    Công ước Quốc tế về các Quyền Dân sự và Chính trị (tiếng Anh: International Covenant on Civil and Political Rights, viết tắt: ICCPR) là một công ước quốc tế do Đại hội đồng Liên Hiệp Quốc thông qua ngày 16 tháng 12 năm 1966 và có hiệu lực từ ngày 23 tháng 03 năm 1976, nêu tổng quan các quyền dân sự và chính trị cơ bản của con người. Cụ thể, các bên tham gia ký kết sẽ phải tôn trọng các quyền dân sự và chính trị của từng cá nhân, bao gồm quyền sống, quyền tự do tôn giáo, tự do phát biểu, tự do hội họp, quyền bầu cử và quyền được xét xử bình đẳng và theo đúng trình tự pháp luật. Công ước này, cùng với Tuyên ngôn toàn thế giới về nhân quyền (1948, viết tắt là UDHR) và Công ước quốc tế về các quyền kinh tế, xã hội và văn hóa (1966, viết tắt là ICESCR) hợp thành một “bộ luật nhân quyền quốc tế”. Ngoài ra, trong năm 2012, có thêm hai Nghị định thư bổ sung cho ICCPR liên quan đến giải quyết khiếu nại cá nhân và bãi bỏ hình phạt tử hình. Tính đến nay, đã có 72 nước ký vào Công ước và 167 bên tham gia. Việt Nam trở thành thành viên của ICCPR (Việt Nam gia nhập Công ước này vào ngày 24/9/1982).

    The world needs more women coaches,

    While great strides have been made to balance the number of male and female athletes participating in the Olympic Games, the number of female coaches at elite level remains remarkably low. This new series will highlight the various initiatives taken by the International Olympic Committee (IOC) to tackle this important issue and share the journeys of inspirational women coaches who are beating the odds and proving that “if she believes it, she can be it”.

    In the first article of the series, the IOC speaks to the canoe coach and two-time Olympian, Myriam Fox-Jerusalmi, who has called for more female coaches at elite level, reminding women there is a “door open for them” to become coaches.

    Last December, Myriam Fox-Jerusalmi was honoured with an IOC Coaches Lifetime Achievement Award, which recognises coaches who have dedicated their lives to their athletes. Fox-Jerusalmi has done just that and gone above and beyond. After representing France in K1 at Barcelona 1992 and Atlanta 1996, where she won bronze, Fox-Jerusalmi has gone on to create a successful coaching career over the past 25 years. On top of helping her daughter Jessica Fox to win 12 world titles and four Olympic medals, she’s been instrumental in helping to develop the women’s canoe slalom Olympic programme and achieve gender equality.

    Fox-Jerusalmi welcomed the visibility that the Lifetime Achievement Award had brought to Australia and to canoeing, adding it showed that women could become Olympic coaches too. “Maybe now it shows that it’s possible and there’s recognition for the coaching job, because there’s not enough women coaching around the globe,” she said.

    As the 2020 American NFL season drew to a close with Tom Brady winning his record seventh Super Bowl, it was interesting to note another sporting first: the three women involved in the game – two coaches and one official.

    With eight women currently coaching in the NFL, there’s still a long way to go when it comes to parity, but it does seem that women are finally breaking into elite men’s sports coaching in the US.

    Sadly, the same cannot be said about most major team sports in the UK. Many elite sports, including rugby and cricket have a poor record in this regard. But perhaps the most high profile sport yet to embrace female coaches is professional football (soccer).

    One contributing factor may be that when experienced top flight female coaches are linked to men’s football, the expectation seems to be that they should start at the bottom. Consider the case of Emma Hayes, the manager of Chelsea – the reigning Women’s Super League champions. Despite this leading position, Hayes was recently linked with the vacant manager’s job at the men’s side AFC Wimbledon – a team which is currently struggling to clear the relegation zone of the third tier of English football in League One.

    A group of players across the globe asked FIFA late last year to increase the prize money for this summer’s Women’s World Cup. There had been pleas from the women to boost those funds before, but this time it was different.

    The players not only wanted a prize pool equal with the men’s World Cup, they also sought a guarantee that a percentage of the prize money would go directly to the players themselves.

    ‘Cancel culture’ or corporate cowardice?

    Cancel culture, the online trend of calling out people, celebrities, brands and organizations – rightly or wrongly – for perceived social indiscretions or offensive behaviors, has become a polarizing topic of debate.

    To some, it’s an important means of social justice and holding powerful figures to account. But to others, it’s often “misused and misdirected” and has become a form of mob rule.

    But one country wants to put an end to the deeply contested online phenomena by introducing what legal experts and observers say would be the world’s first law against cancel culture – raising alarm among rights activists who fear that such legal powers could be used to stifle free speech.

    Over the past year, Singapore’s government has been “looking at ways to deal with cancel culture,” a spokesperson told CNN – amid what some say is a brewing culture war between gay rights supporters and the religious right following the recent decriminalization of homosexuality in the largely conservative city-state.

