I am an attorney in the Washington DC area, with a Doctor of Law in the US, attended the master program at the National School of Administration of Việt Nam, and graduated from Sài Gòn University Law School. I aso studied philosophy at the School of Letters in Sài Gòn. . I have worked as an anti-trust attorney for Federal Trade Commission and a litigator for a fortune-100 telecom company in Washington DC. I have taught law courses for legal professionals in Việt Nam and still counsel VN government agencies on legal matters. I have founded and managed businesses for me and my family, both law and non-law. I have published many articles on national newspapers and radio stations in Việt Nam. In 1989 I was one of the founding members of US-VN Trade Council, working to re-establish US-VN relationship. Since the early 90's, I have established and managed VNFORUM and VNBIZ forum on VN-related matters; these forums are the subject of a PhD thesis by Dr. Caroline Valverde at UC-Berkeley and her book Transnationalizing Viet Nam. I translate poetry and my translation of "A Request at Đồng Lộc Cemetery" is now engraved on a stone memorial at Đồng Lộc National Shrine in VN. I study and teach the Bible and Buddhism. In 2009 I founded and still manage dotchuoinon.com on positive thinking and two other blogs on Buddhism. In 2015 a group of friends and I founded website CVD - Conversations on Vietnam Development (cvdvn.net). I study the art of leadership with many friends who are religious, business and government leaders from many countries. Uncle Sam isn’t going to let schools place certain restrictions on how transgender students use a single-sex locker room.

A school district near Chicago, Palatine 211, provides numerous accommodations for transgender students. The district calls the students by requested names, honors selected gender (including allowing them to play on the sports teams of the gender they identify as belonging to), and permits them to use single-sex bathrooms, since stalls ensure privacy. On Jan. 13, 2011, Secretary of State Hillary Clinton gave what turned out to be a remarkably prescient speech in Doha, Qatar. “The region’s foundations are sinking into the sand,” she warned. If you do not manage to “build a future that your young people will believe in,” she told the Arab heads of state in the audience, the status quo they had long defended would collapse. The very next day, Tunisia’s dictator was forced to flee the country.     TĐH: I totally disagree with this article and the experts it quotes as support.

    China has a policy of requiring any foreign vessel to (1) inform Chinese authorities of its intention to make an innocent passage through Chinese territorial sea, and (2) have Chinese permission prior to making such innocent passage.

    USS Lassen did not inform Chinese authorities and did not have a Chinese permission, so that was not an innocent passage according to Chinese standards, and that explaines why China was so upset at USS Lassen passage.

    That was a US Freedom of Navigation at the lowest level, which was a very good strategy. You don’t want to shock China so much with your first FON sail. Just enough to get China noticed. Then you can increase intensity in later sails.

A Chinese attack submarine stalked the aircraft carrier USS Ronald Reagan near Japan last month in the closest encounter between a carrier and a People’s Liberation Army Navy submarine since 2006, according to American defense officials.

Ngày 29/10 vừa qua Tòa Trọng Tài, thiết lập theo Phụ Lục VII của Công Ước Liên Hợp Quốc về Luật Biển 1982, đã ra phán quyết về thẩm quyền tài phán của tòa đối với vụ kiện Phi Luật Tân kiện Trung quốc trong các vấn đề về Biển Đông. Toà xác nhận tòa có thẩm quyền tài phán trong 7 vấn đề Phi Luật Tân nêu lên, và 7 vấn đề còn lại thì tòa chỉ có thể xác nhận được thẩm quyền khi cứu xét giá trị pháp lý của các vấn đề này sau này, 1 vấn đề khác thì tòa yêu cầu Phi Luật Tân làm rõ hơn và thu hẹp lại

Đây là một chiến thắng lớn cho Phi Luật Tân cũng như các quốc gia trong vùng và cộng đồng quốc tế trong các nỗ lực đối phó với những bất ổn ở Biển Đông.

A Freedom of Navigation Primer for the Spratly Islands

The U.S. Navy destroyer USS Lassen passed through the Spratly Islands on October 26 in the first freedom of navigation operation (FONOP) in the area since 2012. The operation included sailing within 12 nautical miles of Subi Reef, a feature that was previously submerged at high-tide and on which China constructed an artificial island over the last two years. The Lassen was asserting that, as a low-tide elevation and not a legal rock or island, Subi Reef is not entitled to a 12-nautical-mile territorial sea. In 2014, U.S. imports from Vietnam exceeded China’s, while Chinese exports to Vietnam exceeded U.S. exports (see figure)

As in Indonesia, the United States and China compete more often with other countries than with each other in goods exported to Vietnam and win contracts in different sectors. The United States and Vietnam are both participants inthe proposed regional Trans-Pacific Partnership, while China and Vietnam are both parties to a regional FTA and the RCEP negotiations.

In fiscal years 2009 through 2014, U.S. agencies’ financing for exports to, and investment in, Vietnam totaled about $205 million, compared with at least $4.5 billion in Chinese financing, according to the Department of State.

In 2007 through 2012, China’s reported FDI of $1.2 billion was more than twice the United States’ reported FDI of $472 million, according to available data.
