Đằng sau sự ầm ĩ do việc Duterte tuyên bố cắt đứt quan hệ với Mỹ thì bản chất sự việc chẳng có gì thay đổi. Mỹ vẫn hiện diện ở Philippines vì Duterte đã nói khéo rằng hiệp ước đồng minh là do quốc hội phê chuẩn, mình ông ta không thay đổi được.