    Một trong những vấn đề ít được công khai nhưng đã và đang len lỏi tới từng ngóc ngách các hoạt động năm qua trên thế giới: bản dạng giới và chuyển giới. Đấy cũng sẽ là vấn đề tiếp tục đặt ra những thách thức mới cho ứng xử của mỗi chúng ta và mỗi quốc gia.

    TTCT – Làng thể thao đỉnh cao thế giới đã trải qua hơn 100 năm lịch sử với mô hình hai nội dung nam – nữ. Nhưng đừng ngạc nhiên nếu trong tương lai, một hạng mục thứ ba, thứ tư… sẽ xuất hiện.

    Tuần rồi, Liên đoàn Điền kinh thế giới (IAAF) ra một quyết định được coi là đặt dấu chấm hết cho các VĐV chuyển giới. Cụ thể, VĐV chuyển giới đã trải qua giai đoạn dậy thì khi còn là nam giới sẽ không được tham gia thi đấu các giải nữ thuộc hệ thống IAAF nữa. 

    Tức để được thi đấu, VĐV chuyển giới phải phẫu thuật, hoặc trải qua những hình thức chuyển giới trước khi khoảng 12 tuổi.

    PNO – Theo bản báo cáo ngày 5/7/2021 về tình hình thực hiện chiến lược dân số và sức khỏe sinh sản tại TP.HCM giai đoạn 2016-2020, trong năm 2020, tỷ lệ nạo phá thai ở TP.HCM là 33,46 ca nạo/100 ca sinh. Trong số các ca nạo phá thai, có những ca nhằm mục đích chọn giới tính thai nhi, tức bỏ con gái để chờ sinh cho được con trai.

    1. Buổi sáng Chủ nhật, tại phòng khám sản, Bệnh viện H.Bình Chánh, một vài bà bầu ngồi chờ đến lượt mình. Trong phòng, bác sĩ đang siêu âm bốn chiều cho một bà bầu khác. Vừa rê đầu máy siêu âm, bác sĩ vừa đọc tình trạng sức khỏe của thai nhi cho thai phụ nghe, nhưng bà mẹ vẫn luôn miệng hỏi: “Con trai hay con gái vậy bác?”.

    Câu hỏi quen thuộc của trên 20 bà bầu khám thai sáng đó là con trai hay con gái: “Bác coi kỹ giúp em nha, phải chắc con trai không?”. Yêu thích con trai vẫn là giấc mơ của những cặp vợ chồng có con lần đầu tiên, càng thôi thúc hơn nếu sinh lần hai mà bé trước là con gái. Nhưng thực tế, ít ông bố, bà mẹ nào dám khẳng định rằng mình đang mong con trai.

    • A wave of recent closures of environment organizations in Vietnam, as well as the arrests of NGO leaders, reflects the difficult position that activists face in the one-party state.
    • Nonprofit organizations have an unclear legal status in the country, and are vulnerable to pressure from the state as well as from powerful private interests.
    • Though the communist-led government has at times recognized the value of NGOs as partners in implementing social and environmental programs, it has also attacked the concept of civil society as a threat to official ideology and morality.

    Thuý, who helped run environmental programs at a nonprofit based in Ho Chi Minh City, had for weeks pondered quitting her job to pursue an advanced degree. The 24-year-old, who like all NGO workers interviewed for this story used a pseudonym due to fear of reprisals, was at a loss as to how to communicate her hard decision to her supervisors. While she felt it was time to move on, Thuý was grateful for the open-minded and dynamic working environment that had allowed her to grow tremendously.

    Much to Thuý’s surprise, it was her supervisors who initiated a conversation about her career, advising her to be prepared to leave soon, because their organization was being told “from above” to shut down.

    Khó khăn lớn nhất trong công tác dân số của thành phố Hà Nội chính là việc phải hạ thấp tỷ lệ chênh lệch giới tính khi sinh.

    Hà Nội là thành phố đông dân thứ hai của cả nước và cũng có mật độ dân số cao thứ hai trong 63 tỉnh, thành phố. Quy mô dân số đông, địa bàn rộng, có sự chênh lệch khá lớn tình hình thực hiện các chỉ tiêu công tác dân số giữa 12 quận và 18 huyện, thị xã.

    Tính riêng trong 6 tháng đầu năm 2022, số trẻ chào đời trên địa bàn thành phố là 42.868 trẻ, giảm 1.978 trẻ so với cùng kỳ năm 2021. Trong đó, tỷ lệ sàng lọc trước sinh đạt 84,24% (tăng 0,31% so với cùng kỳ năm 2021); sàng lọc sơ sinh là 89,17% (tăng 1,02% so với cùng kỳ năm 2021).

    Đặc biệt, tình trạng mất cân bằng giới tính khi sinh vẫn ở mức cao (6 tháng đầu năm 2022 là 112,7 trẻ trai/100 trẻ gái), trong đó có một số huyện ở mức rất cao trên 120 trẻ trai/100 trẻ gái, như: Quốc Oai, Thanh Oai, Thường Tín.
