(CNN) — Vietnam was the only destination added to the US Centers for Disease Control and Prevention’s highest-risk Level 4 category for travel on Monday.

The “very high” risk category still contains more destinations than all the other levels put together, with nearly 140 places now at Level 4. In early January, there were around 80 destinations listed there.

The CDC places a destination at “Level 4: Covid-19 Very High” risk when more than 500 cases per 100,000 residents are registered in the past 28 days.

UN votes to condemn Russia’s invasion of Ukraine and calls for withdrawal

The United Nations has voted overwhelmingly for a resolution deploring Russia’s invasion of Ukraine and called for the immediate withdrawal of its forces, in a global expression of outrage that highlighted Russia’s increasing isolation.

In an emergency session of the UN’s general assembly, 141 of the 193 member states voted for the resolution, 35 abstained, and five voted against. The only countries to vote no in support of Moscow were Belarus, North Korea, Eritrea and Syria. Longstanding allies Cuba and Nicaragua joined China in abstaining.

The resolution said the UN “deplores in the strongest terms the aggression by the Russian Federation against Ukraine”. It demanded that “the Russian Federation immediately cease its use of force against Ukraine” and “immediately, completely and unconditionally withdraw all of its military forces”.

The resolution is not legally binding, but is an expression of the views of the UN membership, aimed at increasing pressure on Moscow and its ally, Belarus.

“It isn’t going to stop Russian forces in their stride, but it’s a pretty enormous diplomatic win for the Ukrainians and the US, and everyone who has got behind them,” Richard Gowan, UN director at the International Crisis Group, said.

Speaking before the vote, the US ambassador to the UN, Linda Thomas-Greenfield, compared the Russian invasion to the Nazi conquest of Europe.

“A few of the eldest Ukrainians and Russians might recall a moment like this, a moment when one aggressive European nation invaded another without provocation to claim the territory of its neighbour, a moment when a European dictator declared he would return his empire to its former glory and invasion that caused a war so horrific, that it spurred this organization into existence,” Thomas-Greenfield said.

Vị might be one of many street kids that return to work at Blue Dragon, and one of the few that have spent more than ten years with the organisation, but his story has special significance as he has witnessed the growth of Blue Dragon even before it was established.

Born to a family of farmers in Nam Định Province, Vị and his three other siblings stayed with their mother while their father often travelled to other provinces for work.

Tại Liên hoan điện ảnh châu Á Vesoul, Pháp, vừa bế mạc ngày 08/02/2022, bộ phim “Along the sea” ( Những cô gái bên bờ biển ) của đạo diễn Nhật Bản Fujimoto Akio đã được trao Giải thưởng lớn của ban giám khảo quốc tế. 

Bộ phim nói về cuộc sống đầy gian nan, vất vả của những thực tập sinh kỹ thuật người Việt, bị bóc lột thậm tệ nên phải bỏ nơi làm việc và như vậy trở thành những người lao động bất hợp pháp. Theo cảm nhận của các thành viên ban giám khảo Festival Vesoul, “Along the sea“ “đặt khán giả đối diện với những vấn đề xã hội-kinh tế mà các nhân vật đang gặp phải, tuy gần gũi về mặt địa lý với các nước phát triển, nhưng lại sống trong những điều kiện ngược lại hoàn toàn”.

TTO – Ở vùng sâu thẳm Sa Son, Biển Hồ (Campuchia) có một lớp học dành cho trẻ em Việt Nam. Đứng lớp là cô gái 18 tuổi, dạy cho trên 80 học sinh vừa học vừa phải lặn lội ra biển mưu sinh.

Joint Statement Following a Vote on a UN Security Council Resolution on Russia’s Aggression Toward Ukraine

The following is a joint statement as delivered by Ambassador Linda Thomas-Greenfield, U.S. Representative to the United Nations, on behalf of Albania, Antigua and Barbuda, Australia, Austria, Belgium, Belize, Bulgaria, Canada, Colombia, Croatia, Cyprus, Czech Republic, Denmark, the Dominican Republic, Estonia, Finland, France, Georgia, Germany, Greece, Guatemala, Hungary, Iceland, Ireland, Italy, Japan, Kuwait, Latvia, Lesotho, Liechtenstein, Lithuania, Luxembourg, Malta, Micronesia, Montenegro, Netherlands, New Zealand, North Macedonia, Norway, Palau, Poland, Portugal, Republic of Korea, Romania, Slovakia, Slovenia, Spain, Sweden, Ukraine, the United Kingdom, and the United States.

