Japan says ‘heated discussions’ at Manila security meeting

MANILA (Reuters) – Japan’s foreign minister said “heated discussions” took place about North Korea’s missile tests and South China Sea disputes at a security forum on Monday, and most countries believed U.N. sanctions on Pyongyang should be fully implemented.

Taro Kono told reporters there was broad support among the 27 foreign ministers at the ASEAN Regional Forum in Manila for pressure to be exerted on North Korea and for a new U.N. Security Council resolution to be fully implemented.

Among those attending the event were North and South Korea, Russia, China, Japan and Australia.

Kono also said Japan supported the United States in its activities in the South China Sea to ensure freedom of navigation, and in a veiled reference to China, opposed “any unilateral attempt to change the status quo by force”.

Cuộc họp Việt Trung hủy bỏ vì căng thẳng về Biển Đông

MANILA (Reuters) – Một cuộc họp đã sắp xếp giữa hai bộ trưởng ngoại giao TQ và VN bên lề cuộc họp của cả vùng đã bị hủy bỏ, quan chức sứ quán TQ cho biết, trong căng thẳng ngày càng tăng giữa hai nước về Biển Đông.

Việt Nam đã đòi hỏi lời lẽ nhắc đến quan tâm về bồi đắp đảo nhân tạo và chỉ trích việc quân sự hóa ở Biển Đông trong một thông cáo của các bộ trưởng ngoại giao của ASEAN (Hiệp hội các Quốc gia Đông Nam Á).

Việt Nam đã trỗi lên như là người đối lập lớn tiếng nhất đối với các tuyên bố quyền hành của TQ trên tuyến hàng hải với hơn 3000 tỉ đô đi qua mỗi năm.

Sứ quán TQ không nói gì về lý do hủy bỏ cuộc họp, đã được lên lịch cho ngày thứ hai ở Manila, giữa Wang Yi của TQ và Phạm Bình Minh của VN.

MANILA: While ASEAN and China adopting a code of conduct framework on the South China Sea is “good news”, Singapore Foreign Affairs Minister Vivian Balakrishnan says he does not want to “trivialise how difficult negotiations will be going forward.”

ASEAN and China adopted the framework on Sunday (Aug 6), with leaders expected to announce the formal start of negotiations on the code of conduct at the ASEAN Summit in November.

“Overall, the tone was positive, the situation is calmer, although some claimant states still continue to have concerns, which were expressed and echoed in the joint communique,” Dr Balakrishnan told Singapore reporters after a day of meetings. North Korea has come out fighting following fresh UN Security Council sanctions on Pyongyang and after the United States and South Korea celebrated the punishing measures.

North Korea on Monday condemned the sanctions imposed in response to its weapons programmes, saying it would not negotiate over nuclear arms while threatened by the US.

The sanctions passed at the weekend were a “violent violation of our sovereignty”, Pyongyang said in a statement carried by its official Korean Central News Agency, adding it would take “righteous action” in return.
China backs UN sanctions on North Korea as ASEAN summit held

“We will not put our self-defensive nuclear deterrent on the negotiating table” while it faced threats from Washington, it said, “and will never take a single step back from strengthening our nuclear might”.

The UN Security Council unanimously adopted on Saturday a US-led resolution, which bans mineral and seafood exports from North Korea worth more than $1bn.

The triggering event late July, North Korea’s latest test of ballistic missiles, had the international community and experts concerned. Along with the North Korean government, they say the missiles can reach different parts of the US.

Thông tin từ cuộc Họp các Ngoại trưởng ASEAN lần thứ 50 ở Manila, Phi Luật Tân, hồ hởi cho hay TQ đã thống nhất với ASEAN, chấp nhận khung của Code of Conduct (COC – Bộ Luật Ứng Xử ở Biển Đông), và mọi người hy vọng sẽ có thông báo về bắt đầu thảo luận và thương lượng chi tiết của COC vào cuộc Họp Thượng đỉnh ASEAN tháng 11/2017.

Tại Biển Đông, có lẽ ai cũng thấy hai lực lớn kèn cựa nhau là Mỹ và Trung Quốc. Các nước khác thì có vẻ ấm ấm lạnh lạnh, không quá quan tâm đến vấn đề. Kampuchia thì có vẻ thiên hẳn về TQ. Phi Luật Tân là nước chống TQ mạnh nhất, nay đã đổi chiều. Chỉ VN là còn đứng trong thế cứng cựa với TQ, tiếp tục mời mọc các công ty của các nước đầu tư vào các lô biển để thăm dò và khai thác dầu hoặc khí đốt, tiếp tục lên tiếng chống đối mỗi khi TQ tuyên bố gì hay làm gì ở Biển Đông, trong khi vẫn cố gắng giữ liên hệ ngoại giao tốt với TQ trong những lãnh vực khác, và vẫn giữ ngoại giao thân thiện với Mỹ. Vietnam’s Deputy Prime Minister and Foreign Minister Pham Binh Minh has requested Indonesia’s Foreign Ministry to investigate and clarify reports that an Indonesian naval ship shot and wounded two Vietnamese fishermen last week.
