TTCT – Dù là đồng minh có hiệp ước của nhau và vừa thắt chặt thêm tình hữu nghị về quân sự, quan hệ Mỹ – Philippines thật ra không phải lúc nào cũng bằng phẳng.

Khi tôi đến thăm Subic Bay năm 1998, khu chế xuất vừa hoạt động và hãng xưởng còn lưa thưa. Đây là khu miễn thuế, ra vào phải qua kiểm soát hải quan, chỗ mua sắm chỉ có vài hàng quán mới mở và loãng khách với một khu phức hợp và ba rạp phim. 

Cả khu còn do quân đội Philippines quản lý, hoang vắng với những nhà kho tiền chế và bungalow quân đội Mỹ bỏ lại nằm bắt bụi từ 1992.

SHORT SUMMARY

AI and education: Promise and implications

Artificial Intelligence (AI) has the potential to address some of the biggest challenges in education today, innovate teaching and learning practices, and ultimately accelerate the progress towards SDG 4. However, these rapid technological developments inevitably bring multiple risks and challenges, which have so far outpaced policy debates and regulatory frameworks. This publication offers guidance for policy-makers on how best to leverage the opportunities and address the risks, presented by the growing connection between AI and education. It starts with the essentials of AI: definitions, techniques and technologies. It continues with a detailed analysis of the emerging trends and implications of AI for teaching and learning, including how we can ensure the ethical, inclusive and equitable use of AI in education, how education can prepare humans to live and work with AI, and how AI can be applied to enhance education. It finally introduces the challenges of harnessing AI to achieve SDG 4 and offers concrete actionable recommendations for policy-makers to plan policies and programmes for local contexts.

On Saturday afternoon, a U.S. Air Force F-22 fighter jet fired one missile into a high-altitude Chinese surveillance balloon, sending it plunging into the Atlantic Ocean and capping a stretch where the world’s most important bilateral relationship was dominated by a slowly moving object crossing the United States.

The incident raises questions about the extent to which China has been employing these balloons – and in the process violating U.S. territorial airspace and sovereignty – and why it has been doing so when its satellites could glean this information. Far more important, however, is what this says about the ability, or more accurately inability, of Washington and Beijing to manage a future crisis.

Một tương lai ngày càng khát

Chảy qua hai xã cạnh nhau là Đại Đồng và Đại Quang, huyện Đại Lộc (tỉnh Quảng Nam), suối Mơ và suối Thơ không chỉ có vẻ đẹp nguyên sơ thu hút nhiều du khách mà còn là nguồn cấp nước quan trọng cho người dân nơi đây. Tuy nhiên, cuộc sống xoay quanh hai con suối không thơ mộng như cái tên của nó: “Hầu như năm nào ở đây cũng xảy ra xung đột nghiêm trọng vào mùa khô do khan hiếm nước. Cả hai xã đều cho rằng nguồn nước không được quản lý và phân bổ công bằng. Xung đột vẫn diễn ra hằng năm và vẫn chưa tìm được biện pháp phù hợp để giải quyết vấn đề”, PGS.TS. Huỳnh Văn Chương, Chủ tịch Hội đồng Đại học Huế, kể lại sau chuyến khảo sát về tình trạng tranh chấp nước ở khu vực này vào năm 2019.

The scale of the destruction in the aftermath of the earthquake that hit swaths of Turkey and Syria on Monday has been unprecedented, even for residents of the war-torn country.

On the Syrian side, the area affected by the 7.8-magnitude quake and its aftershocks is divided between government-controlled territory and the country’s last opposition-held pocket of land, encircled by Russian-backed government forces.

The UN says damaged roads, a lack of equipment and tough winter conditions are hampering efforts to find survivors in Syria.

Seascape: the state of our oceans is supported by

Scientists fear methane erupting from the burst Nord Stream pipelines into the Baltic Sea could be one of the worst natural gas leaks ever and pose significant climate risks.

