BÌNH THUẬN — Vĩnh Tân 2 solar power plant, worth VNĐ986 billion (US$42.3 million), began commercial operation in the south central province of Bình Thuận on Saturday.

Financed by the Power Generation Joint Stock Corporation 3 under the Electricity of Vietnam (EVN), the 49-ha plant has a designed capacity of 42.65 MWp and is expected to contribute 68.4 million kWh of electricity to the national grid each year. Recent developments

On 22 February 2019, the Ministry of Industry and Trade of Vietnam (MOIT) released an updated draft (the New Draft) of the Decision of the Prime Minister on the mechanism for encouraging the development of solar power projects in Vietnam (the Draft Decision). Significantly, the Draft Decision provides for a 2nd Feed-in-Tariff (FiT) at rates varying by location for application from 1 July 2019. Compared to the first draft, released on 29 January 2018 (First Draft), there have been certain revisions to, among other parts, the proposed tariff rates and irradiance regional classifications.

Given that the current Decision 11 of the Prime Minister providing for the FiT of 9.35 US cents per kWh is in effect only until 30 June 2019, the Draft Decision would provide for a new FiT program for an additional 2 years from 1 July 2019 through 30 June 2021, for solar power projects in Vietnam.1

During the past decade, there has been widespread agreement about the benefits of reforming subsidies to fossil fuels, as endorsed by international commitments and discussions within international forums. Encouragingly, between 2012 and 2016, fossil fuel subsidies (FFS) to consumers almost halved, from USD 504 billion to USD 260 billion. This reduction was due to a combination of reform efforts alongside a decrease in international prices for crude oil, which provided a window of opportunity for action and allowed governments to implement long-awaited reform plans. In Vietnam’s booming energy sector coal reigns, but renewables play catch-up

HANOI/SINGAPORE (Reuters) – Vietnam has become a hot spot for energy investors eying a spend of up to $150 billion over the coming decade to meet surging power demand, with coal set to dominate despite signs of a government effort to go green.

With a population nudging 100 million and annual GDP growth around 7%, Vietnam has forecast power generation will need to rise from about 47,000 megawatts (MW) currently to 60,000 MW by 2020 and 129,500 MW by 2030.

To meet these targets the country will need to add more than neighbor Thailand’s total installed capacity by 2025 and its electricity sector will likely be bigger than Britain’s by the mid-2020s.

“Vietnam is a big growth story for the coal industry. Coal demand will be extremely strong,” said Pat Markey, Managing Director of Sierra Vista Resources, a Singapore-based commodity advisory.

(TBKTSG Online) – Việc các nhà máy điện mặt trời liên tục đưa vào vận hành trong 3 tháng qua đi kèm với nỗi lo vận hành của ngành điện lực khi nhà máy điện mặt trời có đặc tính không ổn định do phụ thuộc vào thời tiết.

SINGAPORE — A push to end Southeast Asia’s addiction to fossil fuels is gathering pace after the region’s two biggest banks said they would stop funding coal-fired power plants.

Singapore’s DBS Group Holdings said last month that it would cease financing new coal power projects from 2021 following the completion of existing projects in Indonesia and Vietnam, and will instead tilt toward renewable energy projects such as solar power. Oversea-Chinese Banking Corp. announced that it would also quit coal.

The move is “a major game-changer for energy finance in the ASEAN region,” said Julien Vincent, executive director at Australia-based environment advocacy group Market Forces.

Việt Nam sở hữu đường bờ biển dài, khí hậu nhiệt đới gió mùa, nền kinh tế nông nghiệp mạnh, nhờ đó tạo ra điều kiện đa dạng, dồi dào cho khai thác, sản xuất điện gió, điện mặt trời, nhiên liệu sinh học. Cùng với hàng loạt chính sách, cơ chế hỗ trợ cụ thể từ Chính phủ, danh sách các tỉnh thành có dự án năng lượng tái tạo mở rộng: Tây Ninh, An Giang, Đăk Lăk, Quảng Ngãi, Quảng Trị, Ninh Thuận… với sự tham gia của các nhà đầu tư trong và ngoài nước.

