China Building Third Airstrip in South China Sea, US Expert Warns

Just released—The Open Budget Survey 2015
To meet the world’s most pressing challenges – including ending poverty and addressing climate change – will require the wise investment of public resources. National budgets that are accountable, efficient, and effective are crucial.
Findings from the Open Budget Survey 2015 reveal that the vast majority of people live in countries that have inadequate systems for ensuring accountable budgets. Most countries surveyed provide insufficient information for civil society and the public to understand or monitor budgets, and only a small fraction of countries have appropriate mechanisms for the public to participation in budget processes. Formal oversight institutions also frequently face limitations in performing their function of holding governments to account.

Viet Nam special report on managing the risks of extreme events and disasters to advance climate change adaptation

Viet Nam is one of the countries most affected by natural disasters and climate change. Storms and floods are the most frequent and severe natural disasters affecting Viet Nam. Viet Nam is suffering 6 to 7 typhoons every year, on average. Between 1990 and 2010, 74 floods have occurred in the river systems of Viet Nam. Severe drought, saline water intrusion, landslides and other natural disasters are hindering the development of Viet Nam. Extreme disasters are more frequent in recent years, causing more damage to people and impacting significantly on the economy.
The report assesses extreme events and their impact on the natural environment, social economic development and sustainable development of Viet Nam; the future changes in extreme climate events due to climate change; interactions between climatic, environmental and human factors; and promote adaptation to climate change and management of risks of disaster and extreme events in Viet Nam.

UNEP: Vietnam Assessment Report on Climate Change
The report shows that the trend of recent climate change in Viet Nam is beyond the level of natural change. Temperatures have increased by 0.05-0.20°C and sea level has increased by 2-4 cm per decade in the last 50 years. According to projections, by the end of the 21st century, the annual temperature in Viet Nam will increase by between 1.1-1.9°C and 2.1-3.6°C rainfall is likely to increase by 1.0-5.2% and 1.8-10.1%, and sea level is likely to rise between 65 and 100cm, in comparison with the period 1980-1999, under low and high emission scenarios respectively. The potential impacts of climate change for the seven climatic zones of Vietnam are likely to be different, but are likely to be critical in the water resources and key socio-economic sectors such as agriculture, forestry, fishery, energy, transportation and health. Vietnam is currently developing a low carbon economy and mitigation policies aimed to reduce the GHG emissions in these sectors. It is also developing a number of strategies to adapt to the impacts of climate change so as to reduce the vulnerability of society.

| A Model of Principles of Ethical Conduct for Government Officers and Employees
To ensure that every citizen can have complete confidence in the integrity of the Government, each employee shall respect and adhere to the fundamental principles of ethical service as follows: 1. Public service is a public trust, requiring employees to place loyalty to the Constitution, the laws, and ethical principles above private gain. 2. Employees shall not hold financial interests that conflict with the conscientious performance of duty. 3. Employees shall not engage in financial transactions using nonpublic Government information or allow the improper use of such information to further any private interest. 4. An employee shall not, except pursuant to such reasonable exceptions as are provided by regulation, solicit or accept any gift or other item of monetary value from any person or entity seeking official action from, doing business with, or conducting activities regulated by the employee’s agency, or whose interests may be substantially affected by the performance or nonperformance of the employee’s duties. 5. Employees shall put forth honest effort in the performance of their duties. 6. Employees shall make no unauthorized commitments or promises of any kind purporting to bind the Government. 7. Employees shall not use public office for private gain. 8. Employees shall act impartially and not give preferential treatment to any private organization or individual. 9. Employees shall protect and conserve Government property and shall not use it for other than authorized activities. 10. Employees shall not engage in outside employment or activities, including seeking or negotiating for employment, that conflict with official Government duties and responsibilities. 11. Employees shall disclose waste, fraud, abuse, and corruption to appropriate authorities. 12. Employees shall satisfy in good faith their obligations as citizens, including all just financial obligations, especially those such as National, State, or local taxes that are imposed by law. 13. Employees shall adhere to all laws and regulations that provide equal opportunity for all cỉtizens regardless of race, color, religion, sex, national origin, age, or handicap. 14. Employees shall endeavor to avoid any actions creating the appearance that they are violating the law or the ethical standards promulgated pursuant to the law.

Để đảm bảo rằng mỗi người dân có thể có lòng tin hoàn toàn vào sự liêm chính của Nhà nước, mỗi nhân viên sẽ tôn trọng và tuân theo các nguyên tắc đạo đức cơ bản về làm việc như sau: 1. Nhân viên đưa ra cố gắng chân thật khi thi hành nhiệm vụ của mình. 6. Nhân viên không được cam kết hay hứa hẹn bất kì điều gì mà không có thẩm quyền với chủ ý bắt Nhà nước gánh chịu. 7. Nhân viên không dùng cơ quan công để phục vụ quyền lợi tư. 8. Nhân viên phải hành động không thiên vị và không được ứng xử ưu tiên đối với bất kì cá nhân hay tổ chức tư nào. 9. Nhân viên phải bảo vệ và bảo tồn tài sản của Nhà nước và không được dùng các tài sản này cho việc gì khác hơn là công việc đã được cho phép 10. Nhân viên không được làm việc hay hoạt động bên ngoài, kể cả tìm kiếm hay điều đình việc làm, mà mâu thuẫn với nhiệm vụ và trách nhiệm chính thức trong Nhà nước. 11. Nhân viên phải trình báo với giới chức có thẩm quyền các phí phạm, lừa đảo, lạm dụng hay tham nhũng. 12. Nhân viên phải làm tròn, với thiện ý, mọi nghĩa vụ của mình như là một người dân, kể cả các nghĩa vụ tài chính, đặc biệt là các nghĩa vụ như các thuế Trung ương, Thành phố, hay Địa phương đặt ra theo luật. 13. Nhân viên phải tôn trọng tất cả mọi luật và qui định cung cấp cơ hội bình đẵng cho mọi công dân, không phân biệt chủng tộc, màu da, tôn giáo, giới tính, nguồn gốc quốc gia, tuổi tác, hay khuyết tật. 14. Nhân viên phải cố gắng để tránh các hành vi tạo ra biểu hiện rằng mình đang vi phạm pháp luật hay các tiêu chuẩn đạo đức ban hành thể theo luật pháp.

HA NOI (VNS) — The Ministry of Natural Resources and Environment will issue a set of criteria for small-scale incinerators burning daily household waste in October, an official said.
Hoang Duong Tung, deputy head of the ministry’s Viet Nam Environment Administration, made the announcement at the ministry’s monthly press conference.
