A Japanese scholar has said economic factors have been the major driving force behind the Vietnam-Japan ties but recently their relations have been driven more by security, so Tokyo now has a keen interest in building maritime security capacity for Hanoi.

Dr. Ken Jimbo, an associate professor at Keio University in Tokyo and a senior research fellow at the Tokyo-based Canon Institute for Global Studies, offered these comments in an exclusive interview with Tuoi Tre News on Tuesday, when General Secretary of the Communist Party of Vietnam Nguyen Phu Trong embarked on a five-day visit to Japan. On a mild, sunny morning last November, Chuck Searcy and I drove out along a spur of the old Ho Chi Minh Trail to the former Marine base at Khe Sanh, which sits in a bowl of green mountains and coffee plantations in Vietnam’s Quang Tri province, hard on the border with Laos. The seventy-seven-day siege of Khe Sanh in early 1968, coinciding with the Tet Offensive, was the longest battle of what Vietnamese call the American War and a pivotal event in the conflict. By the off-kilter logic of Saigon and Washington, unleashing enough technology and firepower to produce a ten-to-one kill ratio was a metric of success, but the televised carnage of 1968, in which 16,592 Americans died, was too much for audiences back home. The first ASEAN Youth Forum will open in Ho Chi Minh City on Thursday, the local chapter of the Ho Chi Minh Communist Youth Union announced at a press conference on Tuesday.

Vietnamese budget carrier Vietjet has signed a memorandum of understanding with a leading Japanese financial corporation on a multimillion-dollar loan to help finance its fleet expansion, the airline said on Tuesday.
Vietjet and Mitsubishi UFJ Lease & Finance Company Limited (MUL) inked the document yesterday in Tokyo, on the sidelines of the official visit of Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam, to Japan.
General Secretary Trong and Japan’s Prime Minister Shinzo Abe witnessed the signing of the MOU, which will pave the way for MUL to finance Vietjet’s leasing and acquisition of three brand new A321 aircraft worth US$347.2 million, Vietjet said in a press release. Vietnam and Japan on Tuesday discussed measures to foster their bilateral relations and signed six cooperation agreements during the visit to Tokyo by General Secretary of the Communist Party of Vietnam Nguyen Phu Trong.
The two sides had the discussions and inched the deals during talks between Japanese Prime Minister Shinzo Abe and General Secretary Trong, who arrived in Japan the same day for a four-day visit, according to the Vietnam News Agency. The World Bank (WB) will help Vietnam complete a population report with a vision towards 2035, WB Country Director for Vietnam Victoria Kwakwa told President of the Vietnam Fatherland Front (VFF) Nguyen Thien Nhan at a meeting in Hanoi on Friday.In her talks with Nhan, who is also a Politburo member, Kwakwa said the WB President will visit the country by the end of this year to discuss this issue, the Vietnam News Agency reported. The Theory of Change approach, with its focus on continuous critical reflection, demands a radical shift towards more and better learning in development thinking and practice. No new tool or approach can in itself address problems of institutional incentives in the sector that block such learning.
