(Diễn đàn trí thức) – Các bước phê duyệt Dự án Hệ thống thủy lợi Cái Lớn–Cái Bé phải tuân thủ nghiêm túc Luật Đầu tư công và Nghị quyết 120.

Theo thông tin có được, Hội đồng thẩm định báo cáo tác động môi trường (ĐTM) sẽ họp trong những ngày cuối tháng 8/2018 để xem xét phê duyệt báo cáo ĐTM của Dự án Thủy lợi Cái Lớn – Cái Bé. Nếu đúng như vậy, thì quả thật rất đáng tiếc và không đúng với Nghị quyết 120/NQ-CP ngày 17/11/2017 của Chính phủ

ĐBSCL khẩn cấp gặt lúa chạy lũ ở vùng biên giới

Liên tục những ngày qua nước lũ từ Campuchia đổ rất mạnh về các huyện biên giới của tỉnh An Giang, gây ngập tràn lan. Theo ghi nhận của PV Báo SGGP, tại vùng biên giới huyện Tri Tôn (An Giang) ngày 29-8, mực nước lũ ở các xã Lạc Quới, Vĩnh Gia… đã cao hơn cùng kỳ năm ngoái khoảng 1,2m.

Smart grid to enhance power transmission in Vietnam

ABSTRACTOver the last few decades Vietnam has made remarkable progress in reducing poverty and positioning its economy on a sustainable growth path. As a consequence of robust economic growth, electricity demand in Vietnam grew at an average of 14 percent annually over the last decade. With electricity consumption nearly matching generation in recent years and insufficient investment in new power plants, the electricity grid is under constant strain by the growing economy. Realizing the large technical, institutional, and financial challenges posed by this level of expansion will be a key priority for Vietnam’s grid system operators in the short term. In 2012, the Government of Vietnam (GoV) approved the smart grid development project in Vietnam which outlines a smart grid roadmap for Vietnam. The project is aimed at the integration of new monitoring, protection and control systems to improve grid reliability and make efficient use of infrastructure while facilitating future integration of scaled-up renewable energy options. The national power transmission corporation (NPT) has already started progressing some of the smart grid initiatives for transmission identified in the roadmap, such as, the deployment of substation automation system (SAS) and wide area monitoring systems (WAMS) as well as an information system for operation and supervision. To support GoV’s efforts, the World Bank has closely engaged with NPT, the electricity regulator authority of Vietnam (ERAV) and the national load dispatch center (NLDC) to refine the existing smart grid roadmap on the basis of the lessons learned from the international experience with smart grid development. This report presents the results of this technical assistance engagement funded by the energy sector management assistance program (ESMAP) and the Asia sustainable and alternative energy program (ASTAE) and consists of: (i) a technical analysis of Vietnam’s existing smart grid roadmap, and alternative and future options in volume one; (ii) cost-benefit and risk analyses of the smart grid options identified in the technical analysis in volume two; and (iii) considerations of regulatory and performance monitoring in volume three.  See Less –

Michael Cohen, President Trump’s former personal lawyer and fixer, has pleaded guilty to eight counts in federal court in New York, federal prosecutors announced Tuesday evening.

They include five counts of tax evasion, one count of falsifying submissions to a bank and two counts involving unlawful campaign contributions.

Cohen’s conduct “reflects a pattern of lies and dishonesty over a significant period of time,” said Robert Khuzami, deputy U.S. attorney for the Southern District of New York, outside the federal courthouse in Manhattan. Microsoft uncovers more Russian hacking ahead of midterms

Microsoft has uncovered new Russian hacking efforts targeting U.S. political groups ahead of the midterm elections.

The company said Tuesday that a group tied to the Russian government created fake websites that appeared to spoof two American conservative organizations: the Hudson Institute and the International Republican Institute. Facebook revealed on Tuesday that it has removed about 650 pages, groups, and accounts it determined are part of a coordinated disinformation campaign out of Russia — and Iran. Also on Tuesday, Twitter said it had suspended 284 Iran-linked accounts.

Menlo Park, California-based Facebook said that it has scrapped 652 fake accounts and pages that targeted Facebook users in the United States, United Kingdom, Latin America, and the Middle East. Facebook said that it undertook four separate investigations into aspects of the suspicious activity, three of which were related to Iran, and the fourth to Russian military intelligence services. The Iranian and Russian campaigns were unrelated, Facebook CEO Mark Zuckerberg said in a call with reporters on Tuesday evening.

Zuckerberg said Facebook banned the fake accounts and announced the decision was “because authenticity matters, and people need to be able to trust the connections that they make on Facebook.”

This is the second time in less than a month that Facebook has identified and removed suspicious activity on its platform, and it comes amid concern that Russia and others are trying to disrupt the 2018 midterm elections. Facebook has stepped up enforcement as a result of those concerns, but it’s not clear whether any of the activity Facebook revealed Tuesday was specifically targeted at swaying the November contest in the US.

Ex-Trump campaign chairman Paul Manafort guilty on 8 charges

ALEXANDRIA, Va. (AP) — Paul Manafort, the longtime political operative who for months led Donald Trump’s successful presidential campaign, was found guilty of eight financial crimes in the first trial victory of the special counsel investigation into the president’s associates.

A judge declared a mistrial Tuesday on 10 other counts the jury could not agree on.

The verdict was part of a stunning one-two punch of bad news for the White House, coming as the president’s former lawyer, Michael Cohen, was pleading guilty in New York to campaign finance charges arising from hush money payments made to two women who say they had sexual relationships with Trump.
