All human beings aspire to be happy, and as the philosopher Aristotle is often cited to have said: ‘Happiness is the meaning and purpose of life, the whole aim and end of human existence’ (Crisp, 2000). Indeed, all human endeavours, starting from birth and throughout life, are pursued to this end, and require for happiness to be embedded within them. The schooling experience is perhaps the most influential of these endeavours in terms of shaping the course of our lives. Schools that can promote happiness, referred to in this report as ‘happy schools’, are key to ensuring better well-being, health, and achievement as well as success in future life and work. Education systems must also value the unique strengths and talents of learners by recognizing that there are ‘multiple intelligences’ that each deserve equal importance (Gardner, 1993). As such, promoting learner happiness and well-being in schools does not imply that learning be made easier or require less effort, but rather, that such approaches could help fuel a genuine love of learning in and of itself. 400 triệu năm để hình thành Phong Nha – Kẻ Bàng, mấy năm thì phá bỏ?

Vì tầm mức quốc gia, và đôi khi lên đến tầm mức thế giới, của các Vườn Quốc Gia và Vùng Bảo Tồn tương đương, phải chăng nên để một cơ quan cấp quốc gia trực tiếp quản lý, thay vì giao cho các cấp địa phương khác nhau với nhiều bất cập khác nhau?

Vườn Quốc Gia Phong Nha – Kẻ Bàng được UNESCO công nhận là Di Sản Thế Giới năm 2003, với Giá Trị Hoàn Vũ Nổi Bật (Outstanding Universal Value).[1] Hang Sơn Đoòng là hang động thiên nhiên lớn nhất thế giới, nằm trong quần thể Phong Nha – Kẻ Bàng.[2] Đây là những di sản lớn của quốc gia và của cả thế giới, cần được bảo tồn cho mọi thế hệ nhân loại mai sau.

Có 3 loại nghĩa vụ pháp lý về bảo tồn Vườn Quốc Gia Phong Nha – Kẻ Bàng. (1) Danh vị Di Sản Thế Giới bao gồm với nó những nghĩa vụ pháp lý quốc tế về bảo tồn di sản trong Công ước Quốc tế về Bảo vệ Di sản Thiên Nhiên và Văn hóa Thế giới năm 1972 (tên tắt là Công ước Di Sản Thế Giới) mà Việt Nam là thành viên. (2) Nghĩa vụ pháp lý về bảo tồn với UNESO khi Việt Nam đề nghị và được UNESCO đồng ý ghi Vườn Quốc Gia Phong Nha – Kẻ Bàng vào danh sách Di Sản Thế Giới.  (3) Bên cạnh đó còn có nghĩa vụ pháp lý bảo tồn di sản cho mọi thế hệ con cháu Việt Nam tương lai cho đến nghìn sau.

Các lãnh đạo Quảng Bình, trong 4 năm nay, với cung cách kiên trì thúc đẩy hai dự án xây dựng cơ sở du lịch giải trí đại trà bên trong Vườn Quốc Gia – dự án cáp treo Sơn Đoòng và dự án zipline – có tiềm năng hủy hoại môi trường tự nhiên và các hệ sinh thái trong vườn, bị pháp luật Việt Nam ngăn cấm triệt để, và phản lại trách nhiệm pháp lý quốc tế, cho thấy các vị không quen thuộc với, hoặc đơn giản là phe lờ, các trách nhiệm pháp lý quốc gia và quốc tế về bảo tồn di sản. The World Heritage Convention

The most significant feature of the 1972 World Heritage Convention [full name: Convention concerning the Protection of the World Cultural and Natural Heritage 1972] is that it links together in a single document the concepts of nature conservation and the preservation of cultural properties. The Convention recognizes the way in which people interact with nature, and the fundamental need to preserve the balance between the two.

What the Convention contains

The Convention defines the kind of natural or cultural sites which can be considered for inscription on the World Heritage List.

The Convention sets out the duties of States Parties in identifying potential sites and their role in protecting and preserving them. By signing the Convention, each country pledges to conserve not only the World Heritage sites situated on its territory, but also to protect its national heritage. The States Parties are encouraged to integrate the protection of the cultural and natural heritage into regional planning programmes, set up staff and services at their sites, undertake scientific and technical conservation research and adopt measures which give this heritage a function in the day-to-day life of the community.

It explains how the World Heritage Fund is to be used and managed and under what conditions international financial assistance may be provided.

The Convention stipulates the obligation of States Parties to report regularly to the World Heritage Committee on the state of conservation of their World Heritage properties. These reports are crucial to the work of the Committee as they enable it to assess the conditions of the sites, decide on specific programme needs and resolve recurrent problems.

It also encourages States Parties to strengthen the appreciation of the public for World Heritage properties and to enhance their protection through educational and information programmes.

A report by the U.N. children’s fund finds babies born in war-torn Yemen are dying at an alarmingly high rate because of the collapsing health system, lack of food and clean water.

The U.N. children’s fund reports more than three million children have been born in Yemen since the country’s civil war escalated in March 2015. The agency’s report, called “Born into War”, describes the violent, hopeless situation of displacement, disease, poverty and hunger into which these children are born. The United Nations human rights office on Friday rejected his words as “racist” and inciting xenophobia.

“These are shocking and shameful comments from the President of the United States. There is no other word one can use but ‘racist,'” U.N. human rights spokesman Rupert Colville told a Geneva news briefing when asked about the comments. During an emergency meeting, UN Security Council members widely condemned Donald Trump’s decision to recognise Jerusalem as the capital of Israel, a move that has led to deadly clashes across the occupied Palestinian territories.

Eight countries called for the emergency meeting at the UN headquarters in New York on Friday, as Palestinians protested across the occupied West Bank, Jerusalem and Gaza Strip against the US president’s decision throughout the day.
