I am an attorney in the Washington DC area, with a Doctor of Law in the US, attended the master program at the National School of Administration of Việt Nam, and graduated from Sài Gòn University Law School. I aso studied philosophy at the School of Letters in Sài Gòn. . I have worked as an anti-trust attorney for Federal Trade Commission and a litigator for a fortune-100 telecom company in Washington DC. I have taught law courses for legal professionals in Việt Nam and still counsel VN government agencies on legal matters. I have founded and managed businesses for me and my family, both law and non-law. I have published many articles on national newspapers and radio stations in Việt Nam. In 1989 I was one of the founding members of US-VN Trade Council, working to re-establish US-VN relationship. Since the early 90's, I have established and managed VNFORUM and VNBIZ forum on VN-related matters; these forums are the subject of a PhD thesis by Dr. Caroline Valverde at UC-Berkeley and her book Transnationalizing Viet Nam. I translate poetry and my translation of "A Request at Đồng Lộc Cemetery" is now engraved on a stone memorial at Đồng Lộc National Shrine in VN. I study and teach the Bible and Buddhism. In 2009 I founded and still manage dotchuoinon.com on positive thinking and two other blogs on Buddhism. In 2015 a group of friends and I founded website CVD - Conversations on Vietnam Development (cvdvn.net). I study the art of leadership with many friends who are religious, business and government leaders from many countries. Bộ Công Thương ra thông cáo rằng sẽ “chỉ duyệt Nhiệt điện Long An khi đáp ứng yêu cầu” trong lúc chuyên gia bình luận với BBC rằng “đó chỉ là một cách trấn an”.

Nở rộ xin đầu tư dự án nhiệt điện than tỷ “đô”

Nhiệt điện than có giá thành rẻ, phù hợp với hoàn cảnh thực tế nền kinh tế, song có rủi ro môi trường.

Gần đây liên tục các dự án nhiệt điện than với quy mô hàng chục tỷ USD được đề xuất, chấp thuận đầu tư. Mới đây, Bộ Công Thương đã lấy ý kiến về vị trí cụ thể của trung tâm nhiệt điện Long An. Dự kiến trung tâm này sẽ được xây dựng và vận hành từ năm 2024 để giúp giải quyết việc thiếu điện của miền Nam. Vốn đầu tư cho dự án lên tới 5 tỷ USD.

Các dự án tỷ USD được cấp phép

Theo tính toán của đơn vị tư vấn, dự kiến nhu cầu than tiêu thụ cho trung tâm nhiệt điện Long An sẽ lên đến gần 10 triệu tấn/năm. Nguồn than sẽ lấy từ Úc, Indonesia. Vị trí dự án được đề xuất chọn là tại xã Phước Vĩnh Đông, huyện Cần Giuộc (Long An), sát với Tp.HCM.

Loạt dự án nhiệt điện than khác cũng trong kế hoạch thực hiện trong thời gian tới. Chẳng hạn, dự án xây dựng nhà máy nhiệt điện Quảng trạch 1 với vốn đầu tư 33.000 tỷ đồng, thuộc Trung tâm điện lực Quảng Trạch.

Chủ đầu tư dự án là Tập đoàn Điện lực Việt Nam (EVN), dự kiến khởi công cuối năm 2017, phát điện tổ máy 1 vào năm 2021 và phát điện tổ máy 2 vào năm 2022. Còn nhà máy nhiệt điện Quảng Trạch 2 sẽ được xây dựng năm 2019.

MANILA: The Philippines said on Saturday it was planning to change the name of a stretch of water east of the country in a bid to highlight its sovereignty over the area, which was surveyed recently by a Chinese vessel.

A Chinese survey ship was tracked for several months late last year moving around Benham Rise – declared part of the Philippines’ continental shelf in 2012 by the United Nations, stirring concern in Manila about Beijing’s possible intentions.

