President Benigno Aquino used his final State of the Nation Address on July 27 to cement his legacy of anticorruption efforts and track record of revamping the once-sluggish Philippine economy. While Aquio has played a leading role in steering the Philippines in the right direction over the past five years, his term will end in 2016—as Philippine presidents are constitutionally constrained to a six-year term. Nonetheless, the Philippines still faces daunting challenges ahead, including in its internal and external security, defense modernization drive, and economic reform agenda. Bài 1: Phân tích từ sự kiện giàn khoan HD981

Khi các sự kiện trên thực địa tại Biển Đông giữa 2015 đang nóng lên với “chiến lược đảo hóa” và sự xuất hiện trở lại của giàn khoan HD981, thì một trận chiến khác đang manh nha bùng nổ. Đó là cuộc chiến thông tin và tuyên truyền của Trung Quốc, mà được biết dưới các tên “Tam chủng chiến pháp”.

Trong sự kiện giàn khoan HD981 năm 2014, chiến lược này thể hiện qua bốn kênh khác nhau bao gồm cả pháp lý, tâm lý, truyền thông và học giả. Khảo sát lại bài học năm 2014 và thảo luận cho 2015 là mục đích của bài viết này. Qua đó, chúng tôi lập luận rằng, mức độ thành công của “tứ chủng chiến pháp” của Trung Quốc còn phụ thuộc vào nhiều yếu tố, những điểm mà các nước ASEAN và Việt Nam cần tận dụng để tạo ưu thế ngôn luận bằng một chiến lược “hiệp đồng binh chủng” trong mặt trận thông tin. Những văn bản pháp luật quan trọng như Bộ Luật Lao động 2012, Luật Việc làm, Luật BHXH (sửa đổi), Luật Giáo dục nghề nghiệp và gần đây nhất là Luật An toàn Vệ sinh lao động… đã được Quốc hội thông qua. The case for connecting South Asia and Southeast Asia

A new opportunity for South Asia–Southeast Asia integration

Asiapathways – adbi – The time is ripe for enhancing economic integration between South Asia and Southeast Asia. The new “normal” era of slow growth in advanced industrial economies following the global financial crisis suggests that Asian economies will need to rely more on domestic and regional demand to secure inclusive growth. The recent slowdown in growth in the People’s Republic of China suggests further grounds for tapping growth opportunities between South Asia and Southeast Asia. The move toward an Association of Southeast Asian Nations (ASEAN) Economic Community (AEC) in 2015 and beyond will provide for a large and more integrated market with notable purchasing power and scale economies. This will facilitate the deepening of foreign direct investment-driven production networks and strengthen the role of ASEAN as a conductor of Asian regional integration. Asian countries are making a vital contribution to achieving global sustainable energy goals, according to a new World Bank report. However, while the region performs strongly on ensuring electricity access for people and using more modern renewable energy, there is room for further improvement on energy efficiency and access to clean, smoke-free cooking, particularly for poor people. CSIS – The general-secretary of the Vietnamese Communist Party Nguyen Phu Trong on July 7 will meet with President Barack Obama as the two leaders strive to establish strategic trust, the requisite foundation for the relationship to move to the next level. The visit is unprecedented in the history of U.S.-Vietnam relations. Unlike his Chinese counterpart, who is both communist party chief and president, Trong does not hold an official position within the government. A fair and effective Code of Conduct for the South China Sea

AMTI – In 2002, ASEAN and China signed the Declaration on the Conduct of Parties in the South China Sea (DOC) that promised to “enhance favourable conditions for a peaceful and durable solution of differences and disputes among countries concerned.” Unfortunately, thirteen years on, the claimant countries are no closer to a solution for any of the disputes, while coercive and other unilateral acts are steadily accumulating into serious tensions. What is needed now is a Code of Conduct (COC) that not only overcomes the DOC’s weaknesses but also addresses the new challenges that have arisen since 2002.
