China systematically dismantled CIA spying efforts in the country from 2010, killing or jailing more than a dozen covert sources, in a deep setback to US intelligence there, according to a report by The New York Times.

China has denied US allegations that two of its fighter jets intercepted an American “radiation-sniffing” plane earlier this week, saying that its aircraft were acting “in accordance with the law”.

“Related remarks from the US side are inconsistent with fact,” the Chinese defence ministry said in a statement posted to its website late on Friday.

“On 17 May, a US reconnaissance aircraft was carrying out an operation in airspace over the Chinese Yellow Sea (the northern part of the East China sea), and Chinese aircraft acted to identify and investigate in accordance with the law,” the statement said, calling the action “professional” and “safe”.

The US air force said in an earlier statement on Friday that its plane, a WC-135 Constant Phoenix, was conducting a “routine mission” in international airspace when it was intercepted by two Chinese Sukhoi SU-30 fighter aircrafts.

The WC-135 is a so-called “sniffer plane” designed to scan the atmosphere for signs of nuclear activity.

“The WC-135 was operating in accordance with international law. While we are still investigating the incident, initial reports from the US aircrew characterised the intercept as unprofessional,” the US air force said.

Mid-air interceptions occur routinely in international airspace, but the US military will often call out foreign pilots if it judges the manoeuvres to be risky or unprofessional.

Meanwhile, China urged the US to halt such reconnaissance exercises in order to prevent future incidents.

“The American military’s frequent reconnaissance operations are the root cause of security issues between the Chinese and US navy and air forces,” the Chinese defence ministry’s statement said.

Is America a Failing State?

We have the tin-pot leader whose vanity knows no bounds. We have the rapacious family feathering their nests without regard for the law or common decency. We have utter disregard for values at home and abroad, the disdain for democracy, the hunger for constraining a free press, the admiration for thugs and strongmen worldwide.

We have all the makings of a banana republic. But worse, we are showing the telltale signs of a failing state. Our government has ceased to function. Party politics and gross self-interest has rendered the majority party oblivious to its responsibilities to its constituents and the Constitution of the United States. On a daily basis, Republicans watch their leader violate not only the traditions and standards of the high office he occupies, but through inaction they enable him to personally profit from the presidency, promote policies that benefit his cronies and his class to the detriment of the majority of the American people, and serially attack the principles on which the country was founded — from freedom of religion to the separation of powers. 50,000 evacuate German city over unexploded WWII bombs

More than 50,000 people were evacuated from Germany’s northern city of Hanover on Sunday in one of the country’s largest post-war operations to defuse unexploded World War II-era bombs.

Residents in a densely populated part of the city were ordered to leave their homes for the operation, planned since mid-April, to remove several recently discovered unexploded bombs.

Authorities had expected to remove at least five explosive devices, but only three were found. Two were defused successfully, while the third required special equipment to be made safe.

Không có một chủ nghĩa chính trị nào là chân lý tuyệt đối. Mọi học thuyết hay chủ nghĩa do con người lập ra, dù của những đầu óc siêu việt đến đâu, cũng chỉ có giá trị tương đối trong những hoàn cảnh xã hội nhất định, hoặc chỉ có một số yếu tố tồn tại với thời gian vì chúng phản ánh những nguyên lý cơ bản về đạo đức và trí tuệ của loài người… Bởi vậy, bất cứ một học thuyết hay chủ nghĩa chính trị nào tự tuyên dương mình là chủ nghĩa duy nhất có giá trị vĩnh viễn thì sẽ hoàn toàn sai lầm, và sẽ gây nên hậu quả vô cùng tai hại. Đúng như một câu danh ngôn đã nói: “Làm thầy thuốc mà lầm thì có thể giết chết một bệnh nhân, làm chính trị mà lầm thì có thể giết hại một dân tộc, làm văn hoá tư tưởng mà lầm thì có thể giết hại nhiều thế hệ.” Độc tôn về chính trị và tư tưởng sẽ đưa đến độc tài, bắt mọi người phải tuân phục một chủ nghĩa duy nhất và một chế độ duy nhất, loại trừ tất cả những người có những suy nghĩ khác biệt. Rốt cuộc, vì sai lầm chồng chất, các chế độ độc tài đều sẽ phải sụp đổ. Điều này đã được chứng minh quá rõ ràng qua kinh nghiệm của nhiều nước độc tài trên thế giới, cộng sản hay không cộng sản, trong những thập kỷ vừa qua.

