I am an attorney in the Washington DC area, with a Doctor of Law in the US, attended the master program at the National School of Administration of Việt Nam, and graduated from Sài Gòn University Law School. I aso studied philosophy at the School of Letters in Sài Gòn. . I have worked as an anti-trust attorney for Federal Trade Commission and a litigator for a fortune-100 telecom company in Washington DC. I have taught law courses for legal professionals in Việt Nam and still counsel VN government agencies on legal matters. I have founded and managed businesses for me and my family, both law and non-law. I have published many articles on national newspapers and radio stations in Việt Nam. In 1989 I was one of the founding members of US-VN Trade Council, working to re-establish US-VN relationship. Since the early 90's, I have established and managed VNFORUM and VNBIZ forum on VN-related matters; these forums are the subject of a PhD thesis by Dr. Caroline Valverde at UC-Berkeley and her book Transnationalizing Viet Nam. I translate poetry and my translation of "A Request at Đồng Lộc Cemetery" is now engraved on a stone memorial at Đồng Lộc National Shrine in VN. I study and teach the Bible and Buddhism. In 2009 I founded and still manage dotchuoinon.com on positive thinking and two other blogs on Buddhism. In 2015 a group of friends and I founded website CVD - Conversations on Vietnam Development (cvdvn.net). I study the art of leadership with many friends who are religious, business and government leaders from many countries. HÀ NỘI — The environment ministry has agreed not to dump nearly one million cubic metre of waste mud discarded by a power plant into Bình Thuận Province’s sea following public outcry against the plan.The Ministry of Natural Resources and Environment Ministry reported on Wednesday that it approved a proposal by Bình Thuận authorities in which the mud and waste sand of Vĩnh Tân 1 thermal power plant would be dumped at Vĩnh Tân Port instead of the sea. SOC TRANG, Vietnam: With a flashy gold watch and a chunky matching ring, Tang Van Cuol looks a far cry from the average Vietnamese farmer as he slings back a shot of rice wine and boasts about his projected earnings.

After years scratching a living growing rice and onions or farming ducks, the 54-year-old says his life was transformed in 2000 – by shrimp.

WASHINGTON, D.C. — Venezuela’s score on Gallup’s Law and Order Index — its annual global gauge of how secure people feel — continued to follow the country’s descent into chaos in 2016. The country’s index score of 42 out of 100 was the lowest in the world last year. This number is likely even worse now as the country’s economic and political crisis deepens, including the election on Sunday that critics, including the U.S. and a growing list of nations, are denouncing as a “sham.”

Law and Order Index Worldwide 2016

Across 135 countries, Law and Order Index scores in 2016 ranged from a high of 97 in Singapore to the low of 42 in Venezuela. The index is based on people’s reported confidence in their local police, their feelings of personal safety, the incidence of theft in the past year and — for the first time in 2016 — the incidence of assault and mugging in the past year. Bloomberg cho rằng, Việt Nam sẽ sớm nhận ra điều gì chờ đợi khi trở thành một trong những quốc gia có tốc độ tăng trưởng đứng đầu châu Á.

Với tổng sản phẩm quốc nội (GDP) tăng gấp 2 lần trong 8 năm, Việt Nam trở thành một trong những quốc gia có tốc độ tăng trưởng đứng đầu thế giới và khu vực. Tuy vậy, một hệ quả cho sự tăng trưởng này là Việt Nam sẽ không còn đủ điều kiện để nhận được những khoản vay ưu đãi từ các tổ chức quốc tế.

Từ cuối tháng 6 năm nay, Việt Nam không còn nhận được khoản vay vốn ưu đãi từ Ngân hàng Thế giới, và hiện đang được xếp vào nhóm đối tượng vay vốn hỗn hợp từ Ngân hàng Phát triển châu Á (ADB) – một bước rút khỏi nhóm được vay vốn với lãi suất rẻ.

