Vu Thi Hang’s (not pictured above) teaching style is far from traditional.

In her class, it’s common to find students moving, dancing, acting and singing. In fact, she encourages it.

“I think it helps students to feel the language,” Hang, 25, tells Saigoneer. She describes herself as a theater hobbyist, while also holding a Masters in Asia Pacific Studies. “I like to encourage expression, so the students can try and use the language creatively.”

The kind of creativity and free-play her class fosters is relatively uncommon in most public school English programs in Vietnam. At every rung, from rural county classrooms to top-tier universities, traditional programs have long prioritized reading, writing and grammar as benchmarks for fluency.

Subjects like speaking and listening don’t get enough attention, Hang believes. “When we started teaching our kids, they were scared to speak English. We had to build their confidence.” Tiếp tục đọc “In Rural Tay Ninh, Teach For Vietnam Brings a Jolt of Change to English Teaching”

Why (nuclear) fusion?

Robert J. Goldston

The 2014 Intergovernmental Panel on Climate Change (IPCC) Fifth Assessment Report included publication on the web of a wide range of scenarios for the future, produced by energy and environment modelers from all over the world. If we select an  internationally coordinated set of scenarios that are consistent with a temperature rise of less than 2 degrees Celsius (3.6 degrees Fahrenheit) above the pre-industrial era—the upper-limit goal of the Paris Climate Accords—and average their projections, we find the projection for future electricity production in the table below, shown in units of annually averaged gigawatts electrical <GWe>.

IPCC Projected Worldwide Annually Averaged Electrical Power Production <GWe>

2020 2050 2100
Solar 30 650 3720
Nuclear 400 1120 2230
Wind 150 930 2170
Biomass 40 540 1500
Hydro 410 640 850
Coal + Oil 920 860 770
Gas 780 980 620
Geothermal 30 84 100
Total 2770 5800 11900

This IPCC-based mean scenario relies heavily on solar and wind, which vary strongly on a daily and seasonal basis. By the time these intermittent energy sources become dominant, later in the century, we may well have developed the capability to mitigate their daily variation using energy storage. Seasonal variation, however, is hundreds of times harder to compensate, and it is difficult to imagine how this can be done effectively. As solar and wind grow in scale they will need to occupy sites with higher variability, and when they become a large fraction of the energy supply, later in the century, the costs associated with their variability will grow.

A University of Montana researcher and her collaborators have published a new study that reveals increased risks for Alzheimer’s and suicide among children and young adults living in polluted megacities.

Dr. Lilian Calderón-Garcidueñas said her group studied 203 autopsies of Mexico City residents ranging in age from 11 months to 40 years. Metropolitan Mexico City is home to 24 million people exposed daily to concentrations of fine particulate matter and ozone above U.S. Environmental Protection Agency standards. The researchers tracked two abnormal proteins that indicate development of Alzheimer’s, and they detected the early stages of the disease in babies less than a year old. Vietnam is exporting tea mainly in the form of raw materials. In an effort to increase tea export value, both farmers and businesses in the northern province of Thai Nguyen, the country’s largest tea producer, are seeking to develop brand names for their products.

Mr Nguyen Duc Trong, owner of a tea workshop in Thai Nguyen province, has been working hard to promote his products. Trong’s goal is to develop a tea brand and seek outlets for products.

After many attempts, he realized that it was very hard for tea farmers to create brands for their products. Tiếp tục đọc “Vietnam Businesses, farmers struggle to develop tea brands”

Western strikes in Syria – five key questions

What are the West’s military options – and what might the targets be?

Western countries have to decide whether military action in Syria is about punishment and deterrence for the use of chemical weapons, or whether they want to be more ambitious and go after the military infrastructure of the Assad regime, which has enabled his war machine to make very significant advances recently.