Quyền lực và lợi lộc nếu biết chia sẻ thì nhà cầm quyền vẫn có phần một cách chính đáng. Quyền lực và lợi lộc không thể mãi mãi giữ độc quyền, và điều chắc chắn là không thể đem theo sang thế giới bên kia. Đã có nhiều trường hợp cho thấy hậu quả tai hại xảy ra cho những chế độ độc tài, cộng sản hay không cộng sản, trong khi những người cầm quyền còn tại chức. Thành tích tốt hay xấu của những người lãnh đạo sẽ được nhân dân đánh giá công minh và được lịch sử ghi chép thành văn hay truyền khẩu cho đến muôn đời sau. Có những nhà lãnh đạo nào đã tự hỏi mình: Nên để lại tiếng thơm hay tiếng xấu cho hậu thế? Bách thế lưu phương hay Lưu xú vạn niên?

Càng cần hoà giải hơn nữa khi đất nước đang ở một khúc ngoặt lịch sử quan trọng trong những tương quan quốc tế mới đòi hỏi sự đóng góp của mọi nguồn nhân lực và tài lực ở trong và ngoài nước. Mục đích đó chỉ có thể đạt được khi mọi người đều nhìn nhận rằng trong cuộc chiến tranh quốc gia-cộng sản, các chiến sĩ ở cả hai bên đều chiến đấu vì lòng yêu nước nhưng cũng bị biến thành công cụ của những thế lực quốc tế. Vì vậy, mọi người cần phải rút ra được bài học của quá khứ, thẳng thắn nhìn nhận các sai lầm và dẹp bỏ hận thù để cùng nhau đưa nước Việt Nam ra khỏi tình trạng tụt hậu và trở thành một quốc gia giàu mạnh, dân chủ và tiến bộ. Bởi vì sự thật đau lòng là cuộc chiến tranh tàn phá nhất và giết nhiều người nhất trong lịch sử Việt Nam thực tế là một cuộc chiến mà tất cả mọi phe đều thua, và nạn nhân chính vẫn là dân tộc và đất nước Việt Nam.

McNamara sang Việt Nam gặp Võ Nguyên Giáp để bàn việc tổ chức những buổi đàm thoại Mỹ-Việt với mục đích cùng xem xét những trường hợp mà mỗi bên có thể đã có những điều ngộ nhận về đối phương của mình, do đó đã lấy những quyết định sai lầm trong thời gian chiến tranh và để lỡ cơ hội hòa bình. Tướng Giáp đã phản ứng quyết liệt khi khẳng định rằng “Chúng tôi không hiểu lầm các ông. Các ông là kẻ thù muốn tiêu diệt chúng tôi. Vì thế chúng tôi phải chiến đấu chống các ông và “bù nhìn” của các ông để thống nhất xứ sở.” Khi McNamara đưa vụ Maddox ra làm thí dụ về chuyện hiểu lầm, Võ Nguyên Giáp ngắt lời, “Chúng tôi hiểu đúng các ông… Các ông hành động phá hoại để có cớ tham chiến thay cho chính phủ Sài-gòn bất lực.” Nói về các cơ hội hòa bình, tướng Giáp lại quả quyết “Không có vấn đề bỏ lỡ cơ hội đối với chúng tôi… Tôi đồng ý là các ông đã để lỡ cơ hội và các ông cần phải rút ra các bài học.”5

Đúng là cuộc đối thoại giữa hai người điếc. May mắn thay là cuối cùng tướng Giáp đã bằng lòng đưa đề nghị của McNamara vào nghị trình thảo luận. Cũng may mắn là tướng Giáp không tham dự các buổi thảo luận trong đó một số nhân vật miền Bắc đã phát biểu khác với ông, nhìn nhận có những trường hợp Bắc Việt không kiểu đúng ý định và lề lối làm việc của Mỹ, có những khó khăn từ phía “bạn”, và đáng lẽ đã có thể lấy quyết định thương thuyết sớm hơn. – GS Lê Xuân Khoa
