I am an attorney in the Washington DC area, with a Doctor of Law in the US, attended the master program at the National School of Administration of Việt Nam, and graduated from Sài Gòn University Law School. I aso studied philosophy at the School of Letters in Sài Gòn.

I have worked as an anti-trust attorney for Federal Trade Commission and a litigator for a fortune-100 telecom company in Washington DC.
I have taught law courses for legal professionals in Việt Nam and still counsel VN government agencies on legal matters.
I have founded and managed businesses for me and my family, both law and non-law.
I have published many articles on national newspapers and radio stations in Việt Nam.
In 1989 I was one of the founding members of US-VN Trade Council, working to re-establish US-VN relationship.
Since the early 90's, I have established and managed VNFORUM and VNBIZ forum on VN-related matters; these forums are the subject of a PhD thesis by Dr. Caroline Valverde at UC-Berkeley and her book Transnationalizing Viet Nam.
I translate poetry and my translation of "A Request at Đồng Lộc Cemetery" is now engraved on a stone memorial at Đồng Lộc National Shrine in VN.
I study and teach the Bible and Buddhism. In 2009 I founded and still manage dotchuoinon.com on positive thinking and two other blogs on Buddhism.
In 2015 a group of friends and I founded website CVD - Conversations on Vietnam Development (cvdvn.net).
I study the art of leadership with many friends who are religious, business and government leaders from many countries.

Bộ luật Hình sự (sửa đổi) vừa được thông qua sẽ bỏ án tử hình với 7 tội danh.Sáng nay (27.11), đa số đại biểu Quốc hội đã bỏ phiếu thông qua Bộ luật Hình sự (sửa đổi) với nhiều thay đổi quan trọng, trong đó, thống nhất quy định bỏ khung hình phạt tử hình với 7 tội danh bao gồm: Cướp tài sản; phá huỷ công trình, cơ sở, phương tiện quan trọng về an ninh quốc gia; chống mệnh lệnh; đầu hàng địch; phá hoại hòa bình, gây chiến tranh xâm lược; chống loài người và tội phạm chiến tranh.

Tòa Trọng tài Thường trực (PCA) dự kiến tháng này ra phán quyết về vụ Philippines kiện yêu sách “đường lưỡi bò” Trung Quốc đơn phương vẽ ra trên Biển Đông. China’s ‘Historic Rights’ in the South China Sea: Made in America?
The current understanding of “historic rights” in the South China Sea in China can be traced back to a U.S. diplomat.
Before they can consider this question, however, the tribunal judges must first consider whether they have the necessary jurisdiction. Chinese officials have argued that the question of the “U-shaped line” is fundamentally a question of territory, about which the Permanent Court of Arbitration has no right to rule. However, new research tells us that the judges should ignore such arguments. Documents in China’s own archives prove that when Chinese officials approved the U-shaped line they never intended it to be a territorial boundary. “Mùi khí hôi thúi nồng nặc, gây chóng mặt, nhức đầu. Tôi cố gượng kéo những người bị nạn khỏi hầm biogas, rồi cũng bị nôn ói, ngất xỉu”, nạn nhân vụ ngạt khí ở Cà Mau kể.
Trưa 23/4, vài giờ sau vụ ngạt khí biogas khiến 3 người chết, 6 nạn nhân đang nằm cấp cứu, người dân ấp Lý Ấn, xã Hưng Mỹ, huyện Cái Nước, tỉnh Cà Mau vẫn chưa hết bàng hoàng. Tại hầm biogas xảy ra sự cố, mọi người vẫn chưa dám tới gần vì mùi khí hôi vẫn còn nồng nặc, khó chịu

China deploys 8 vessels, 2 helicopters to search for Vietnam’s missing plane
China has sent eight ships and two helicopterss to help Vietnam find a CASA coast guard plane that crashed with nine people aboard while looking for the missing Su-30 fighter jet and pilot.
The Chinese forces are searching on China’s territory, south east of Vietnam’s Bach Long Vy Island and east of the delimitation of the Gulf of Tonkin between Vietnam and China.
China has already deployed a big rescue ship, the NANHAIJIU 101, to help with the search.

Su-30 fighter and CASA-212 rescuer: the tragedy explained
It’s been a double loss for Vietnam’s Air Defense in one week. On June 14, the Su-30MK2 Vietnamese fighter crashed offshore the central province of Nghe An. Out of two pilots on board, only one made it alive. Two days later, a CASA-212-40 with nine people on board went missing while searching for the Su-30MK2.

Vietnamese journalist’s press card revoked for slandering the defense forces on Facebook
The Ministry of Information and Communications has decided to revoke a press card it has granted a local journalist, accusing him of “seriously damage the reputation” of the defense forces.
In a statement on its website, the ministry said journalist Mai Phan Loi from the Ho Chi Minh City Law Newspaper has “seriously damage the reputation” of the Vietnam People’s Army, “hurt the feelings” of families and colleagues of the military personnel who have perished on duty and “damage the prestige of other journalists”.
