I am an attorney in the Washington DC area, with a Doctor of Law in the US, attended the master program at the National School of Administration of Việt Nam, and graduated from Sài Gòn University Law School. I aso studied philosophy at the School of Letters in Sài Gòn. . I have worked as an anti-trust attorney for Federal Trade Commission and a litigator for a fortune-100 telecom company in Washington DC. I have taught law courses for legal professionals in Việt Nam and still counsel VN government agencies on legal matters. I have founded and managed businesses for me and my family, both law and non-law. I have published many articles on national newspapers and radio stations in Việt Nam. In 1989 I was one of the founding members of US-VN Trade Council, working to re-establish US-VN relationship. Since the early 90's, I have established and managed VNFORUM and VNBIZ forum on VN-related matters; these forums are the subject of a PhD thesis by Dr. Caroline Valverde at UC-Berkeley and her book Transnationalizing Viet Nam. I translate poetry and my translation of "A Request at Đồng Lộc Cemetery" is now engraved on a stone memorial at Đồng Lộc National Shrine in VN. I study and teach the Bible and Buddhism. In 2009 I founded and still manage dotchuoinon.com on positive thinking and two other blogs on Buddhism. In 2015 a group of friends and I founded website CVD - Conversations on Vietnam Development (cvdvn.net). I study the art of leadership with many friends who are religious, business and government leaders from many countries. TOKYO — On June 24, Chinese political cartoonist Wang Liming, better known as Rebel Pepper, tweeted about the scariest nightmare he ever had. He found himself surrounded by seven or eight people, secret agents sent by the ruling Chinese Communist Party to arrest him. Their leader, Colonel Light, demanded that Rebel Pepper leave Japan with them; when he refused, they threatened to push him off a balcony. Soon, Japanese police arrived and surrounded the building, but Colonel Light and his men floated away ominously. Rebel woke up that morning, afraid for his life. The Obama administration is developing a package of unprecedented economic sanctions against Chinese companies and individuals who have benefited from their government’s cybertheft of valuable U.S. trade secrets.

The U.S. government has not yet decided whether to issue these sanctions, but a final call is expected soon — perhaps even within the next two weeks, according to several administration officials, who spoke on the condition of anonymity to discuss internal deliberations. In the early years of Renovation (Doi Moi), at a time when the market economy was just beginning to gain a foothold, Hanoi was a much greener city than it is today. Nearly all the fruits and vegetables, meats, and fish consumed here were produced in the suburbs and sold fresh in the city’s public markets. Within the city, Ho Tay and Bay Mau lakes produced hundreds of tons of fish per year. South of the city, a network of large lakes that also served as the city’s wastewater treatment system produced hundreds more. There were hardly any cars on the roads, and hardly any gas stations or motorcycle repair shops either. All the motorcycles were new, and the few large trucks that produced plumes of diesel fumes were regarded as a nuisance. DA NANG (VNS) — Viet Nam has become the second biggest destination for Japanese investors in ASEAN – after Thailand – with 1,463 members in the Federation of Japanese Chambers of Commerce and Industry in ASEAN (FJCCIA).

HA NOI (VNS) — Nearly 9 million people in Viet Nam, or 10 per cent of the population, suffer from mental disorders, including 2.5 per cent with serious mental illnesses under social protection.

The figures were released last week at a conference on social assistance and rehabilitation for people having mental illness and mental disorders, held by the Department of Social Protection under the Ministry of Labour, Invalids and Social Affairs (MoLISA), in the northern Hoa Binh Province.

Changes in lifestyle, economic development, and natural disasters, apart from environment pollution and limitations of social work service system are causing mental disorders and mental illnesses in an increasing number of people.

Rendering social assistance is difficult due to the deficient quantity and poor quality of facilities and services.

To Duc, deputy director of MoLISA’s Department of Social Protection said, the country has 31 centres of social protection, care and rehabilitation for psychotics.

The number of centres is expected to reach 50 by 2020, according to a scheme by the Ministry of Labour, Invalids and Social Affairs. — VNS

TOKYO (VNS) — National Assembly Vice-Chairwoman Nguyen Thi Kim Ngan discussed Viet Nam’s efforts to promote gender equality and women’s wide-ranging participation in social life at the closing ceremony of the World Assembly for Women (WAW!) in Tokyo on Saturday.

In her speech, she told participants that Viet Nam had actively implemented the National Strategy on Gender Equality for 2011-2020.

She praised the WAW! 2015 as a significant event demonstrating the Japanese Government’s interest in encouraging women’s higher social involvement.

The two-day WAW! event, the second of its kind held in Japan, attracted the participation of about 1,300 delegates, including 140 leaders from 40 countries, territories and international organisations.

Japanese Prime Minister Shinzo Abe sent a message praising societies where women shone and held positions of leadership, and encouraged women’s active participation in various aspects of life.

He also pledged that Japan would spend more than US$347 million in official development assistance over the next three years to promote women’s role throughout the world. — VNS

Construction of Vietnam’s first solar power plant began Saturday in the central province of Quang Ngai.
The 19.2-megawatt plant will start generating power in July next year, bringing 28 million kWh a year to the national grid. It costs more than VND826 billion (US$36.12 million).
Vietnamese investor Thien Tan Group reportedly plans another two solar plants in the central province of Ninh Thuan.
In Vietnam, which records around 2,000-2,500 hours of sunlight annually, the solar energy potential is estimated at 43.9 million metric tons of oil equivalent a year.
As the energy demand increases by 15 percent every year, the government has been trying to boost the production of renewable energy from sources like sunlight, wind and geothermal heat.
Renewable energy is expected to account for 5 percent of total power output in Vietnam this year, and 8 percent in 2020, news website VnExpress reported.

Not until recent rain and floods claimed 17 lives and caused millions of dollars worth of damage were the landslide and pollution risks taken seriously in the coal producing province of Quang Ninh. Now, authorities are struggling to find ways of providing better protection for residents while maintaining strong economic development. The mines are mainly open-cut, meaning that the topsoil is removed to reach the coal. Other mines in the region, however, are operated using the traditional shaft and tunnel system. DA NANG (VNS)— Hundreds of Vietnamese and Japanese residents in Da Nang and Hoi An participated in the annual Viet Nam-Japan Culture Exchange at the city’s Administrative Centre Park yesterday.

The event, which will run until Sunday, displays pavilions of cuisine, traditional calligraphy, art performances and dances from different parts of Japan.

Visitors can try on a kimono, yukata, and paper folding (kirigami, origami) as well as tasting Japanese cuisines.

The event will also feature performance by Otawara artists along with demonstrations of Aikido, Sumo and Japanese sword play. — VNS

 HA NOI (VNS) — Working groups from Viet Nam and China held the fifth round of negotiations on mutual development at sea in China’s Liaoning Province from Tuesday to Thursday.

The two sides exchanged positions and viewpoints, and discussed possibilities for co-operation in a candid, open atmosphere. They agreed to continue following the common perceptions of their leaders and an agreement on basic principles guiding the settlement of sea-related issues between Viet Nam and China, which was signed in 2011.
