COC đang ở đâu sau 1/4 thế kỷ “thai nghén”?

Cách đây hơn 1/4 thế kỷ, ý tưởng về COC đã được các Bộ trưởng Ngoại giao Đông Nam Á đề cập nhưng cho đến nay, bộ quy tắc này vẫn chưa ra đời sau gần 30 năm “thai nghén”
Khi các tranh chấp là vấn đề nổi cộm ở Biển Đông, có rất nhiều ví dụ về các thỏa thuận quản lý nghề cá, khai thác dầu khí… có thể giúp ích cho các cuộc đàm phán về xây dựng Bộ Quy tắc ứng xử ở Biển Đông (COC) giữa Trung Quốc và các nước Đông Nam Á. Nhưng câu hỏi cơ bản là liệu Bắc Kinh đã sẵn sàng đưa ra bất kỳ nhượng bộ thiện chí nào để đạt được thỏa thuận như vậy hay chưa? Suốt hơn 20 năm qua, câu trả lời chỉ là không.
Quay về quá khứ để bảo vệ môi trường nông thôn

Luật Bảo vệ môi trường 72/2020/QH14 có hiệu lực từ 01-1-2022 (Luật Môi trường), lần đầu tiên đề cập đến vấn đề bảo vệ môi trường ở nông thôn. Việc bảo vệ môi trường ở nông thôn như đang quay ngược bánh xe về thời quá khứ để tái hiện lại lịch sử bảo vệ môi trường ở nơi đó.
Theo quy định tại Luật Môi trường, hộ gia đình, cá nhân ở nông thôn phát sinh chất thải rắn sinh hoạt sau khi thực hiện phân loại theo quy định thì khuyến khích tận dụng tối đa chất thải thực phẩm để làm phân bón hữu cơ, làm thức ăn chăn nuôi. Chất thải sinh hoạt hữu cơ, chất thải từ chăn nuôi, chế biến và phụ phẩm nông nghiệp phải được thu hồi, tái sử dụng hoặc làm nguyên liệu sản xuất.
Thêm vào đó là trách nhiệm hạn chế sử dụng, giảm thiểu, thải bỏ chất thải là sản phẩm nhựa sử dụng một lần và bao bì nhựa khó phân hủy sinh học theo quy định. Ủy ban nhân dân cấp xã tổ chức hoạt động giữ gìn vệ sinh, cải tạo cảnh quan nông thôn; quy định về hoạt động tự quản về bảo vệ môi trường trên địa bàn nông thôn.

It’s not often that you meet a member of Congress who is eager to discuss the German philosopher Jürgen Habermas.
But Representative Ro Khanna is not like most members of Congress. He represents one of the wealthiest districts in America — a chunk of Silicon Valley that is home to tech behemoths like Apple and Intel — yet he was a co-chair of Bernie Sanders’ 2020 presidential campaign. He’s a former intellectual property lawyer whose 2016 House bid was backed by venture capitalists and tech moguls, but he’s also a prominent critic of social media companies like Facebook.

| The findings suggested that at least some Congress members were profiting off their jobs. With inside knowledge about forthcoming policy changes or economic developments, the members could buy stocks shortly before they rose in price or sell them shortly before they fell. |

Cựu giám đốc bị điều tra thao túng 7 triệu cổ phiếu ASA
HÀ NỘINguyễn Văn Nam, cựu giám đốc Công ty cổ phần liên doanh SANA WMT, bị bắt với cáo buộc “tạo cung cầu giả” tạo để thao túng giá cổ phiếu.
Ngày 24/1, trung tướng Tô Ân Xô, Chánh văn phòng, người phát ngôn Bộ Công an cho biết, Cơ quan Cảnh sát điều tra (Bộ Công an) đã ra quyết định khởi tố, tạm giam ông Nam để điều tra về tội Lừa đảo chiếm đoạt tài sản, theo điều 104 Bộ luật Hình sự. Các lệnh, quyết định đã được VKSND Tối cao phê chuẩn.
Theo trung tướng Xô, điều tra ban đầu xác định, Công ty cổ phần liên doanh SANA WMT, nay là Công ty cổ phần ASA, có mã chứng khoán: ASA.

Reuters dẫn lại báo cáo Trung tâm Nghiên cứu Chiến lược và Quốc tế (CSIS) tại Mỹ đưa ra ngày 21.1 cho biết các tàu hút cát đã xuất hiện gần căn cứ Ream trong những bức ảnh chính phủ Campuchia công bố tháng này và ảnh vệ tinh thương mại.

Incinerator No.3 with a capacity of handling 800 tons of solid refuse daily, will start the plant’s operation tomorrow.

The situation in Ukraine is bad and getting worse. Russia is poised to invade and demanding airtight guarantees that NATO will never, ever expand farther to the east. Negotiations do not appear to be succeeding, and the United States and its NATO allies are beginning to contemplate how they will make Russia pay should it press forward with an invasion. A real war is now a distinct possibility, which would have far-reaching consequences for everyone involved, especially Ukraine’s citizens.

China’s Digital Silk Road (DSR) was launched in 2015 as a component of Beijing’s vast vision for global connectivity, the Belt and Road Initiative (BRI). Like the BRI, the DSR is not monolithic and involves many actors at all levels across the Chinese public and private sectors. It is amorphous and the line between official and unofficial DSR projects is often blurry. Comprehensive data on DSR investments is difficult to come by. According to one estimate, by 2018, DSR-related investments in digital infrastructure projects outside of China had reached $79 billion.

According to a report published by the World Bank, Vietnam can develop 5-10GW of offshore wind power by 2030, generating about $60 billion in added value.
The policymakers of the latest draft of Vietnam’s mammoth Power Development Plan VIII see themselves confronted with additional wind and solar demand, as well as the scrutiny of a deputy prime minister, requiring the Ministry of Industry and Trade to remedy issues to meet the national goals of energy security and net zero emissions by 2050.
