Brazilian Sign Language interpreter Hélio Fonseca de Araújo woke up on the day before the opening of the World Cup in 2014 thinking about how he could help his friend Carlos, who is deaf and blind, get access to all the excitement. So he hit the hardware store, rigged up a tabletop model of the field, and enlisted his friend Regiane to provide extra interpretation for all the complex information that needs to come through in a game. Viet Nam News Between 2008 and 2011, the central city of Đà Nẵng has cut 12,000 tonnes of carbon emissions after developing environmentally friendly electric cars and household solar powered water heaters. Connecting household solar panels to the grid is seen as a positive way to make Đà Nẵng a ‘green’ city by 2025. Bùi Hoài Nam reports.

Phạm Ngọc Công covered the 12sq.m roof of his 3-storey home with solar panels to generate power for his family’s daily needs. The renewable energy system has helped Công cut his household’s electric consumption by 30 per cent each month, while cooling the penthouse during the scorching heat of summer. Viet Nam News NEW YORK — Việt Nam is among four countries in Southeast Asia selected to become training sites for UN peacekeeping forces, with the first training course to be held in Việt Nam at the end of this year.

Vietnam continues modest expansions to its outposts in the Spratly Islands, most recently on Ladd Reef. Satellite imagery from March and June shows that Hanoi has dredged a new channel, which did not exist in older photos, and is expanding one of its two facilities (the other is a small lighthouse to the west) at the feature.

2018 marks the centenary of Women’s suffrage in the UK and even then only with several restrictions (had to be over the age of 30 and meet property qualifications).

Women in the UK would not get get to vote on equal terms as men until the passage of the Representation of the People (Equal Franchise) Act 1928.

Giới thiệu

Văn minh phương Tây là cái nôi lâu đời của truyền thống giáo dục khai phóng, được định nghĩa là giáo dục nhấn mạnh vào sự phát triển toàn diện của một cá nhân ngoài việc đào tạo ngành nghề nghiệp (một cách hẹp hơn). Sự khởi đầu của triết lý này có thể được bắt nguồn từ bộ ba – trivium – các khoá học cơ bản của trường đại thời trung đại (gồm ngữ pháp, hùng biện, và tư duy logic) và bộ tứ – quadrivium (số học, hình học, thiên văn học và âm nhạc). Truyền thống đó vẫn tiếp tục, và ngày nay giáo dục khai phóng là một phân khúc quan trọng của giáo dục đại học ở tất cả các nước phát triển. Vai trò của giáo dục khai phóng trong việc nuôi dưỡng các nhà lãnh đạo và những công dân hiểu biết được công nhận trong cả lĩnh vực công và tư nhân. Không dễ để có con số thống kê toàn cầu nhưng dường như sự quan tâm đến giáo dục khai phóng đang phát triển ở nhiều nơi ở phương Tây.

Sự đối lập với các nước đang phát triển khá rõ ràng. Đặc biệt là khi những quốc gia này chỉ vừa giành được độc lập sau thế chiến thứ II, giáo dục khai phóng được coi như một sự xa xỉ và không cần thiết. Điều này được phản chiếu trong chương trinh giáo dục phổ thông và đại học thường gắn với đào tạo nghề hơn. Giáo dục khai phóng bị các chính phủ nước đang phát triển xa lánh như tầng lớp quý tộc, biểu tượng của những giá trị của Thực dân phương Tây đáng ghét, và quá đắt đỏ. Gần đây, có một vài biểu hiện rằng những thái độ này đang dần thay đổi, nhưng nhận thức về giáo dục khai phóng và giáo dục nói chung vẫn còn chưa được phổ biến.