This afternoon, the Security Council voted on a resolution to hold Russia accountable for its aggression against Ukraine, to protect civilians, including children, and call for the facilitation of rapid, safe, and unhindered humanitarian assistance to those in need.

This resolution was vital and straightforward. Fundamentally, it was about whether the countries on the Security Council – charged with maintaining international peace and security – believe in upholding the UN Charter.

The UN Charter was written with the express purpose of preventing a war like the one President Putin just started. This war has brought, in just its first days, devastating losses of life – and Russia alone is accountable.

President Putin chose to violate Ukraine’s sovereignty. President Putin chose to violate international law. President Putin chose to violate the UN Charter. President Putin chose to drop bombs on Kyiv, to force families to stuff their lives into backpacks and shelter in subway stations. President Putin is the aggressor here. There is no middle ground.

We believe we have a particular responsibility to stand up to this violation of the UN Charter because Russia is a Permanent Member of the Security Council who is culpable. Those of us standing here today continue to believe in the Security Council’s solemn duty and highest purpose – to prevent conflict and avert the scourge of war.

Russia has abused its power today to veto our strong resolution. But Russia cannot veto our voices. Russia cannot veto the Ukrainian people. Russia cannot veto their own people protesting this war in the streets. Russia cannot veto the UN Charter. Russia cannot, and will not, veto accountability.

We thank the Member States who signed on as co-sponsors of this resolution for standing with Ukraine and with the UN Charter today.

We will be taking this matter to the General Assembly, where the Russian veto does not apply and the nations of the world will continue to hold Russia accountable.

Fifty countries issue joint statement saying Russia abused its power in vetoing UN Security Council resolution

Fifty counties have issued a joint statement saying Russia abused its veto power by blocking a United Nations Security Council resolution condemning the Russian invasion of Ukraine.

The statement was read aloud by the US ambassador to the UN, Linda Thomas-Greenfield, after Friday’s meeting of the Security Council in New York City.

Thomas-Greenfield was joined at the podium by representatives of many of the countries who signed on to the statement.

“Those of us standing here today continue to believe in the Security Council’s solemn duty and highest purpose – to prevent conflict and avert the scourge of war,” Thomas-Greenfield said. “Russia has abused its power today to veto our strong resolution.”

Some context: Earlier Friday, Russia used its veto power as a permanent member of the Security Council to block the resolution from being adopted. 11 countries voted in favor of adopting. China, India, and the UAE abstained.

Theo dự thảo về quyết định phê duyệt kế hoạch bán đấu giá xăng RON92 dự trữ quốc gia, lô hàng được bán đấu giá là hơn 101,9 triệu lít xăng RON92 đang được bảo quản tại 12 điểm kho dự trữ quốc gia gửi ở 3 doanh nghiệp là Tập đoàn Xăng dầu Việt Nam, Tổng công ty Dầu Việt Nam, Công ty cổ phần thương mại Dầu khí Đồng Tháp.

Mức giá khởi điểm bán đấu giá được quy định cho 1 lít xăng RON92 do Bộ Công thương đưa ra là 14.058 đồng/lít. Các chi phí liên quan đến việc bơm, rót lên phương tiện vận chuyển của bên mua, chi phí xuất hàng, chi phí vận chuyển và các khoản thuế, phí phải nộp của Nhà nước theo quy định là do bên mua hàng chi trả.

Bộ Công thương cũng cho rằng, mức giá khởi điểm tạm tính để xác định tiền đặt trước, còn giá khởi điểm bán đấu giá chính thức sẽ do Bộ Công thương quy định nhưng không thấp hơn giá khởi điểm tạm tính, được thông báo tới các đơn vị có đủ điều kiện, khả năng tài chính tham gia đấu giá trước khi tổ chức đấu giá.

Để tham gia đấu giá, đơn vị phải nộp trước 10% tổng giá trị tài sản và rút lại tiền đặt trước trong thời hạn trước 1 ngày kể từ ngày đấu giá. Việc đấu giá dự kiến sẽ diễn ra cuối tháng 2-2022.
