VNNChính phủ cho phép các lực lượng tuần tra, kiểm soát trong khu vực biên giới biển sử dụng công cụ hỗ trợ, vũ khí trong trường hợp đã yêu cầu phương tiện nước ngoài vi phạm dừng lại để kiểm tra mà đối tượng không chịu dừng.

Chính phủ vừa ban hành Nghị định 71/2015 về quản lý hoạt động của người, phương tiện trong khu vực biên giới biển nước CHXHCN Việt Nam.

Five Chinese warships crossed into U.S. territorial waters heading south out of the Bering Sea exercising a stipulation in maritime law that allows a warship to cross into another country’s maritime territory legally, U.S. defense officials told USNI News on Thursday.

The U.S. and Malaysia have been secretly discussing expanded use of Malaysian territory for hosting U.S. spy planes to patrol the South China Sea, in response to increased Chinese activity in the disputed territory.

Following a series of incursions into Malaysian waters by Chinese vessels in recent months, talks between the U.S. government and the office of Malaysian Prime Minister Najib Razak have intensified, two senior U.S. defense officials said. The U.S. side has been pressing Najib’s government to allow the U.S. Navy to fly both P-8 Poseidon and P-3 Orion maritime surveillance planes from Malaysian airstrips over South China Sea areas where the Chinese government has been rapidly building artificial islands.  HA NOI (VNS) — Working groups from Viet Nam and China held the fifth round of negotiations on mutual development at sea in China’s Liaoning Province from Tuesday to Thursday.

The two sides exchanged positions and viewpoints, and discussed possibilities for co-operation in a candid, open atmosphere. They agreed to continue following the common perceptions of their leaders and an agreement on basic principles guiding the settlement of sea-related issues between Viet Nam and China, which was signed in 2011. That agreement aimed to carry out negotiations on co-operation for mutual development at sea in accordance with international law, including the 1982 UN Convention on the Law of the Sea. . — VNS

US Plans More Anti-China Drills in Asia-Pacific

The United States will increase the number of drills it conducts in the Asia-Pacific as part of its new strategy to counter to China’s expansion in the South China Sea, the Philippine military said on Wednesday.

 Admiral Harry Harris, commander of the US Pacific Command, discussed the Pentagon’s recently drafted Asia Pacific Maritime Security Strategy with his Filipino counterpart, General Hernando Iriberri, during a visit to Manila, Reuters reported.

The talks outlined Washington’s actions in the disputed South China Sea and East China Sea, focusing on the protection of “freedom of seas,” deterring conflict and coercion, and promoting adherence to international law, according to Colonel Restituto Padilla, a military spokesman. China’s Crisis: The Price of Change

Last week was an eventful one for China. First, the People’s Bank of China shocked the financial world when it cut the yuan’s reference rate against the U.S. dollar by nearly 2 percent, leading to a greater than 2 percent drop in the value of the yuan in offshore trading. The decline triggered a frenzy of speculation, including some expectations that the Chinese move would trigger a race to the bottom for Asian currencies. Beijing said the adjustment was designed to fix distortions between the trading rate of the yuan and the rate it should have been at according to speculation, and that subsequent large shifts were unlikely. The International Monetary Fund, however, noted that the move could lead to a freer floating yuan — something the IMF has asked of Beijing before the organization considers including the yuan in its Special Drawing Rights basket of currencies. In comments made on the sidelines of its annual report on the Chinese economy, released later in the week, the IMF also noted that the yuan was not undervalued, despite the decline. AMTI – In the early hours of 4 February 1945 two Australian commandos, Alex Chew and Bill Jinkins, paddled away from an American submarine, the USS Pargo, and landed on Woody Island in the Paracels. In the weeks beforehand, American airmen had reported seeing a French tricolour flying on the island and ‘Z Force’ had been tasked to investigate. Chew and Jinkins discovered there were indeed French people on the island but also Japanese sailors and so retreated to the sub. The Pargo surfaced and shelled the buildings for several minutes. August 1945: A Snapshot of American Maritime Strategy in the Pacific
When Japan surrendered 70 years ago this month, the United States stood supreme in the Pacific.  Only the Royal Navy and Royal Australian Navy had surface combatants that could roam freely from the Indian Ocean to the East China Sea and these remained a fraction of the massive “Big Blue Fleet” the U.S. Navy had deployed.  With the exception of Taiwan, parts of the Dutch East Indies, the Japanese archipelago and a smattering of isolated South Pacific atolls, the entire offshore island chain in the Western Pacific was under the control of the United States and its allies. [Read more from Michael Green]

The Legacy of the Soviet Offensives of August 1945
The Second World War was an unparalleled calamity for the Soviet Union. As many as 27 million Soviet soldiers and civilians died as a result of the conflict that started with the German invasion of Poland in September 1939 and ended with the Japanese surrender in August 1945. Consumed by this existential struggle along its western border, the Soviet Union was a comparatively minor factor in the Pacific War until the very end. Yet Moscow’s timely intervention in the war against Japan allowed it to expand its influence along the Pacific Rim. With the breakdown of Allied unity soon heralding the onset of the Cold War, Soviet gains in Asia also left a legacy of division and confrontation, some of which endure into the present. Japanese Centrifugal Offensive, December 1941
In December 1941, Japan’s Centrifugal Offensive was launched to gain control of the Western colonies in Southeast Asia and create a defensive perimeter to protect against an Allied offensive. It succeeded in capturing most U.S., British, and Dutch held territory. By the end of February 1942, Tokyo had secured all Western colonial possessions with the exception of part of New Guinea and Macau.

Territorial Clauses of the Japanese Peace Treaty

Attached to the San Francisco Peace Treaty of 1951, this map illustrates the territory Japan relinquished in the postwar settlement. Chapter II, Articles 2 and 3 of the Treaty are included in small print indicating the treaty’s territorial clauses with relevant island groups marked as shown. These include the Kuril Islands/Northern Territories, the Ryukyu Islands (including the Senkakus), and the Spratly and Paracel Islands.
