States has repatriated and identified most of its war dead, Vietnam has so far identified just a few hundred people, using outdated techniques.           Ngày đầu năm mới 2016, khi nửa triệu du khách náo nhiệt đổ về thành phố Nam Tây Nguyên xem lễ hội Hoa Đà Lạt, thì phía Bắc Tây Nguyên, Măng Đen vẫn lặng lẽ chìm trong sương mù buốt giá. Nhưng sau màn sương ấy hiện rõ dần dáng vóc một đô thị trẻ vừa tỉnh thức, hứa hẹn sẽ trở thành một điểm đến đầy hấp dẫn trong bản đồ du lịch quốc gia.
