VietNamNet Bridge – Project 911 on producing 20,000 PhDs in the 2010-2020 period has not succeeded because of unreasonable financial policies.

According to the Ministry of Education and Training (MOET), after five years of implementation (2012-2016), only 3,800 PhD students have been trained under Project 911, a small figure compared with the target of 20,000 PhDs.

A budget of VND14 trillion was allocated to implement Project 911, of which 64 percent was for overseas training, 20 percent for domestic training and 14 percent for both domestic and overseas training. In addition, 2 percent was reserved for foreign language training and other skills training in Vietnam. The state spent 94 percent of the total expenses. The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CP TPP) was officially inked in Chile on March 8.

Trade ministers of 11 countries participating in the trade pact, namely Australia, Brunei, Canada, Malaysia, Mexico, Japan, New Zealand, Peru, Singapore and Vietnam, attended the event.

Vietnam was represented by Minister of Industry and Trade Tran Tuan Anh.

The ambitious deal came after the US pulled out the Trans-Pacific Partnership (TPP) agreement last year. The content of CP TPP was basically unchanged from the original TPP with 8,000 pages, except for the suspended implementation of 22 provisions mainly related to intellectual property. Đồng bằng sông Cửu Long có tiềm năng phát triển vận tải thủy nội địa tính kinh tế cao, an toàn, ít ô nhiễm, nhưng những khó khăn thời gian qua đang hạn chế thế mạnh vốn có này. Làm sao phát triển xứng tầm đang là câu hỏi đặt ra đối với các bộ ngành, đặc biệt là các địa phương…

Chưa phát huy được lợi thế

Thời gian qua, mạng giao thông thủy nội địa ở khu vực ĐBSCL được hình thành trên cơ sở các sông tự nhiên thuộc hệ thống sông Đồng Nai, Cửu Long và các kênh rạch ngang. Hiện có hơn 13.000km sử dụng được cho vận tải, trong đó khoảng 7.000km được đưa vào cấp quản lý. Các tuyến chính gồm 4 trục dọc nối Đông-Tây Nam bộ, 3 trục ngang và các tuyến tránh. Toàn vùng có gần 230.000 phương tiện thủy nội địa được đăng ký, chủng loại phong phú… Hàng hóa được vận tải bằng đường thủy vẫn là chủ yếu. Hàng năm, lượng hàng hóa vận chuyển phương tiện thủy nội địa qua khu vực ĐBSCL đạt 51,5 triệu tấn, chiếm 30% cả nước; chủ yếu là lúa gạo, phân bón, vật liệu xây dựng, mía đường…

The Mekong River has provided a means of transportation for thousands of years. Recent efforts have focused on improving the commercial navigability of the water course, led to a large extent by China in the river’s upper reaches, and the Asian Development Bank (ADB) in the lower Mekong.
