I am an attorney in the Washington DC area, with a Doctor of Law in the US, attended the master program at the National School of Administration of Việt Nam, and graduated from Sài Gòn University Law School. I aso studied philosophy at the School of Letters in Sài Gòn. . I have worked as an anti-trust attorney for Federal Trade Commission and a litigator for a fortune-100 telecom company in Washington DC. I have taught law courses for legal professionals in Việt Nam and still counsel VN government agencies on legal matters. I have founded and managed businesses for me and my family, both law and non-law. I have published many articles on national newspapers and radio stations in Việt Nam. In 1989 I was one of the founding members of US-VN Trade Council, working to re-establish US-VN relationship. Since the early 90's, I have established and managed VNFORUM and VNBIZ forum on VN-related matters; these forums are the subject of a PhD thesis by Dr. Caroline Valverde at UC-Berkeley and her book Transnationalizing Viet Nam. I translate poetry and my translation of "A Request at Đồng Lộc Cemetery" is now engraved on a stone memorial at Đồng Lộc National Shrine in VN. I study and teach the Bible and Buddhism. In 2009 I founded and still manage dotchuoinon.com on positive thinking and two other blogs on Buddhism. In 2015 a group of friends and I founded website CVD - Conversations on Vietnam Development (cvdvn.net). I study the art of leadership with many friends who are religious, business and government leaders from many countries. I have written these books, published by Phu Nu Publishing House in Hanoi: "Positive Thinking to Change Your Life", in Vietnamese (TƯ DUY TÍCH CỰC Thay Đổi Cuộc Sống) (Oct. 2011) "10 Core Values for Success" (10 Giá trị cốt lõi của thành công) (Dec. 2013) "Live a Life Worth Living" (Sống Một Cuộc Đời Đáng Sống) (Oct. 2023) I practice Jiu Jitsu and Tai Chi for health, and play guitar as a hobby, usually accompanying my wife Trần Lê Túy Phượng, aka singer Linh Phượng.

At first glance, the story of Accenture reads like the archetype of the American dream. One of the world’s biggest consulting companies, which commands tens of billions of dollars in annual revenues, was born in the 1950s as a small division of accounting firm Arthur Andersen. Its first major project was advising General Electric to install a computer at a Kentucky facility in order to automate payment processing. Several decades of growth followed, and by 1989, the division was successful enough to become its own organization: Andersen Consulting.

The U.S. Navy has dispatched a small armada to the South China Sea.

The carrier John C. Stennis, two destroyers, two cruisers and the 7th Fleet flagship have sailed into the disputed waters in recent days, according to military officials. The carrier strike group is the latest show of force in the tense region, with the U.S. asserting that China is militarizing the region to guard its excessive territorial claims. Anh Hồ Văn Kỳ Thoại là bạn vong niên của mình. Lúc anh Thoại còn làm việc tại Council for Advancement and Support of Education (CASE) ở Washington DC, hai anh em thường gặp nhau ăn trưa và hàn huyên. Quyển “Can Trường Trong Chiến Bại” là hồi ký anh Thoại viết về cuộc đời hải quân của anh, ghi lại “hành trình của một thủy thủ” từ lúc gia nhập Hải quân Việt Nam Cộng Hòa (tức miền Nam trước 1975) cho đến cuối cuộc chiến tranh Việt Nam ngày 30.4.1975, lúc anh Thoại đang là phó đề đốc hải quân (tương đương chuẩn tướng bên lục quân).

Quyển sách này liên hệ đến một số biến cố lớn của Nam Việt Nam, và trong bài điểm sách này chúng ta chỉ điểm qua vài biến cố, như cuộc đảo chánh tổng thống Ngô Đình Diệm năm 1963 (5 năm sau khi tác giả rời chức vụ tùy viên cho tổng thống Diệm), các cuộc đảo chánh và chỉnh l‎ý liên tục của các tướng lãnh sau 1963, và cuộc triệt thoái quân đội miền Nam ra khỏi quân khu 1(Quảng trị đến Đà Nẵng) đưa đến sự sụp đổ của toàn miền Nam.

The stony-faced corruption czar of Vietnam might not have expected that his political rhetoric aimed at defending the country’s anti-graft efforts would become the subject of such widespread ridicule and social satire over the past year.

In December 2014, Huynh Phong Tranh, chief of the Government Inspectorate, tried to put a positive spin on Vietnam’s poor ranking in an international standard gauge of government malfeasance by saying, “Corruption in Vietnam has reached a level of stability.” He was referring to the 2014 Transparency International’s Corruption Perceptions Index, which ranked Vietnam 119 out of 175 countries and territories; the country was ranked 116 in 2013 and 123 a year earlier. Washed Away: Typhooon Spotlights Island Building

Earlier this month Chinese media reported that Typhoon Melor, which devastated parts of the Philippines from December 12 to 17, also washed away Vietnamese reclamation work underway at Cornwallis South Reef in the disputed Spratly Islands. Those reports were correct, but lacked important context. The attention drawn by the typhoon highlights the significant differences between the scope and type of China’s reclamation work in the Spratly Islands and the much more limited work undertaken by Vietnam, but it also shows that Hanoi did itself no favors by undertaking such work at this feature in particular. Read on…

This promises to be a landmark year for the claimant countries and other interested parties in the South China Sea disputes.
