Advances in artifcial intelligence (AI), deep-learning, and robotics are enabling new military capabilities that will have a disruptive impact on military strategies. The effects of these capabilities will be felt across the spectrum of military requirements – from intelligence, surveillance, and reconnaissance to offense/defense balances and even on to nuclear weapons systems themselves.

In this package, five top experts in AI and its potential uses in autonomous weapons and sensing systems weigh in on the moral and practical challenges of managing the explosion of military AI research and development around the world. The goal: to keep fast-paced advances in machine learning from sparking a worldwide AI arms race that poses a new existential risk to humanity.

Why it’s so hard for doctors to understand your pain

We’re all human beings, but we’re not all alike.

Each person experiences pain differently, from an emotional perspective as well as a physical one, and responds to pain differently. That means that physicians like myself need to evaluate patients on an individual basis and find the best way to treat their pain.

Today, however, doctors are under pressure to limit costs and prescribe treatments based on standardized guidelines. A major gap looms between the patient’s experience of pain and the limited “one size fits all” treatment that doctors may offer.

Concerns about the opioid epidemic make the problem worse. Opioids – including heroin and fentanyl – killed more than 42,000 people in the U.S. in 2016. Four in 10 of these deaths involved prescription painkillers such as hydrocodone and oxycodone. Physicians are increasingly reluctant to prescribe opioids for pain, fearing government scrutiny or malpractice lawsuits.

Where does this leave the patient whose experience of pain is outside the norm? How can physicians in all specialties identify these patients and do our best to manage their pain, even when their needs don’t match our expectations or experience?

Rethinking tourism – from vulnerability to resilience

JRC scientists have mapped tourism hotspots in Europe for all four seasons and created an index on the estimated vulnerability of regions to shocks in the tourism sector.

With travel becoming easier and less expensive, tourism has become an important economic sector in the European Union. In 2016, the EU had an estimated 40.5% market share of global international tourist arrivals.

The total contribution of the travel and tourism sector to the EU’s GDP in 2016 was 10.2%, but with strong variation between countries, ranging from more than 20% in Malta, Croatia and Cyprus to about 5% in Poland, the Netherlands and Romania.

Good Morning Vietnam, Energy-wise

Vietnam, a leading indicator for the rest of the developing world, has seen tremendous growth in per capita energy consumption.

During a recent family vacation in Vietnam, I learned that the country is a microcosm for several major trends in energy consumption in the developing world: (1) there’s a thriving middle class, (2) hot and humid weather is driving air conditioning demand and (3) rural electrification rates are very high. (We also loved the food, culture and beaches, and we were gripped by the poignant remnants of the American War, as it’s known locally. I highly recommend it as a vacation destination if that’s your thing.)

Let’s start with some basic facts: Vietnam has seen extraordinary growth in per capita energy consumption over the past several decades. Since 1990, the earliest year for which data are available for most countries, total per capita energy consumption in Vietnam has more than doubled. (All the country-level data in this post come from the World Bank Development Indicators.) This puts Vietnam in the top 3% of countries in the world in terms of growth in per capita energy consumption. Nữ du kích Bảy Mô

TĐH: Tình cờ hôm nay mình mới biết câu chuyện của nữ du kích Bảy Mô trên mạng. Có lẽ nhiều bạn đã biết rồi. Mình vốn đã khâm phục các nữ chiến binh. Câu chuyện đậm tình người lại làm mình thêm cảm động. Thêm vào đó nữ anh hùng này sau khi ra khỏi quân đội thì về sống cực khổ ở Tây Ninh, quê vợ của mình. Và Củ Chi là huyện rìa của Sài Gòn, cách nhà mình không xa. Mọi địa danh đều rất quen thuộc. Cuốn sách “The Tunnel of Cu Chi” nhắc đến người nữ du kích này là một cuốn sách về Chiến tranh Việt Mỹ rất nổi tiếng ở Mỹ.

