Trump’s Trade War Created This Boomtown in Vietnam. Now Tariffs Could Topple It
UNCTAD releases Handbook of Statistics 2023
14 December 2023
The annual handbook provides key data and indicators on how the economy has evolved across regions, countries and sectors.

UNCTAD released on 14 December its Handbook of Statistics 2023 – the global reference for trade and development trends published each year.
It provides official statistics on how the global economy has evolved across regions, countries and sectors. An online version allows people to interact with the data, charts and graphs.
By using “nowcasts”, the handbook provides data-driven real-time estimates of current developments. These can assist governments in anticipating shifts in trade and the economy before final official statistics are available.
“Timely and quality data are critical now more than ever in an era of multiple global crises,” says Anu Peltola, head of UNCTAD Statistics. “These statistics will help countries take evidence-based decisions to tackle today’s challenges rather than yesterday’s.”
Below are some of the key trends for 2022 and 2023 highlighted in the report.
International trade dynamics
- Trade in goods falls: Following a strong recovery from COVID-19 in 2021, goods exports increased by 11.4% in 2022, reaching $29 trillion. But statistics show a 4.6% decrease in merchandise trade in the first half of 2023, and UNCTAD nowcasts a continued year-on-year decline for the third and fourth quarters.
- Trade in services continues to rise: Trade in services rebounded by 14.8% in 2022, surpassing pre-pandemic levels. Services trade grew more in developing countries, which in 2022 reached their highest global market share to date at 30%. Globally, UNCTAD nowcasts around 7% growth for trade in services in 2023. Which countries are most exposed to the EU’s proposed carbon tariffs?
resourcetrade.earth Chris Kardish, Mattia Mäder, Mary Hellmich, and Maia Hall, 20 August 2021
The European Union (EU) is moving ahead with the world’s first border tax on the carbon content of imported goods which aims to strengthen its increasingly ambitious climate targets and policies, but is attracting criticism. How would it work and which trading partners are most vulnerable to its impacts?

Contents
- Introduction
- How the EU CBAM will work
- Exporters in the EU CBAM sectors
- CBAM and the global agenda for climate and trade
The EU is accelerating its climate ambition over the coming decade to support its 2050 long-term strategy of reaching net-zero greenhouse gas (GHG) emissions. Key aspects of this acceleration include raising its emissions reduction target from 40 per cent to at least 55 per cent below 1990 levels by 2030 and implementing a sweeping set of policy changes – especially to its flagship emissions trading system (ETS) which puts a price on pollution by requiring companies to purchase allowances for their emissions.
The costs of the allowances have skyrocketed recently and now hovers around record levels of €50 per tonne of carbon dioxide equivalent or above. This is due – at least in part – to those participating in the market expecting a tighter supply of allowances as the EU increases its climate targets. Prices are expected to continue rising over the coming decade as the EU implements its ambitious climate agenda.

HÀ NỘI — Việt Nam recorded a trade surplus of US$5.46 billion in the first half of this year, the highest six-month surplus ever recorded, data of the General Department of Customs this week showed.
Việt Nam’s import and export activities recovered strongly in June, signalling a more optimistic outlook for the country’s foreign trade in the latter half of this year, especially as many countries have started easing COVID-19 control measures and are accelerating the recovery process.
The total import-export value of the country in June reached $43.28 billion, up 15.8 per cent over May, of which export value rose 17.6 per cent month-on-month and import value leapt 14 per cent.
The results in June helped increase the total value in the first six months to $240.12 billion, down slightly 1.4 per cent year-on-year, of which export value reached $122.79 billion, up 0.2 per cent year-on-year, while import value decreased 2.9 per cent to $117.33 billion.
In June, exports of many key commodities witnessed strong growth compared to the previous month, such as computers, electronic products and components fetching $3.95 billion, up 16.2 per cent; phones and components, $3.65 billion, up 24.5 per cent; textiles and garments, $2.6 billion, up 39.4 per cent; footwear, $1.44 billion, up 9.8 per cent; and fishery, $720 million, up 12.1 per cent.
Three groups of products had import turnover of $1 billion in June, including machines, equipment and spare parts; phones and accessories; and all kinds of fabric.
Ending June, there were 22 items with an export turnover of more than $1 billion, accounting for 86.2 per cent of total export turnover.
Phones and components topped the list with $21.5 billion and computers, down 8.4 per cent. The export value of computers, electronic product and components reached $19.3 billion, up 24.2 per cent and textiles and garments $12.8 billion, down 15.5 per cent.
According to the Ministry of Industry and Trade, exports are gradually growing and Việt Nam’s import and export activities are expected to grow more robustly in the last six months when countries open their economies and push the recovery process.
Meanwhile, exports of domestic enterprises increased 11.7 per cent over the same period last year, showing their resilience to negative external impacts. Their growth momentum is no longer dependent on agricultural and aquatic products as in the past. This trend has started in the last two years, especially being clearer in 2019, when exports of agricultural and fishery products faced difficulties.
In addition, the trade agreement between Việt Nam and the European Union (EU), set to take effect from August 2020, will open greater opportunities for Vietnamese enterprises to access the world’s second-largest import market with a population of more than 508 million people and combined GDP of about $18 trillion. — VNS

Poly manufacturer REC Silicon says it expects polysilicon to form part of that trade agreement.

China’s latest trade tariff announcement appears to be at odds with the deal just signed with the U.S.

China’s Ministry of Commerce (MOFCOM) has announced the anti-dumping duties applied to U.S. and South Korean-made polysilicon will remain in place for another five years from today.
Norwegian poly producer REC Silicon, which manufactures almost all of its current output of the solar module raw material in the U.S., said this morning the extension of duties announced yesterday was expected as part of a pre-planned tariff review independent of the trade deal thrashed out by President Trump and China on Wednesday.
