Đề nghị sau đây là một khung tư duy gồm những nguyên tắc chính để đổi mới hệ thống giáo dục Đại học VN. Mỗi nguyên tắc chính đều có nhiều chi tiết cần thực hành khi khai triển thành hành động cụ thể.

1. Cạnh tranh trong thị trường tự do: Khi có cạnh tranh tự do thì sản phẩm (giáo dục) tăng chất lượng và giá cả thấp xuống.

2. Đại học tự trị: Đại học là nơi dạy người ta suy nghĩ và sáng tạo, và nơi sản xuất chất xám cho đất nước. Đại học phải được tự trị, để có thể tự do dạy bất kì môn gì, dạy bất kì kiểu nào, nghiên cứu bất kì đề tài nào, tự do tuyển chọn và quản lý giáo chức và sinh viên, và độc lập tài chính, để tự do phát triển tri thức. (Thomson Reuters Foundation) – Một bộ công cụ tinh vi sẽ giúp các tổ chức tài chính khám phá được lợi nhuận của các tổ chức buôn người – ước tính khoảng 150 tỷ đô la mỗi năm – đang được chuyển qua hệ thống tài chính, một liên minh chống buôn người thông báo vào năm 2018.

Các công cụ phát hiện các giao dịch đáng ngờ sẽ cho phép các công ty dễ dàng phát hiện ra tội phạm buôn người sử dụng dịch vụ ngân hàng hoặc dịch vụ chuyển tiền để xử lý lợi nhuận, tổ chức của Liên minh Ngân hàng Hoa Kỳ cho biết.

Hơn 40 triệu người đã bị bắt làm nô lệ (hiện đại) trên toàn thế giới vào năm 2016, theo ước tính của Tổ chức Walk Free Foundation và Tổ chức Lao động Quốc tế Liên Hợp Quốc (ILO).

Tội phạm buôn người có vai trò quan trọng trong việc ép buộc nhiều người trở thành nô lệ, bao gồm công việc tại nhà và nhà máy, nô lệ tình dục và hôn nhân mà họ không đồng ý.

Ngành công nghiệp buôn người thu về 150 tỷ đô la mỗi năm lợi nhuận bất hợp pháp, theo ILO.

Vietnam president demands quick handling of major corruption cases

The Hanoitimes – Authorized agencies are required to push forward the investigations, probing, prosecution, and bringing to justice the cases which have stirred public concern.

At a working session with the Central Steering Committee for Anti-Corruption, Trong stressed that related agencies need to complete the handling of serious corruption cases which have stirred up public concern, Vietnam News Agency reported.

Dozens sick in outbreak; VN company refuses FDA’s request to recall tuna

US authorities are investigating an ongoing outbreak of scombrotoxin fish poisoning traced to yellowfin tuna. They have blocked all incoming shipments of the fish from a Vietnamese company that has refused to initiate a recall.

Public health officials have confirmed at least 47 people from unspecified states as outbreak patients. The most recent illness began Oct. 15,  according to an outbreak investigation notice posted today by the U.S. Food and Drug Administration. A VND6.7 trillion ($289.6 million) expansion project to upgrade the Phap Van-Cau Gie expressway, the southern gateway to Hanoi, from four to six lanes was completed late last year and put into operation earlier this year.

The Phap Van-Cau Gie Expressway, which first opened in 2002, runs more than 32 kilometers (20 miles) to the south of Hanoi and links up with another expressway to the nearby Ninh Binh Province. The six-lane expressway is expected to cater to 60,000 vehicles per day and daily revenue from toll fees is estimated at more than VND2 billion ($86,400). HÀ NỘI — The State Bank of Việt Nam (SBV) has proposed freezing the accounts of those suspected of committing the fraud.

The central bank also called for a ban on borrowing or renting bank accounts as well as certain intermediate payment services to improve account holders traceability and limit illegal activities in a draft amendment to a Government directive on cashless transactions.
