WASHINGTON — President Trump departs on his first trip to Asia on Friday weakened and scandal-scarred, ready to face off against newly empowered Chinese and Japanese leaders in a region increasingly determined to set its course without American direction.

The White House is framing the trip as a chance for Mr. Trump to showcase his budding personal relationships with President Xi Jinping of China and Prime Minister Shinzo Abe of Japan — a forceful world leader pressing his peers to negotiate fairer trade deals with the United States and to intensify the pressure on nuclear-armed North Korea.

WASHINGTON (Reuters) – The United States wants a meeting soon aimed at reviving a four-way dialogue between itself, Japan, India and Australia to deepen security cooperation and coordinate alternatives for regional infrastructure financing to that offered by China, a senior U.S. official said on Friday.

Viet Nam News HCM CITY — Anti-corruption authorities and law enforcement agencies from 21 APEC member economies vowed to strengthen measures to fight money laundering and bribery at a workshop held on Aug 19 during the APEC Senior Officials Meeting (SOM 3) in HCM City.

The 80 delegates at the 4th Meeting of the APEC Network of Anti-Corruption Authorities and Law Enforcement Agencies agreed that “corruption erodes social integrity and fairness, undermines government accountability and public trust, and impedes healthy economic growth.”

Speaking at the meeting, Nguyễn Văn Thanh, Government deputy inspector general and chair of the meeting, said: “Greater cooperation is needed in combating money laundering and recovering stolen assets, and promoting international cooperation in bribery cases, repatriation of fugitives, and informal international cooperation.”

“I believe that our deliberations at this meeting will facilitate direct connections among law enforcement agencies, and create a platform for international cooperation in information exchange, mutual legal assistance, extradition, asset recovery and joint investigation of corruption cases,” he added.

Corruption in Việt Nam had caused resource losses, reducing the efficiency of public investment, destroying trust of investors, and weakening national competitiveness, Thanh said.

Peru, an APEC member economy, for example, has made great progress in fighting corruption by strengthening international cooperation and participating in global anti-corruption activities, according to a report from Peru’s High-Level Anti-Corruption Commission.

“Corruption is one of the main threats and vulnerabilities that allow the commission of acts of laundering and terrorist financing,” the report said.

Also speaking on the sidelines of the workshop, Denis Kunev, head of the Organisation and Analytics Department at the Investigative Committee from the Russian Federation, said: “We expect stronger commitment and cooperation among the member economies in the Asia Pacific region to fight corruption.”

“The meeting provided an opportunity for member economies to speak about challenges faced by law enforcement agencies in fighting money laundering and recovering assets related to corruption cases,” Kunev told Việt Nam News. “It had a lot of useful information on anti-corruption, which we can use for training investigators in Russia.”

The Network of Anti-Corruption Authorities and Law Enforcement Agencies was established at the 17th APEC Anti-Corruption and Transparency Working Group Meeting in Indonesia in 2013.

The network, whose first meeting was held in China in 2014, aims to enhance informal cross-border cooperation between agencies responsible for investigations and prosecutions of corruption, bribery, money laundering and illicit trade, and the identification and return of the proceeds of those crimes.

The Anti-Corruption and Transparency Working Group’s Pathfinder Dialogue IV was also held on Saturday. Corruption as a driver of illegal logging and the use of anti-corruption activities by customs’ offices dealing with the forest trade were the main topics discussed.

The dialogue will resume on Aug 20, with focus on anti-corruption in wildlife trafficking and ways to detect and disrupt wildlife trafficking using anti-money laundering and asset confiscation techniques, protocols and good practices of effective international cooperation and mutual legal assistance. — VNS

(TBKTSG) – Khi Donald Trump tuyên bố, trong sắc lệnh đầu tiên của ông với tư cách tổng thống Mỹ, rằng Mỹ không còn tham gia vào Hiệp định Đối tác xuyên Thái Bình Dương (Trans Pacific Partnership – TPP), nhiều người đã cho rằng, thỏa thuận thương mại tự do thế hệ mới này đã chết. Nhưng hãy còn quá sớm để đọc lời ai điếu cho TPP.

Mặc dù không mong đợi ông Trump sẽ đổi ý nhưng 11 thành viên còn lại của TPP không cam tâm để cho công sức đàm phán gay go suốt năm năm trời bị đổ sông đổ biển chỉ vì quyết định của một tổng thống Mỹ – người mà theo nhận xét của nhà báo Thomas Friedman, dường như chưa đọc và chưa hiểu gì về TPP.

An APEC study casts a spotlight on what factors potentially hold women back in growing as entrepreneurs.

When a woman entrepreneur is presented with an economic opportunity, what considerations and decision points allow her to seize it? The answers to this question are the focus of a recently-concluded APEC study that will support APEC’s efforts toward an inclusive economic growth in the region.

To better understand how to create conducive policy environments for equal economic opportunities, the study looked into gender-related constraints faced by women business owners. It found that the lack of options for child care, inadequate access to capital, and the nature of motivation to venture into business are key factors worth further examination in order for economies to provide support for women to succeed and grow as entrepreneurs. VNE – APEC (Asia – Pacific Economic Cooperation: Diễn đàn hợp tác kinh tế Châu Á – Thái Bình Dương) là một diễn đàn không chính thức thúc đẩy tự do thương mại và đầu tư chức không phải một tổ chức về kinh tế, thương mại. Hợp tác giữa các thành viên là hợp tác giữa các nền kinh tế chứ không phải với tư cách các quốc gia có chủ quyền. Best universities in the Asia-Pacific region 2017

The top universities in the Asia-Pacific region according to data from Times Higher Education

Times Higher Education has launched its first Asia-Pacific University Ranking 2017 to reflect the region’s growing strength in the higher education sector.

THE’s Asia-Pacific University Ranking 2017 analysed universities across 38 nations in East Asia, Southeast Asia and Oceania. The overall ranking features just over 200 universities from 13 different nations.

The ranking uses the same performance indicators as the THE World University Rankings 2016-17, however the weightings were adjusted to reflect the younger profile of some of the universities in the region. The full methodology can be found here.

Japan is the most-represented nation with 69 universities featured. China is in second place with 52 universities. Other countries with a strong presence in the ranking are Australia (35 universities), Taiwan (26), South Korea (25) and Thailand (nine).