Trong đó, Ninh Thuận kỳ vọng trở thành trung tâm năng lượng tái tạo quốc gia. Hiện tỉnh có 8 dự án điện gió và điện mặt trời đã vào vận hành thương mại. Điện gió có ba dự án, công suất 116MW. Điện mặt trời có năm dự án với tổng công suất 631MW. Dự kiến đến tháng 6 đạt 13 dự án điện mặt trời, nâng tổng công suất lên 1.317MW.

Sáng 27/4 tại huyện Thuận Nam, tỉnh Ninh Thuận khánh thành tổ hợp ba nhà máy điện mặt trời lớn nhất Đông Nam Á, công suất 330MW của liên doanh BIM Group – AC Energy. Trong đó BIM 1 công suất 50MW, BIM 2 công suất 250MW và BIM 3 công suất 30MW.

  • Just one-third of the planet’s 242 longest rivers still flow uninterrupted along their entire length, most of them located in remote regions of the Arctic, the Amazon Basin, and the Congo Basin, according to a study to be published in Nature tomorrow.
  • The international team of researchers behind the study, led by Günther Grill of Canada’s McGill University, determined that, of the 91 rivers longer than 1,000 kilometers (about 600 miles) that once emptied out into an ocean, only 21 are still unobstructed from their source to the sea.

Như Thanh Niên đã đưa tin, nhiều người dân tại tỉnh An Giang và Bình Thuận đã bức xúc phản ánh tình trạng các đơn vị điện lực địa phương không lắp đặt công tơ điện hai chiều cho họ, khiến lượng điện mặt trời dư của họ bị “trôi” mất. Cụ thể, một số hộ dân ở An Giang cho hay, gia đình bỏ chi phí 60 – 145 triệu đồng để trang bị hệ thống điện mặt trời, khi sử dụng còn thừa thì bị điện lưới “nuốt” do điện lực địa phương chưa chịu lắp đồng hồ hai chiều vì… chưa có, người dân hỏi, điện lực tại đây trả lời phải chờ. Satellite data plus artificial intelligence equals no place to hide.

Tuesday brings a somewhat mind-blowing announcement in the world of power plants and pollution.

In a nutshell: A nonprofit artificial intelligence firm called WattTime is going to use satellite imagery to precisely track the air pollution (including carbon emissions) coming out of every single power plant in the world, in real time. And it’s going to make the data public.

This is a very big deal. Poor monitoring and gaming of emissions data have made it difficult to enforce pollution restrictions on power plants. This system promises to effectively eliminate poor monitoring and gaming of emissions data.

And it won’t just be regulators and politicians who see this data; it will be the public too. When it comes to environmental enforcement, the public can be more terrifying and punitive than any regulator. If any citizen group in the world can go online and pull up a list of the dirtiest power plants in their area, it eliminates one of the great informational barriers to citizen action.

Người mang điện gió về nông thôn

TTO – Chỉ học hết lớp 12 nhưng ông Lê Hữu Bá lại tìm tòi sáng chế điện gió để tạo ra nguồn năng lượng xanh, giúp cho ông cũng như người dân địa phương giải tỏa “cơn khát điện” phục vụ sinh hoạt và sản xuất nông nghiệp của hộ gia đình.

Hơn nửa tháng qua, sáng nào ông Lê Hữu Bá (ở xã Tân Hòa, huyện Châu Thành A, Hậu Giang) cũng vui vẻ bật môtơ bơm nước để tưới cây sau vườn mà không cần lo chi phí tiền điện. Bởi vì mỗi ngày cây quạt điện gió do ông tự sáng chế cứ đều đặn đón gió trời, tạo điện miễn phí với công suất 1kW/h.