China says the ship was simply passing through the area and was not engaged in any other activity, and the country’s foreign minister said last week China fully respects the Philippines’ maritime area rights over Benham Rise. Imagine a society without fathers; without marriage (or divorce); one in which nuclear families don’t exist. Grandmother sits at the head of the table; her sons and daughters live with her, along with the children of those daughters, following the maternal bloodline. Men are little more than studs, sperm donors who inseminate women but have, more often than not, little involvement in their children’s upbringing.

This progressive, feminist world – or anachronistic matriarchy, as skewed as any patriarchal society, depending on your viewpoint – exists in a lush valley in Yunnan, south-west China, in the far eastern foothills of the Himalayas. An ancient tribal community of Tibetan Buddhists called the Mosuo, they live in a surprisingly modern way: women are treated as equal, if not superior, to men; both have as many, or as few, sexual partners as they like, free from judgment; and extended families bring up the children and care for the elderly. TĐH: Ngày 9 tháng 4 năm 2017 này là kỷ niệm 152 năm ngày Hiệp Ước Appomattox được ký kết, đưa đến sự chấm dứt cuộc nội chiến Nam Bắc của Mỹ và bắt đầu tiến trình hàn gắn vết thương chiến tranh. Đây là một vết son lớn trong lịch sử nước Mỹ. Hiệp Ước đầy nhân ái và thông minh này đã giúp nước Mỹ đoàn kết lại và phục hồi rất nhanh sau chiến tranh. Hai tướng, Robert E. Lee – tư lệnh quân đội miền Nam đầu hàng – và Ulysses S. Grant – tư lệnh quân đội miền Bắc chấp nhận đầu hàng, với sự tương kính cho nhau và lòng đeo đuổi hòa bình cho nước Mỹ, đã đạt được hiệp ước rất đơn giản nhưng kỳ diệu này, để ngày nay người ta gọi đó là “Hiệp Ước Của Người Quân Tử” (“The Gentlemen’s Agreement”).

University education lags behind due to poor training quality

Education experts said they see problems in the structure and scale of majors. Most schools have become multidisciplinary, and therefore, are compared to ‘supermarkets’ where there are only ‘salable goods’.

According to the Ministry of Education and Training (MOET), the majors related to business and management are favored most by schools. There are 403 such majors.

Less favorite are education & training (363), humanity (280), technology (232), computing & information technology (150). Meanwhile, there are only 116 majors related to agriculture, forestry and aquaculture, 47 production & processing, social services (16) and transport services (12). Polluted canals in HCM City emit bad odors, affect residents’ lives

The canal, two kilometers long, originating from district 9 in HCMC, is a ‘hot spot’ for pollution. The canal brings garbage and pollution from residential quarters to the Sai Gon River.

HÀ NỘI – Leaders of six provinces on Tuesday sat down with relevant ministers to talk about the construction of a coastal highway route, the detailed plan for which was approved back in 2010.

The 550-kilometre highway will traverse the northern port city of Hải Phòng, Quảng Ninh, Thái Bình, Nam Định, Ninh Bình and Thanh Hóa provinces.

Minister of Planning and Investment, Nguyễn Chí Dũng, said that without such a route, the six cities won’t be able to connect, wasting potential development opportunities.

Dũng said the ministry had received investment plans from all six provinces, but each differs on the scale, direction, mechanism and resources for the route. Suffocating doesn’t begin to describe the way my heart constricts these days as news about sexual abuse of children breaks out, one after another.

And as heartbreaking as the cases are, the brain explodes in the deafening silence from those we believe are there to uphold the law, protect our children.

A 13-year-old girl in Cà Mau Province and her family reported to local police that she was abused by a neighbour eight times and petitioned that the perpetrator be taken to court. The answer they got from the police last November was a decision not to investigate further because “there was not enough evidence”.

HANOI: Vietnam on Thursday denounced Taiwan’s military drills on and around a disputed South China Sea island, labelling them a serious violation of its sovereignty and a threat to maritime security.

China claims most of the energy-rich waters through which about US$5 trillion in ship-borne trade passes every year. Neighbours Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims.

Taiwan’s claim to Itu Aba is complicated by the fact that China considers Taiwan sovereign territory. Taiwan and China both claim the South China Sea using old maps that date back to the late 1940s when the Nationalists ruled China.
