AMTI – In the early hours of 4 February 1945 two Australian commandos, Alex Chew and Bill Jinkins, paddled away from an American submarine, the USS Pargo, and landed on Woody Island in the Paracels. In the weeks beforehand, American airmen had reported seeing a French tricolour flying on the island and ‘Z Force’ had been tasked to investigate. Chew and Jinkins discovered there were indeed French people on the island but also Japanese sailors and so retreated to the sub. The Pargo surfaced and shelled the buildings for several minutes. (TNO) Trong khoảng 10 năm qua, Huawei, tập đoàn sản xuất thiết bị viễn thông hàng đầu của Trung Quốc đã bành trướng từ thị trường nội địa trở thành một thế lực toàn cầu dưới sự hậu thuẫn đắc lực của chính phủ Trung Quốc. Đây là điều không chỉ gây lo sợ cho các đối thủ sừng sỏ trên thương trường mà còn làm nhiều quốc gia quan ngại về những nguy cơ an ninh tiềm ẩn đối với mạng viễn thông toàn cầu.

VEF – Quỹ Giáo dục Việt Nam lấy tiền từ đâu?

Mark Ashwill là nhà giáo dục người Mỹ, tiến sĩ, và cựu giám đốc của Học viện Giáo dục Quốc tế – International Institute for Education (IIE) – , trước khi ông và vợ ông sáng lập Capstone Việt Nam vào năm 2009, một cơ sở tư vấn giáo dục đặt tại Hà Nội. Khi Mark diễn thuyết tại một Diễn đàn Giáo dục cấp cao Việt Nam – Hoa Kỳ tại Hà Nội, ông rất ngạc nhiên khi thấy gần như không ai trong số 150 thính giả biết rằng một chương trình học bổng rất nhiều danh tiếng – Quỹ Giáo dục Việt Nam (VEF) – được cho rằng được bảo trợ bởi Chính phủ Hoa Kỳ – thực ra là chính do Chính phủ Việt Nam gây quỹ bằng một thỏa thuận hoán đổi nợ. Chính phủ Việt Nam đã đồng ý, như một phần của tiến trình bình thường hóa quan hệ 20 năm trước, để trả lại khoản nợ 146 triệu USD trong nông nghiệp và các khoản nợ khác mà Mỹ đã cấp cho bên bại trận – Chính quyền Sài Gòn. Với khoản nợ và khủng hoảng của Hy Lạp gần đây, chi tiết của điều khoản Việt Nam trả nợ cho Mỹ dưới đây do Mark Ashwill đưa ra có thể khiến nhiều người Mỹ cũng như người Việt Nam bất ngờ.

In examining recent suggestions for joint patrolling of the South China Sea, analysts have tended to focus on the surface vessels of various nations’ coast guards and navies. Yet the flight of a U.S. Navy P-8A Poseidon hosting a CNN film crew over disputed waters in the South China Sea in May highlighted the potential of air power – specifically maritime patrol aircraft (MPA) – in executing the possible missions of joint patrols. Optimism About Our Rising Standard of Living

Matthew E. Kahn – Arthur Brooks’ OP-ED focuses on the politics of optimism but I would prefer to recast his focus on what should be the basis of our optimism about our collective future.  In 2015, we live in a world with roughly 7.3 billion people whose life expectancy is higher than it has every been.  Educational attainment is higher than it has ever been. Urbanization both insulates us from climate shocks and facilitates trade and learning. Anticipating a longer life time and lower infant mortality, families are having fewer children and investing more in the human capital of each child. These children (through the dynamic complementarity mechanism of learning begets learning) are more likely than previous cohorts to achieve their full potential.  While many progressives yearn for a return to 1950s America, I have argued (see this post and this post) that those days were not as great as they recall and the rest of the world was not in terrific shape then (think of China). Một số người trong ngành truyền thông Mỹ cho rằng, điều này sẽ gióng lên một hồi chuông cảnh tỉnh, gây ra một nỗi sợ hãi và lo lắng nghiêm trọng về nguy cơ tụt hậu của Mỹ – “a Sputnik moment – (so với các nước).

Belfer Center Programs or Projects: Middle East Initiative; The Geopolitics of Energy Project

On June 23 and 24, twenty five experts met at Harvard University’s Kennedy School of Government under the auspices of the Geopolitics of Energy Project at the Belfer Center for Science and International Affairs. The group, which included experts from academia, the financial sector, government, and the energy industry, spent an evening and the following full day discussing and debating the possible energy implications of a nuclear deal between the P5+1 and Iran. Each individual brought a different perspective and expertise—from those focused on the state of the Iranian oil sector to those specializing in U.S. sanctions. The deliberations were held behind closed doors and on the basis of Chatham House rules. The Geopolitics of Energy Project thanks the Middle East Security Project, the Iran Project, and the Middle East Initiative for providing additional resources to hold this workshop.
