Les Etats-Unis fourniront un navire au Vietnam pour “renforcer sa présence” en mer de Chine méridionale

Les États-Unis fourniront au Vietnam un autre navire pour renforcer sa capacité de patrouiller dans ses eaux territoriales, a annoncé mercredi le secrétaire d’Etat américain à la Défense, Mark Esper, en visite de travail dans le pays de l’Asie du Sud-Est.
Cette déclaration d’Esper intervient dans un contexte marqué par des tensions grandissantes entre Hanoï et Pékin sur fond de leur différend territorial en mer de l’Est (mer de Chine méridionale).
Le navire sera le deuxième à être fourni par les garde-côtes américains au Vietnam. Il y a deux ans, un premier navire de classe Hamilton a été remis garde-côtes vietnamiens pour permettre à Hanoï d’affirmer sa souveraineté sur ses eaux territoriales convoitées par la Chine.
Plus de quatre décennies après la fin de la guerre du Vietnam, les relations entre les deux anciens ennemis se sont de plus en plus développées notamment à cause des préoccupations communes concernant l’expansion de la Chine en mer de l’Est.
Pékin revendique 90% de la mer de Chine méridionale, potentiellement riche en énergie, à travers laquelle s’échangent environ 3.000 milliards de dollars de commerce chaque année.
En juillet dernier, la Chine a déployé un navire d’exploration pétrolière suscitant la colère du Vietnam qui a réclamé à maintes reprises le retrait du navire et de ses escortes armées de sa zone économique exclusive.
Les États-Unis accusent la Chine de militariser la mer de Chine méridionale et d’intimider les voisins asiatiques qui pourraient vouloir exploiter les vastes réserves de pétrole et de gaz.
En avril, les États-Unis ont livré six patrouilleurs d’une valeur de 12 millions de dollars aux garde-côtes vietnamiens. Ces navires s’ajoutaient aux douze autres navires de patrouille “Metal Shark” fournis au Vietnam ces deux dernières années.
La coopération militaire entre les Etats-Unis et le Vietnam s’est accrue depuis 2016, date de la levée de l’embargo sur les ventes d’armes à Hanoï par l’ancien président américain, Barack Obama, une mesure considérée comme un signal adressé à Pékin, dont les revendications en mer de Chine méridionale attise les tensions dans la région de l’Asie du Sud-Est.

The United States will provide Vietnam with another ship to boost its capacity to patrol its territorial waters, Defense Secretary Mark Esper said Wednesday on a working visit to the South Asian country -Is.
Esper’s statement came in a context marked by growing tensions between Hanoi and Beijing amidst their territorial dispute in the East Sea (South China Sea).
The ship will be the second to be provided by the US Coast Guard in Vietnam. Two years ago, a first Hamilton-class ship was handed over Vietnamese Coast Guard to allow Hanoi to assert sovereignty over its territorial waters coveted by China.
More than four decades after the end of the Vietnam War, relations between the two former enemies have grown more and more because of common concerns about the expansion of China in the East Sea.
Beijing claims 90% of the potentially energy-rich South China Sea, through which around 3 trillion dollars worth of trade is traded each year.
In July, China deployed an oil exploration vessel angering Vietnam, which has repeatedly called for the withdrawal of the vessel and its armed escorts from its exclusive economic zone.
The United States accuses China of militarizing the South China Sea and intimidating Asian neighbors who may want to exploit the vast oil and gas reserves.
In April, the United States delivered six patrol boats worth $ 12 million to the Vietnamese Coast Guard. These ships were in addition to the other twelve “Metal Shark” patrol ships provided in Vietnam in the last two years.
Military cooperation between the United States and Vietnam has increased since 2016, the date of the lifting of the embargo on arms sales in Hanoi by former US President Barack Obama, a measure considered a signal addressed to Beijing, whose claims in the South China Sea are fueling tensions in the Southeast Asian region.
