I am an attorney in the Washington DC area, with a Doctor of Law in the US, attended the master program at the National School of Administration of Việt Nam, and graduated from Sài Gòn University Law School. I aso studied philosophy at the School of Letters in Sài Gòn. . I have worked as an anti-trust attorney for Federal Trade Commission and a litigator for a fortune-100 telecom company in Washington DC. I have taught law courses for legal professionals in Việt Nam and still counsel VN government agencies on legal matters. I have founded and managed businesses for me and my family, both law and non-law. I have published many articles on national newspapers and radio stations in Việt Nam. In 1989 I was one of the founding members of US-VN Trade Council, working to re-establish US-VN relationship. Since the early 90's, I have established and managed VNFORUM and VNBIZ forum on VN-related matters; these forums are the subject of a PhD thesis by Dr. Caroline Valverde at UC-Berkeley and her book Transnationalizing Viet Nam. I translate poetry and my translation of "A Request at Đồng Lộc Cemetery" is now engraved on a stone memorial at Đồng Lộc National Shrine in VN. I study and teach the Bible and Buddhism. In 2009 I founded and still manage dotchuoinon.com on positive thinking and two other blogs on Buddhism. In 2015 a group of friends and I founded website CVD - Conversations on Vietnam Development (cvdvn.net). I study the art of leadership with many friends who are religious, business and government leaders from many countries. In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

Tường thuật Lễ tưởng niệm Anh linh 74 tử sĩ Hoàng Sa

Sáng nay, khoảng 200 người dân Hà Nội theo lời thông báo của No U Hà Nội đã mang hương, hoa tới chân tượng đài Lý Thái Tổ, Hồ Gươm để tưởng niệm anh linh của 74 Anh hùng tử sĩ của Quân đội Việt Nam Cộng Hòa đã hy sinh tại trận Hải chiến Hoàng Sa ngày 19 tháng 1 năm 1974 – 42 năm trước. 

Những người tham dự buổi lễ đều trang phục chỉnh tề, đầu đeo ruy băng xanh nước biển với dòng chữ màu trắng “NHÂN DÂN KHÔNG QUÊN”.

Mỗi người một bông hoa, một nén tâm nhang thành tâm cầu nguyện cho những người đã hy sinh vì tổ quốc.

Bài “Chiêu hồn tử sĩ” được cất lên bởi tiếng đàn của nghệ sỹ Tạ Trí Hải, khiến cho buổi tưởng niệm thêm xúc động.

Vietnam asks ICAO to correct Sanya FIR map in East Vietnam Sea

Vietnam has requested that the International Civil Aviation Organization (ICAO) correct the map of a flight information region (FIR) that contains information violating Vietnam’s sovereignty.

The map of the Sanya FIR, which includes Vietnam’s Truong Sa (Spratly) archipelago, has the Chinese words of “Sansha city – China,” according to the Vietnam News Agency.

It also draws a symbol of an airport on Da Chu Thap (Fiery Cross) Reef in Truong Sa, with the English words “Yong Shu airport – Sansha.”

Vietnam’s Foreign Ministry spokesman Le Hai Binh said on Friday that moves are a violation of Vietnam’s sovereignty over Truong Sa and Hoang Sa, as well as an infringement on Vietnam’s legitimate rights in the East Vietnam Sea.

Vietnam has many times raised a voice protesting China’s establishment of the so-called “Sansha city” and its building of artificial islands and an airport in the area, the spokesman said.

Binh also said that Vietnam has indisputable sovereignty over the Truong Sa (Spratly) and Hoang Sa (Paracel) archipelagos.

In letters recently sent to ICAO, Vietnamese agencies have affirmed Vietnam’s sovereignty and noted that China’s flights to Da Chu Thap has violated ICAO’s regulations on aviation safety, according to theVietnam News Agency.

On Thursday, the United Nations endorsed two diplomatic notes Vietnam sent to China on January 2 and 7 as official documents of the 70th session of the UN General Assembly, the Vietnam News Agencyreported on Friday.

The notes protest China’s flights to Da Chu Thap in Vietnam’s Truong Sa archipelago and make it clear that it is a violation of Vietnam’s sovereignty and a threat to peace, and to stability, as well as aviation security and safety in the East Vietnam Sea.

The permanent Vietnam Mission to the United Nations had earlier sent a diplomatic note to the UN Secretary General, demanding that the UN circulate these two notes.

In Vietnam’s Mekong Delta, farmers fertilize rice with cement

Farmers in the southern province of Dong Thap in Vietnam’s Mekong Delta are nurturing their paddy fields with an unusual kind of fertilizer: cement. They do seem to work amid expert warnings.

The other day Le Van Nuoi, a farmer in Long Hau Commune, Lai Vung District, realized that the vegetable crops around his house grew healthier than usual, after they had been accidentally sprinkled with wastewater mixed with cement.

46 Vietnamese tourists disappear from Jeju Island: S.Korea media

A group of Vietnamese tourists have ‘vanished’ into thin air when they were visiting the South Korean resort island of Jeju, local media reported on Friday.