Neither of the two breached Nord Stream pipelines, which run between Russia and Germany, was operational, but both contained natural gas. This mostly consists of methane – a greenhouse gas that is the biggest cause of climate heating after carbon dioxide.

As China’s economy moved away from state planning and policymakers introduced market reforms in the 1980s and 1990s, many observers expected that in addition to promoting the growth of the Chinese economy, privatization would also have substantial political implications. Most importantly, it was thought that the rise of the private sector could lead to the establishment of an independent business class that would seek to defend its interests, both in the short term through greater policy lobbying and over the longer term by pushing for institutionalized political change, including democratization. The actual economic and political trajectory of China’s private sector has been more complicated and has been a central area of contestation for economic and political power between firms and the Chinese party-state. Although Chinese companies have pushed to have greater autonomy, they have also faced immense pressure to adapt and cede authority in order to survive and grow.

Cuối năm 2022, tôi đến Buôn Ma Thuột cùng Đỗ Nguyễn Hoàng Long – á quân Master Chief 2017 – một tay “ma xó” của núi rừng Tây Nguyên. 

Chuyến đi dự kiến chóng vánh, làm việc xong rồi về bởi những ấn tượng cũ của tôi về du lịch Buôn Ma Thuột vốn không mấy đậm đà hào hứng. Tôi được các đồng nghiệp “thổ địa” giới thiệu những địa điểm, sản phẩm du lịch nổi bật nhất của Buôn Ma Thuột dạo ấy.

Kết quả là một nỗi thất vọng: vào buôn Đôn, hồ Lắk thì hàng quán xập xệ, quảng cáo bán thuốc Ama Kông dỏm, trang hoàng kiểu Tây Nguyên giả hiệu, đặc sản “đinh” nhất là một loại hình dịch vụ mà bây giờ người ta đang nỗ lực loại bỏ: cưỡi voi!

Nhưng Đỗ Nguyễn Hoàng Long cười, nói “Buôn Ma Thuột bây giờ khác lắm. Anh phải gặp những con người ở đó…”.

Internet Việt Nam mong manh thế nào?

Tuyến cáp quang biển sắp bị thanh lý đang là sợi dây nguyên vẹn duy nhất kết nối Việt Nam với mạng lưới Internet toàn cầu.

Trong 5 cáp quang biển kết nối Việt Nam với thế giới, SMW-3 là sợi cáp già cỗi nhất, dự kiến được “nghỉ hưu” vào năm 2024. Nhưng nay, sợi cáp lại trở thành “con đường lành lặn” duy nhất giữ kết nối Internet qua biển cho hơn 70 triệu người dùng Việt Nam.

Đây là lần thứ hai trong 24 năm hoạt động, SMW-3 rơi vào tình cảnh này. Lần đầu năm 2007, khi một trong hai tuyến cáp của Việt Nam bị cắt trộm. Và lần này, khi 4 trên 5 tuyến cáp quang biển cùng lúc gặp sự cố. Điểm khác biệt là 16 năm trước, số người dùng Internet Việt Nam chỉ 17,7 triệu, còn nay đã tăng hơn 4 lần, đặt áp lực lớn lên sợi cáp già nua này.

WHO Predicts Death Toll in Syria, Turkey Quake Could Rise by ‘Thousands’

Syrian and Turkish officials said at least five thousand people were killed (NYT) by yesterday’s consecutive earthquakes at the Syria-Turkey border and their aftershocks, making the quakes one of the deadliest natural disasters to occur this century. As rescue efforts continue, an official from the Eastern Mediterranean office of the World Health Organization (WHO) has said the death toll could rise by thousands and that there is a “substantial” risk of another aftershock.
Aid teams from more than sixty-five countries have arrived in southern Turkey to support relief efforts, Hürriyet reported, and Turkish President Recep Tayyip Erdoğan has declared a three-month state of emergency in ten provinces. Meanwhile, the Syrian government is unable to receive direct aid from many countries because of sanctions on Bashar al-Assad’s government. Additionally, a border crossing used to deliver humanitarian aid to rebel-held northern Syria was damaged in the disaster.