HÀ TĨNH — The central province of Hà Tĩnh has asked the Government not to resume activities of the Thạch Khê iron mine, the largest of its kind in Southeast Asia.

MANILA (Reuters) – Japan’s foreign minister said “heated discussions” took place about North Korea’s missile tests and South China Sea disputes at a security forum on Monday, and most countries believed U.N. sanctions on Pyongyang should be fully implemented.

Taro Kono told reporters there was broad support among the 27 foreign ministers at the ASEAN Regional Forum in Manila for pressure to be exerted on North Korea and for a new U.N. Security Council resolution to be fully implemented.

Among those attending the event were North and South Korea, Russia, China, Japan and Australia.

Kono also said Japan supported the United States in its activities in the South China Sea to ensure freedom of navigation, and in a veiled reference to China, opposed “any unilateral attempt to change the status quo by force”.

MANILA (Reuters) – Một cuộc họp đã sắp xếp giữa hai bộ trưởng ngoại giao TQ và VN bên lề cuộc họp của cả vùng đã bị hủy bỏ, quan chức sứ quán TQ cho biết, trong căng thẳng ngày càng tăng giữa hai nước về Biển Đông.

Việt Nam đã đòi hỏi lời lẽ nhắc đến quan tâm về bồi đắp đảo nhân tạo và chỉ trích việc quân sự hóa ở Biển Đông trong một thông cáo của các bộ trưởng ngoại giao của ASEAN (Hiệp hội các Quốc gia Đông Nam Á).

Việt Nam đã trỗi lên như là người đối lập lớn tiếng nhất đối với các tuyên bố quyền hành của TQ trên tuyến hàng hải với hơn 3000 tỉ đô đi qua mỗi năm.

Sứ quán TQ không nói gì về lý do hủy bỏ cuộc họp, đã được lên lịch cho ngày thứ hai ở Manila, giữa Wang Yi của TQ và Phạm Bình Minh của VN.

MANILA: While ASEAN and China adopting a code of conduct framework on the South China Sea is “good news”, Singapore Foreign Affairs Minister Vivian Balakrishnan says he does not want to “trivialise how difficult negotiations will be going forward.”

ASEAN and China adopted the framework on Sunday (Aug 6), with leaders expected to announce the formal start of negotiations on the code of conduct at the ASEAN Summit in November.

“Overall, the tone was positive, the situation is calmer, although some claimant states still continue to have concerns, which were expressed and echoed in the joint communique,” Dr Balakrishnan told Singapore reporters after a day of meetings. North Korea has come out fighting following fresh UN Security Council sanctions on Pyongyang and after the United States and South Korea celebrated the punishing measures.

North Korea on Monday condemned the sanctions imposed in response to its weapons programmes, saying it would not negotiate over nuclear arms while threatened by the US.

The sanctions passed at the weekend were a “violent violation of our sovereignty”, Pyongyang said in a statement carried by its official Korean Central News Agency, adding it would take “righteous action” in return.
China backs UN sanctions on North Korea as ASEAN summit held

“We will not put our self-defensive nuclear deterrent on the negotiating table” while it faced threats from Washington, it said, “and will never take a single step back from strengthening our nuclear might”.

The UN Security Council unanimously adopted on Saturday a US-led resolution, which bans mineral and seafood exports from North Korea worth more than $1bn.

The triggering event late July, North Korea’s latest test of ballistic missiles, had the international community and experts concerned. Along with the North Korean government, they say the missiles can reach different parts of the US.

Thông tin từ cuộc Họp các Ngoại trưởng ASEAN lần thứ 50 ở Manila, Phi Luật Tân, hồ hởi cho hay TQ đã thống nhất với ASEAN, chấp nhận khung của Code of Conduct (COC – Bộ Luật Ứng Xử ở Biển Đông), và mọi người hy vọng sẽ có thông báo về bắt đầu thảo luận và thương lượng chi tiết của COC vào cuộc Họp Thượng đỉnh ASEAN tháng 11/2017.