The 46 disappeared people are among 155 Vietnamese vacationers who started visiting the island for a six-day trip on Tuesday, according to South Korea’s Yonhap news agency.

These visitors from Vietnam, as well as other countries that are not linked to terrorism, are allowed to enter and stay on Jeju without a visa for up to 30 days on tourism purpose, according to a special act applicable for the island.

Trong cuộc bảo vệ sự toàn vẹn – chủ quyền lãnh thổ lãnh hải sinh tử hiện nay đối với người láng giềng khổng lồ phương Bắc; nhận lời mời của Nhật báo Văn Hóa Online, Giáo sư Phạm Cao Dương đã gởi cho Văn Hóa bài viết về vấn đề hệ trọng này nhân ngày đầu năm Dương lịch 2016.

Xin gởi đến quý bạn đọc vài hàng tiểu sử Giáo sư Phạm Cao Dương:

Giáo Sư Phạm Cao Dương, Tiến Sĩ Sử Học Đại Học Paris- Sorbonne, trước năm 1975 giảng dạy tại Đại Học Sư Phạm và Đại Học Văn Khoa Saigon, đồng thời là Giáo Sư Thỉnh Giảng tại các Đại Học Huế, Cần Thơ, Vạn Hạnh, Đà-Lạt, Cao Đài…Ngoài việc dạy học, GS Phạm Cao Dương còn là Hội Viên của các Hội Đồng Văn Hóa Giáo Dục, Hội Đồng Quốc Gia Khảo Cứu Khoa Học và Ủy Ban Điển Chế Văn Tự của Chính Phủ Việt Nam Cộng Hòa.

Trong phạm vi khảo cứu, Giáo Sư Phạm Cao Dương là tác giả của nhiều sách và bài nghiên cứu về lịch sử và văn hóa Việt Nam xuất bản bằng tiếng Việt, tiếng Pháp và tiếng Anh trong đó có các tác phẩm Vietnamese Peasants Under French Domination, do Trung Tâm Nam và Đông Nam Á, Đại Học Berkeley và University Press of America cùng ấn hành năm 1985 và nhiều sách hay tài liệu giáo khoa khác. Giáo Sư Dương cũng từng là cộng tác viên của Trung Tâm Nghiên Cứu Nam và Đông Nam Á của Đại Học Berkeley Hoa Kỳ và Trung Tâm Quốc Gia Khảo Cứu Khoa Học Pháp.

Sau năm 1975, ông định cư tại Hoa Kỳ và tiếp tục hoạt động trong các ngành giáo dục và nghiên cứu. Ông đã từng giảng dạy các môn về lịch sử, văn hóa và ngôn ngữ Việt  Nam Học tại các Đại Học UCI, UCLA, CSU Long Beach, CSU Fullerton…

Professors in higher education have become notably more liberal during the past 25 years, according to a recent study, and academics predict that the trend isn’t likely to slow any time soon.

During the past quarter-century, academia has seen a nearly 20-percent jump in the number of professors who identify as liberal. That increase has created a lopsided ideological spread in higher education, with liberal professors now outpacing their conservative counterparts by a ratio of roughly 5 to 1. Airstrips Near Completion

In early September 2015, AMTI released images showing that China had effectively completed construction of its first Spratly Islands airstrip on Fiery Cross Reef, was continuing work on its second at Subi Reef, and was preparing to begin work on a third at Mischief Reef. Four months later, China has not only landed three civilian test flights on Fiery Cross, but is progressing even faster than expected with its work at Subi and especially Mischief. Meet China’s Killer Drones

Iraqi officials revealed last weekend that one of their armed drones carried out an airstrike which mistakenly killed nine members of a Shiite militia near Tikrit in a friendly fire incident. The news came as a surprise, mostly because many people didn’t know Iraq had armed drones.

Iraq, for the record, very much does. And so do a number of countries, especially in the Middle East, thanks to the rise of China as a prolific developer and no-questions-asked exporter of armed unmanned aerial vehicles (UAVs). Chinese exports are now helping to loosen the door policy of the once-exclusive club of countries with drones capable of destroying targets on the ground. Unmanned Chinese aircraft like the armed Caihong, or “Rainbow,” series of drones are fast becoming the Kalashnikovs of the drone world — entry-level alternatives for countries eager to achieve a basic unmanned strike capability quickly and cheaply. The Trans-Pacific Partnership may turn out to be the worst trade agreement in decades

Last year was a memorable one for the global economy. Not only was overall performance disappointing, but profound changes – both for better and for worse – occurred in the global economic system.

Most notable was the Paris climate agreement reached last month. By itself, the agreement is far from enough to limit the increase in global warming to the target of 2ºC above the pre-industrial level. But it did put everyone on notice: the world is moving, inexorably, toward a green economy. One day not too far off, fossil fuels will be largely a thing of the past. So anyone who invests in coal now does so at his or her peril. With more green investments coming to the fore, those financing them will, we should hope, counterbalance powerful lobbying by the coal industry, which is willing to put the world at risk to advance its shortsighted interests.
