Two years ago, some European and US experts gathered to discuss China in an elegant English country house. The setting was seductive, but the mood was dark. Two years into Xi Jinping’s presidency, China’s politics were turning away from the liberalising trend of the previous three decades, towards a hard-edged nationalism that was discomfiting China’s immediate neighbours and their western allies.

Trump Tells South Korea That Alliance With U.S. Is ‘Ironclad’

SEOUL, South Korea — President Trump assured South Korea’s acting president on Monday of the United States’ “ironclad” commitment to defend the country, agreeing with Seoul to strengthen joint defense capabilities against North Korea.

Mr. Trump’s assurances came amid anxiety in South Korea over the future of the alliance with the United States. During his campaign, Mr. Trump cast some doubt on the United States’ defense and trade commitments, saying that South Korea was not paying enough to help keep 28,500 American troops in the country.

But speaking by phone to Hwang Kyo-ahn, the acting president of South Korea, Mr. Trump said that the coming visit to South Korea by Defense Secretary Jim Mattis reflected the close friendship of the two countries and the importance of their alliance. Mr. Mattis is scheduled to visit South Korea on Thursday on his first official trip abroad, which also includes a stop in Japan.

“President Trump reiterated our ironclad commitment to defend the R.O.K., including through the provision of extended deterrence, using the full range of military capabilities,” the White House said in a statement after Mr. Trump’s phone conversation with Mr. Hwang, using the initials for South Korea’s official name, the Republic of Korea.

They were turned back from flights to the United States in Tehran and in the major transfer hubs of Istanbul and Dubai. Some of those who arrived in the United States after midnight, when the decree went into effect, were held or deported, rights groups and airline representatives said.

No one, not passengers, airline representatives or even United States border control officials, seemed to know how to interpret the executive order that went into effect at midnight on Friday. Under the new policy, refugees, immigrants and almost anyone from seven countries deemed to be hotbeds of terrorism are banned from the United States for 90 days, pending a review of policies.

BEIJING — Over the last year, Liu He, a soft-spoken, American-educated technocrat, has consolidated his status as President Xi Jinping’s top economic adviser, amassing influence that some believe rivals that of the prime minister.

But as his star has climbed, Mr. Liu has struggled to overcome resistance to a program of measured economic liberalization and more open markets that he argues is critical to China’s long-term economic health — and that is generally favored by Washington.

Now, as President-elect Donald J. Trump prepares to enter the White House renewing warnings of China’s economic menace, it will be even more difficult for Mr. Liu to achieve his agenda, which could be overwhelmed by fears of fallout from a trade war.

There is little in his public record to suggest precisely how he would advise Mr. Xi to handle Mr. Trump’s threats to raise tariffs on Chinese products.

Top Trump adviser Bolton backs U.S. forces in Taiwan, says move could lessen Okinawa burden

Amid increasingly tense Sino-U.S. ties, John Bolton, a former American ambassador to the U.N. and a top adviser to President-elect Donald Trump, has called for a closer U.S. military relationship with Taiwan to help counter a “belligerent” Beijing.

In a commentary published Tuesday in The Wall Street Journal likely to stoke anger in China, Bolton said Washington “could enhance its East Asia military posture by increasing U.S. military sales to Taiwan and by again stationing military personnel and assets there.”

In the commentary, Bolton also noted that the stationing of U.S. military personnel in Taiwan could help alleviate other problems in East Asia, including in Okinawa Prefecture, which hosts the bulk of U.S. forces in Japan. China suffered a sharp drop in exports last year and there are fears its trading position will weaken further in 2017 with repercussions for the global economy if Donald Trump’s protectionist policies prompt a trade war.

A week before the billionaire’s inauguration as US president, Chinese authorities expressed their concern that Trump would follow through on pledges to impose high tariffs on imports from China and to brand the country a currency manipulator. The president-elect has long maintained that China has been devaluing its currency in order to make its exports more competitive on overseas markets. Donald Trump Is Making the Great Man Theory of History Great Again

The president-elect’s unpredictable rise is forcing historians and social scientists to rethink their most basic assumptions about how the world works.

The imminent ascension to the U.S. presidency of Donald Trump, a man whose supporters and detractors both agree is exceptional in the context of American history, raises a question which historians and social scientists generally prefer to shy away from: To what extent does historical change depend on the actions of a handful of unusual individuals — history’s archetypal Great Men and Women — as opposed to large-scale, long-term, impersonal forces?

Professional academics — historians, political scientists, sociologists, among others — who have tried to offer perspective on Trump’s victory and upcoming presidency have generally emphasized the latter. They tend to identify the key phenomenon of the 2016 election as “populism” — an upsurge of hostility to elites, which they explain by reference to the changing social and cultural conditions that left a large group of white Americans economically vulnerable, fearful of outsiders, and bitterly resentful. They credit Trump with successfully mobilizing this group but devote more analysis to the social phenomenon than to Trump himself.

But the explanatory power of populism may be far stronger for explaining the election than in forecasting what is about to happen next. Though impersonal forces may have given rise to Trump, the president-elect himself resists analysis as a predictable, impersonal force. And so, even as Trump claims a mandate to remake the United States, he may force social scientists and historians to look beyond their usual analytical tools in order to explain his presidency. North Korea, Rebuking Trump, Says It Can Test Long-Range Missile ‘Anytime’

SEOUL, South Korea — Less than a week after Donald J. Trump taunted North Korea over its ballistic missile capabilities, North Korea has said that it could conduct its first test of an intercontinental missile “anytime and anywhere” in a rebuke to the incoming president.

Although North Korea has vowed to develop the ability to attack the United States with nuclear warheads and has tested missiles that can reach throughout the Korean Peninsula and its vicinity, it has never tested a long-range missile that could fly over the Pacific.