The likelihood is that President Trump, Prime Minister May and President Macron will opt for a narrow strike aimed at enforcing the international norm against the use of chemical weapons. If so, they face a choice between targeting the infrastructure that creates those weapons and hitting the means of delivery – the helicopters, the air force, the runways. The poor faces a widening gap in terms of access to upper secondary education and improved water and sanitation.

Nine million Vietnamese people are still living in extreme poverty, according to a World Bank report released on Thursday which calls for more alleviation efforts despite the success so far.

Vietnam’s poverty rate fell by almost 4 percentage points since 2014, to 9.8 percent in 2016, but the problem is far from solved, especially among ethnic groups, the report said.

Ethnic minorities, many of them living in mountainous areas, account for 72 percent of Vietnam’s poor, it said.

The average per capita consumption of ethnic minorities remains less than 45 percent of the Kinh and Hoa (Chinese), the majority groups in the 93-million strong Vietnam, it said.

The poor also faces a widening gap in terms of access to upper secondary education and improved water and sanitation, the report said.

Renewable Energy Auctions: A Guide to Design

IRENA

Auctions for contracts to develop power-generation capacity have emerged as an essential policy instrument for many countries to promote the transition to renewable energy sources and technologies. This six-volume guide from the International Renewable Energy Agency (IRENA) notes more than 60 countries using renewable energy auctions by 2015, mainly in order to attract competition and drive down costs.

Renewable Energy Auctions: A Guide to Design aims to advise policy makers on the implications of different approaches to such auctions. The set – structured around key auction design elements – offers choices and recommendations to support optimal decision-making in different contexts. Auction designs can emphasise cost effectiveness, supply security or socio-economic development objectives. Tiếp tục đọc “Renewable Energy Auctions: A Guide to Design”

Vietnam’s sex industry and the sticky subject of legalizing it

Vietnam's sex industry and the sticky subject of legalizing it

A sex worker looks for customers at a public park in downtown Hanoi, as shown in a file photo by AFP.

‘Sex workers should have the right to make a living, contribute to society, and enjoy welfare in terms of healthcare and education.’

Vietnamese officials have expressed their concerns about the complicated nature of recognizing prostitution as a job.

Despite being illegal in Vietnam, prostitutes can still be found all over the country’s biggest cities, and the rackets controlling them have come up with countless ways to dodge the law with authorities seemingly helpless to stop the industry’s unchecked development.

Data may vary, but figures from the International Labor Organization (ILO) suggest that there are nearly 101,300 sex workers, including 72,000 women, in Vietnam.

Tuberculosis: new hope for an ancient disease

The global community is coming together to tackle an ancient disease that still inflicts interminable human suffering.  Globally, one person dies of TB every 20 seconds.  While progress has been made over the past decade much remains to be done.  Annually, there are still 10.4 million new cases and 1.7 million deaths. One of the key challenges is to find the 4 million missing cases, individuals who develop TB but are missed by health systems and continue to transmit the disease. With the global commitment to end TB, there is a renewed sense of hope in the battle against TB.

Lives and faces behind the numbers

On a hot afternoon in New Delhi, a 45-year old woman explained to visiting guests the devastation unleashed on her family when several members were diagnosed with multi-drug resistant tuberculosis (MDR-TB), a lethal form of the disease.  Due to delayed diagnosis and overcrowding, the disease spread to other family members and several succumbed, including the main breadwinner. Five lessons in infrastructure pricing from East Asia and Pacific

Photo: © Dini Sari Djalal/World Bank

In the infrastructure domain, “price” is a prism with many façades.

An infrastructure economist sees price in graphic terms: the coordinates of a point where demand and supply curves intersect.

For governments, price relates to budget lines, as part of public spending to develop infrastructure networks.

Utility managers view price as a decision: the amount to charge for each unit of service in order to recover the costs of production and (possibly) earn a profit.

But for most people, price comes with simple question: how much is the tariff I have to pay for the service, and can I afford it? Tiếp tục đọc “Five lessons in infrastructure pricing from East Asia and Pacific”
