1. Sử liệu chính thống về nạn đói năm 1945 ghi nhận đầy đủ nhất có thể những sự kiện, nhân chứng, số liệu của thảm họa khủng khiếp năm Ất Dậu có lẽ là công trình nghiên cứu của nhà sử học, giáo sư Văn Tạo (nguyên viện trưởng Viện Sử học Việt Nam) và giáo sư Furuta Motoo (Trường đại học Tokyo) cùng các cộng sự người Nhật: Nạn đói năm 1945 ở Việt Nam – Những chứng tích lịch sử. Công trình nghiên cứu – khảo sát thực địa ở 23 điểm thuộc 21 tỉnh, thành phố từ Quảng Trị trở ra Bắc từ năm 1992-1995, được công bố vào đầu những năm 2000.

TTCT – Para Games, kỳ đại hội thể thao Đông Nam Á dành cho người khuyết tật luôn đi cặp với SEA Games, đã không diễn ra đúng như thông lệ ở lần tổ chức thứ 11. Thay vì do Việt Nam tổ chức, Para Games 2022 lại diễn ra ở thành phố Surakarta, Indonesia.

Đây là lần thứ 2 trong lịch sử, Việt Nam phải nhờ Indonesia đăng cai thay một kỳ đại hội thể thao. Lần đầu tiên là Asiad 2018, khi chủ nhà Hà Nội từ bỏ quyền đăng cai, rồi được Jakarta “cứu thua”.

TTCT – Bao nhiêu người trong số chúng ta từng tự hỏi hiệu quả của việc cho tiền một người ăn xin ngoài đường là gì? Chúng ta thường cho tiền vì lòng trắc ẩn, vì chứng kiến bi kịch của những người kém may mắn hơn mình. Và chúng ta thường sẽ quên ngay, không mấy ai nghĩ liệu cuộc sống của những người mà mình cho tiền có thay đổi chút nào hay không.

Trợ giúp thực phẩm cho các nước nghèo có thể gây nên xung đột hay không từng là câu hỏi mà tổ chức NGO lớn như Oxfam phải đặt ra.

Câu chuyện xóa đói giảm nghèo trong nhiều thập kỷ trước đây ít nhiều có màu sắc tương tự. Các quốc gia phát triển, thông qua các gói viện trợ trực tiếp cấp nhà nước, hoặc thông qua các tổ chức dân sự, phi chính phủ (NGO), các tổ chức tôn giáo… đã bơm một lượng tiền rất lớn vào các nước đang phát triển với mục tiêu xóa đói giảm nghèo.

Tuy nhiên, làm thế nào để xóa, xóa như thế nào, chi tiền cách nào là hiệu quả nhất, giúp cải thiện được đời sống người nghèo tốt nhất và bền vững nhất… là những câu hỏi bị bỏ quên, hoặc không có câu trả lời thực sự chính xác. 

Vì thế, trong rất nhiều tình huống, tiền xóa đói giảm nghèo giải ngân ra được sử dụng không hiệu quả, phí phạm, và ít nhiều giống như câu thành ngữ Việt Nam “ném tiền qua cửa sổ”.

State President Nguyen Xuan Phuc has signed a decision to parole 2,434 prisoners, including 16 foreign nationals, on the coming Vietnam’s National Day, September 2.

The 16 foreign inmates to be released include four Chinese, three American, two Cambodian, two Malaysian, and one from each of Canada, France, Australia, Nigeria, and Laos, according to the decision issued by the Presidential Office at a press conference on Wednesday.

The last Soviet leader, Mikhail Gorbachev, came to power in 1985 determined to transform a stagnant Soviet Union into a dynamic, prosperous, and powerful socialist country; he never developed a coherent, concrete plan to do that. Rather, he improvised as the political and economic ground shifted around him. That rattled the hard-liners who thought he was destroying the Soviet Union and dismayed the reformers who feared he was moving too slowly to save the country. After six years, the hard-liners had enough: They failed to oust him in an ill-conceived coup attempt in August 1991, but wounded him sufficiently so that the reformers could ease him out of power at the end of that year—as the country he sought to revive collapsed, and a new Russia emerged. For Adila Yarmuhammad, the release of a damning new report from the United Nations’ top human rights official on the treatment of Uyghur and other Muslim minorities in Xinjiang brought relief, and sadness.
The Australian-born 22-year-old, whose family comes from the region in the northwest of China, woke up Thursday to a flurry of WhatsApp messages about the report from other young Uyghurs worldwide.
“Everyone is relieved that something like a report came out … (but) the sense of relief doesn’t come with complete relief,” said Yarmuhammad, a leader in an Australian Uyghur youth group.

Delayed UN Report Details China’s Human Rights Violations in XinjiangA UN human rights office report [PDF] issued yesterday said the Chinese government’s detentions of Uyghurs and other predominantly Muslim groups in the Xinjiang region could constitute “crimes against humanity.” The report noted (NYT) that two-thirds of former detainees interviewed described treatment “that would amount to torture and/or other forms of ill treatment.” The report stopped short of calling China’s actions “genocide,” as the United States has done. 

Human rights groups have criticized UN human rights chief Michelle Bachelet over a nearly yearlong delay in the report’s release. The report asks that Beijing (AP) release those who have been arbitrarily detained and disclose the whereabouts of individuals who are missing. Beijing denounced the report as a fabrication, while Uyghur activists celebrated its release.

Russia’s terrible war generates headlines, but China’s growing debt crisis is mostly ignored. And yet, it will have profound negative effects on the global economy. In just three generations, Beijing built a middle class bigger than America’s entire population. But now Chinese many face ruination. China’s domestic real estate bubble, due to deregulation, is so gargantuan that much of its middle class has been damaged.

“China’s debt bomb looks ready to explode and many warning signs suggest that a debt reckoning is imminent,” warns Nikkei Asia.

Over One Thousand People Killed in Catastrophic Pakistan FloodsPakistani officials are appealing for international aid (CNN) as uncharacteristically strong monsoon rains cause nationwide flooding. The floods, which climate change minister Sherry Rehman called a “climate catastrophe,” have so far displaced more than three million people, according to the International Federation of Red Cross and Red Crescent Societies. While Pakistan usually sees four rainy periods per year, it is currently experiencing its eighth, Rehman said.
The flooding comes as Pakistan experiences an economic crisis (FT). Some preliminary estimates put the cost of the damages (Reuters) around $4 billion, though Pakistan’s foreign minister said it is likely higher.

Nhật Bản là quốc gia mới nhất yêu cầu các trường đại học phải xin giấy phép trước khi chuyển giao công nghệ liên quan đến an ninh quốc phòng cho sinh viên quốc tế. Theo tạp chí Nikkei, quy định này áp dụng cho các sinh viên nước ngoài học tập tại Nhật từ 6 tháng trở lên và “chịu ảnh hưởng” từ nước khác, ví dụ như có hơn 25% thu nhập đến từ tài trợ của một chính phủ nước ngoài. Các trường hợp này phải được báo cáo về Bộ Kinh tế, thương mại và công nghiệp (METI) để được cấp phép.
