QUYẾT NGHỊ:

I. ĐÁNH GIÁ TÌNH HÌNH

Unscrupulous companies often make unsubstantiated and sometimes false claims about their products and tend to prefer uninformed consumers. Conversely, reputable ones provide accurate information and call on their customers to educate themselves about what they are selling—even encouraging them to engage in comparison shopping. In fact, one wellknown US discount clothing company has adopted this concept as its slogan: “An Educated Consumer Is Our Best Customer.” Tiếp tục đọc “US Institutions find fertile ground in Vietnam’s expanding higher education market” →

Why American soldiers were on front lines of anti-Vietnam-war movement

scmp
Ho Chi Minh City exhibition recalls how American GIs organised protests, published underground newspapers and served jail time in their efforts to bring peace to Southeast Asia

By Gary Jones

The stereotypical image of the Vietnam war veteran, returning to the United States after an arduous tour of duty, only to be spat upon and cursed as a murderer by sneering, long-haired peace protesters, is seared into the American psyche like a scar from a white-hot burst of napalm. The accepted belief is that weary veterans trudged home to be condemned, cold-shouldered, even physically assaulted – simply for doing their duty to their country. The poor faces a widening gap in terms of access to upper secondary education and improved water and sanitation.

Nine million Vietnamese people are still living in extreme poverty, according to a World Bank report released on Thursday which calls for more alleviation efforts despite the success so far.

Vietnam’s poverty rate fell by almost 4 percentage points since 2014, to 9.8 percent in 2016, but the problem is far from solved, especially among ethnic groups, the report said.

Ethnic minorities, many of them living in mountainous areas, account for 72 percent of Vietnam’s poor, it said.

The average per capita consumption of ethnic minorities remains less than 45 percent of the Kinh and Hoa (Chinese), the majority groups in the 93-million strong Vietnam, it said.

The poor also faces a widening gap in terms of access to upper secondary education and improved water and sanitation, the report said.

Renewable Energy Auctions: A Guide to Design

IRENA

Auctions for contracts to develop power-generation capacity have emerged as an essential policy instrument for many countries to promote the transition to renewable energy sources and technologies. This six-volume guide from the International Renewable Energy Agency (IRENA) notes more than 60 countries using renewable energy auctions by 2015, mainly in order to attract competition and drive down costs.

Renewable Energy Auctions: A Guide to Design aims to advise policy makers on the implications of different approaches to such auctions. The set – structured around key auction design elements – offers choices and recommendations to support optimal decision-making in different contexts. Auction designs can emphasise cost effectiveness, supply security or socio-economic development objectives. Tiếp tục đọc “Renewable Energy Auctions: A Guide to Design” →
