Uncle Sam isn’t going to let schools place certain restrictions on how transgender students use a single-sex locker room.

A school district near Chicago, Palatine 211, provides numerous accommodations for transgender students. The district calls the students by requested names, honors selected gender (including allowing them to play on the sports teams of the gender they identify as belonging to), and permits them to use single-sex bathrooms, since stalls ensure privacy. weforum – The global refugee crisis triggered by the Syrian war and other conflicts poses a major challenge for governments around the world. Behind the scenes, though, it is exacerbating another, less visible, but equally disturbing global phenomenon: a dramatic increase in child marriage.

When families find themselves in dire straits because of war or natural disaster – without a home or income, with worries about security and an uncertain future – many choose to marry off their daughters, often to older men. Parents may believe this is the only way they can protect and provide for these young girls. The impact, however, can be devastating. Child brides are often affected by domestic violence and face overwhelming pressure to have children when they themselves are still children. Bloggers keep the windows open in Vietnam’s constitutional debates

Author: John Gillespie, Monash UniversityEastasiaforum – Under President Xi Jinping, the Chinese Communist Party is using the Seven Prohibitions to shut down discussion about liberal constitutional reform. In comparison, constitutional deliberations in Vietnam appear open, vibrant and far-reaching — prompting some commentators to speculate on whether Vietnam is a model for post-socialist institutional reform. But do all types of constitutional discourse translate into institutional reform or are some types of discourse more potent than others? This inquiry has particular relevance in Vietnam, where the discourse in social media has as much influence in shaping the constitution as that in state-mediated forums.

During the debates leading up to the adoption of Vietnam’s 2013 constitution, commentators focused on public calls for liberal institutional reforms. Hundreds of newspaper articles discussed limits to party power, constitutional review and human rights. Much has also been made of Petition 72, a demand for sweeping liberal constitutional reforms submitted by public intellectuals such as Nguyen Dinh Loc, a former minister of justice. These commentators argue that this discourse reveals broad-based support for liberal constitutionalism and law-based governance in Vietnam. Nature – The sun has been pale for months here in Sumatra and the skies are grey all day — choked with pollution from the massive fires that rage across the Indonesian island. Since the late 1990s, the haze caused by these annual fires has posed a significant threat to the health of Sumatra’s rural communities. This year’s haze is especially bad and has affected major cities, both here and abroad; consequently, the fires have again made headlines around the world.

Many of these news stories blame the big palm-oil companies for the fires. Slash-and-burn techniques remain the cheapest way to clear forest for new plantations. But scientific evidence suggests that this simple narrative is not absolutely true. A number of surveys have found that the bulk of these fires are started outside the official oil-palm concessions. Small-scale farmers seem to be more to blame.

The haze in Indonesia is not just an environmental issue; it is a complex socio-economic problem that is driven partly by conflict over land ownership between palm-oil companies and rural communities — a struggle that the companies usually win. Whereas in the Charter of the United Nations the peoples of the world affirm, inter alia , their determination to establish conditions under which justice can be maintained, and proclaim as one of their purposes the achievement of international cooperation in promoting and encouraging respect for human rights and fundamental freedoms without distinction as to race, sex, language or religion,

Whereas the Universal Declaration of Human Rights enshrines the principles of equality before the law, the presumption of innocence, the right to a fair and public hearing by an independent and impartial tribunal, and all the guarantees necessary for the defence of everyone charged with a penal offence,

(TBKTSG) – Giá taxi, vận tải tưởng chừng được định đoạt theo cơ chế thị trường; nhưng sự thực nó đang được điều tiết bởi cơ chế độc quyền rất tinh vi: độc quyền hội.

Cửa hàng bán gạo mậu dịch từng được kỳ vọng sẽ phân phối gạo đầy đủ, nhanh chóng, tiện lợi tới người dân vì nó có khả năng loại bỏ sự cạnh tranh không cần thiết của cơ chế thị trường, tránh được thói đầu cơ của con buôn. Nhưng sự thực, độc quyền luôn gắn liền với tha hóa; ngoại trừ cán bộ thương nghiệp, gạo mậu dịch phân phối độc quyền được dân gian gắn liền với từ “hẩm, mốc”, cùng với những thành ngữ về xếp hàng. May mắn thay là cửa hàng gạo mậu dịch đã đi vào dĩ vãng. Tuy nhiên, độc quyền gắn liền với lợi ích nhóm không dễ dàng chịu ra đi hoàn toàn, mà đôi lúc nó tàng hình rất khéo trong những thể chế nửa thị trường. (TBKTSG Online) – Một câu hỏi những người làm báo lâu năm thường đem ra để “truy bài” các phóng viên mới vào nghề: Dựa vào đâu để một tờ báo xây dựng sức mạnh cho mình? Hay nói cách khác, ai làm nên tên tuổi, uy tín và trọng lượng một tờ báo?

Nhắc nhở này là nhắm tới các hiểu nhầm mà các phóng viên trẻ thường mắc phải nếu như phóng viên không biết hay quên đi chính độc giả, chính lực lượng người đọc đông đảo của tờ báo là sức mạnh nội tại, tạo nên một trọng lượng, một tầm cỡ, một mức ảnh hưởng cho một tờ báo. Người phóng viên không là gì cả nếu anh chỉ biết có anh; còn ngược lại, khi anh nhận sự tin cậy, giao phó của độc giả để truy tìm thông tin, anh không còn chỉ là một con người cụ thể mà anh là đại diện cho cả triệu người đọc khác.

Cải cách thể chế, mệnh lệnh không thể chần chừ

Cơ chế xin – cho làm nhà đầu tư có xu hướng trở thành nhà đầu cơ, dù họ lớn hay nhỏ. Đầu cơ có nghĩa là họ bòn rút giá trị gia tăng của xã hội, chứ không phải tạo ra giá trị gia tăng cho xã hội. Đây không phải là trò chơi win-win, mà là trò chơi anh thắng tôi thua, xã hội thua.

(TBKTSG) – Trong hai hội thảo quan trọng gần đây do Bộ Kế hoạch và Đầu tư cùng Ủy ban Kinh tế Quốc hội tổ chức, Viện trưởng Viện Nghiên cứu quản lý kinh tế Trung ương Nguyễn Đình Cung đều cho rằng “cải cách thể chế để phát triển là mệnh lệnh không thể chần chừ”. Quan điểm này được nhiều học giả đồng tình. Theo ông Cung, cải cách lần đầu năm 1986 đã hết dư địa, còn cải cách hiện nay chỉ mới đang chớm và khó hơn rất nhiều.

Vietnam frees anti-state blogger, U.S. calls for more releases

Vietnam has released a high-profile blogger who has traveled to the United States, the American embassy said on Sunday, but a human right group said the move extended a “cynical” practice by Hanoi to send its critics into exile.
