I am an attorney in the Washington DC area, with a Doctor of Law in the US, attended the master program at the National School of Administration of Việt Nam, and graduated from Sài Gòn University Law School. I aso studied philosophy at the School of Letters in Sài Gòn. . I have worked as an anti-trust attorney for Federal Trade Commission and a litigator for a fortune-100 telecom company in Washington DC. I have taught law courses for legal professionals in Việt Nam and still counsel VN government agencies on legal matters. I have founded and managed businesses for me and my family, both law and non-law. I have published many articles on national newspapers and radio stations in Việt Nam. In 1989 I was one of the founding members of US-VN Trade Council, working to re-establish US-VN relationship. Since the early 90's, I have established and managed VNFORUM and VNBIZ forum on VN-related matters; these forums are the subject of a PhD thesis by Dr. Caroline Valverde at UC-Berkeley and her book Transnationalizing Viet Nam. I translate poetry and my translation of "A Request at Đồng Lộc Cemetery" is now engraved on a stone memorial at Đồng Lộc National Shrine in VN. I study and teach the Bible and Buddhism. In 2009 I founded and still manage dotchuoinon.com on positive thinking and two other blogs on Buddhism. In 2015 a group of friends and I founded website CVD - Conversations on Vietnam Development (cvdvn.net). I study the art of leadership with many friends who are religious, business and government leaders from many countries. I have written these books, published by Phu Nu Publishing House in Hanoi: "Positive Thinking to Change Your Life", in Vietnamese (TƯ DUY TÍCH CỰC Thay Đổi Cuộc Sống) (Oct. 2011) "10 Core Values for Success" (10 Giá trị cốt lõi của thành công) (Dec. 2013) "Live a Life Worth Living" (Sống Một Cuộc Đời Đáng Sống) (Oct. 2023) I practice Jiu Jitsu and Tai Chi for health, and play guitar as a hobby, usually accompanying my wife Trần Lê Túy Phượng, aka singer Linh Phượng.

Over 10,000 civil servants lost their jobs in the first half of 2016 as the government seeks to balance the budget.

However, the figure fell far short of the target of removing 40,000 civil servants, or 1.5 percent of the current 2.6 million payroll, Vietnam News Agency cited Minister of Home Affairs Le Vinh Tan as saying on Monday.

TTO – Ngày 1-7, một tàu chiến của Đài Loan đã phóng nhầm một quả tên lửa siêu âm chống hạm có biệt danh “sát thủ tàu sân bay” về phía Trung Quốc.

I can’t talk right now

IT WAS only six months ago that China and Taiwan achieved a symbolic breakthrough in their decades-long standoff: the two countries’ presidents met for the first time since the end of the Chinese civil war in 1949, both looking chuffed that they had finally broken the ice. Now it is back to normal. On June 25th China shut down a channel for communication between the two sides because of the refusal of Taiwan’s new president, Tsai Ing-wen, to accept that there is but “one China”, and that Taiwan is a part of it. TTO – Chính phủ Trung Quốc ngày 25-6 thông báo họ đã ngừng cơ chế liên lạc với Đài Loan do nhà lãnh đạo mới của vùng lãnh thổ này từ chối công nhận nguyên tắc “Một Trung Quốc”.

Bộ luật Hình sự (sửa đổi) vừa được thông qua sẽ bỏ án tử hình với 7 tội danh.

Sáng nay (27.11), đa số đại biểu Quốc hội đã bỏ phiếu thông qua Bộ luật Hình sự (sửa đổi) với nhiều thay đổi quan trọng, trong đó, thống nhất quy định bỏ khung hình phạt tử hình với 7 tội danh bao gồm: Cướp tài sản; phá huỷ công trình, cơ sở, phương tiện quan trọng về an ninh quốc gia; chống mệnh lệnh; đầu hàng địch; phá hoại hòa bình, gây chiến tranh xâm lược; chống loài người và tội phạm chiến tranh.

I’d been there for many hours listening to the stories of rape survivors for an unrelated article, when a researcher at an international nongovernmental organization described a few details. “They are very tiny. Maybe three and four years old,” she said. “We don’t know how the men are getting into the houses, but they take the girls and no one else wakes up.” The attacks had begun six months prior, in June 2013, and while this is a country rife with sexual violence, the cases were rattling people. China’s ‘Historic Rights’ in the South China Sea: Made in America?

The current understanding of “historic rights” in the South China Sea in China can be traced back to a U.S. diplomat.

Before they can consider this question, however, the tribunal judges must first consider whether they have the necessary jurisdiction. Chinese officials have argued that the question of the “U-shaped line” is fundamentally a question of territory, about which the Permanent Court of Arbitration has no right to rule. However, new research tells us that the judges should ignore such arguments. Documents in China’s own archives prove that when Chinese officials approved the U-shaped line they never intended it to be a territorial boundary.
