The Global Security Initiative
Concept Paper
- Background
The issue of security bears on the well-being of people of all countries, the lofty cause of world peace and development, and the future of humanity.
Today, our world, our times and history are changing in ways like never before, and the international community is confronted with multiple risks and challenges rarely seen before. Regional security hotspots keep flaring up, local conflicts and turbulence occur frequently, the COVID-19 pandemic persists, unilateralism and protectionism have risen significantly, and traditional and non-traditional security threats are entwined. The deficits in peace, development, security and governance are growing, and the world is once again at a crossroads in history.

FEBRUARY 20, 2023

by Noah Barkin, GMF
China’s post-pandemic charm offensive with Europe was supposed to shift into overdrive this past week.
Instead, a visit by China’s top diplomat, Wang Yi, showed just how challenging it will be for Beijing to get its relationship with Europe back on track, at a time when China’s ties with Russia appear to be deepening and those with Washington are sinking to new depths.
Wang’s appearance at the Munich Security Conference, sandwiched between trips to Paris, Rome, Budapest, and Moscow, was the clearest illustration to date of the diplomatic dilemma China faces as it emerges from three years of self-imposed COVID isolation, the last of which clouded by the war in Ukraine.

11 năm sau vụ cưỡng chế đất đai ở Tiên Lãng (Hải Phòng) ông Đoàn Văn Vươn giờ ra sao?
DV – Nhóm PV Thứ hai, ngày 20/02/2023 15:48 PM
Từng là người nổi tiếng trong vụ án cưỡng chế đất đai ở Tiên Lãng (Hải Phòng) hơn 10 năm trước, đến nay ông Đoàn Văn Vươn đang mở rộng đầu tư trang trại chăn nuôi vịt biển và trồng chuối bao tử để ổn định cuộc sống gia đình.
Những ngày đầu năm 2023, PV Báo Dân Việt về với khu đầm của ông Đoàn Văn Vươn ở Cống Rộc, xã Vinh Quang, huyện Tiên Lãng, Hải Phòng. Từ xa chúng tôi đã nghe tiếng vịt biển quang quác đòi ăn làm vui thêm khu đầm vắng lặng.
Đón chúng tôi bằng chiếc xe máy cà tàng, nhìn khuôn mặt tươi cười, khỏe mạnh của ông Đoàn Văn Vươn, chúng tôi biết ký ức của câu chuyện sóng gió gần 11 năm trước với ông đã trôi qua.

Gas: a history of Energy Security in the EU. And what’s next post-Russia?
February 14, 2023 by James Kneebone
The security of supply of gas has been the hottest topic of the last 12 months since Russia invaded Ukraine. James Kneebone at the Florence School of Regulation (FSR) has written an explainer that lays out the EU’s history of dealing with energy security, going back to the 1990s. Because the EU has a single market for natural gas and widely shared value chains (pipelines, LNG terminals, storage, etc.), impacts are felt across the bloc. But that interconnectedness is also a strength and the basis for ensuring security across the region. Kneebone also details the updated regulations that are behind the drive to build in new capacity and obligations for solidarity between Member States. It means that today, the coordination and cooperation for allocating resources and delivering better energy security are stronger than ever.
What is security of supply?
The European Environment Agency (EEA) define security of energy supply as “…the availability of energy at all times in various forms, in sufficient quantities, and at reasonable and/or affordable prices.” In the context of gas security of supply specifically, the concept refers to the provision of gaseous energy, namely ‘natural gas’[1].
What does a security of supply risk look like?