Câu chuyện này còn nói lên một điểm lịch sử và chiến lược quan trọng: Những chiến binh du kích ở Miền Nam, sinh ra, lớn lên và chiến đấu như là cuộc sống tự nhiên – đời cha chiến đấu chống Pháp, đời con chiến đấu chống Mỹ. Chẳng ai bắt vào lính, chẳng ai tuyển mộ, chẳng ai bắt làm gì cả. Lớn lên là tự động chiến đấu như hít thở. Đây chính là điều các chiến lược gia Mỹ và VNCH chẳng hề biết. Đi lính như một nghĩa vụ phải làm là một chuyện. Tự nhiên mà chiến đấu, là chiến binh mà không “đi lính”, là một chuyện khác — chiến đấu tự nhiên như hít thở của cuộc sống, đó là nguồn sức mạnh vượt trên cả phi thường, đứng trên phương diện chiến lược mà nói.

North Korea will invite outside experts to observe closing of nuclear test site

The North Korean leader, Kim Jong-un, has pledged to shutter a nuclear test site and invite foreign experts and journalists to witness the decommissioning in May as he prepares to meet Donald Trump as early as next month.

Kim also said there was no need for the North to maintain a nuclear arsenal if a peace treaty is formalised and relations with the US improve, according to South Korea’s presidential office.

“Once we start talking, the United States will know that I am not a person to launch nuclear weapons at South Korea, the Pacific or the United States,” Kim was quoted as saying by Yoon Young-chan, a spokesman for the South Korean president, Moon Jae-in.

“If we maintain frequent meetings and build trust with the United States and receive promises for an end to the war and a non-aggression treaty, then why would be need to live in difficulty by keeping our nuclear weapons?”

Kim made the comments during meeting with Moon on Friday, where the two leaders signed a declaration calling for a “nuclear-free Korean peninsula”. Kim earlier said the North would halt nuclear and missile tests, but this was the first mention of inviting foreign observers.

“Some say that we are terminating facilities that are not functioning, but you will see that we have two more tunnels that are bigger than the existing ones and that they are in good condition,” Yoon quoted Kim as saying.

North Korea conducted all six of its nuclear tests at its Punggye-ri facility, buried deep beneath mountains, between 2006 and 2017. There had been speculation last week that the site was damaged beyond repair, a claim Kim seemed to rebuff. Little is known about the North’s military infrastructure so most intelligence is gleaned from satellite photos.

“This is a small but welcome step. But, as always, we must take North Korea’s actions with appropriate caution,” said Mintaro Oba, a former US diplomat who focused on North Korea policy. “We can’t rule out that Kim Jong-un wants to be seen as a maverick. He has a clear taste for bold moves that surprise the international community, something that sets him apart from his father.”

The US and South Korea still needed to maintain continuous dialogue with Pyongyang, Oba said, and he warned Kim is “a master of defining the public narrative”.

A meeting between the leaders of the US and North Korea could take place within “three or four weeks”, Trump said at a rally on Saturday in Michigan. He also warned any discussions “may not work out, I leave”.

Kim also pledge to align the North’s timezone with the South during the inter-Korean summit. Pyongyang time is currently 30 minutes ahead of Seoul, a change instituted by Kim in 2015. The change was framed at the time as a break with Japan’s colonial legacy on the peninsula from 1910 to 1945.

“I feel sad to see that there are two clocks hung on the wall of the Peace House, one for Seoul time and the other for Pyongyang time,” Kim said during his talks with Moon. “Since it is us who changed the time standard, we will return to the original one.”

The unified time zone was meant to ease communication between the South and US, Yoon said.

Vietnam arrests mastermind behind large-scale illegal logging ring

The man behind a ring that managed to illegally fell down and transport a large amount of logs with impunity in Vietnam’s Central Highlands has been arrested, along with several members of the racket, police said on Friday.

Ringleader Phan Huu Phuong, 48, was nabbed and taken into custody after police raided his residence in Ea T’Linh, a town in Cu Jut District, Dak Nong Province.

Phuong and some of his ring members are being investigated for their involvement in serious illegal logging activities at the local Yok Don National Park, located at the border of Vietnam and Cambodia, according to police.


Police come and arrest Pham Huu Phuong at his residence.

During Friday’s raid, officers also confiscated 37 cubic meters of illegally logged timber, stored inside two trucks, at a workshop owned by Phuong, and various logging tools and piles of logs at an illegal logging site inside the park.

Phuong had managed to take the illegal logs out of the national part without impunity, even though he had to pass several check points run by the local border guard and forest ranger units.

Police thus hold suspicion that the ring had been abetted by local authorities.

The Vietnamese Ministry of Public Security has sent a team of officers to help local police in further investigation of the case.
