Japan says ‘heated discussions’ at Manila security meeting

MANILA (Reuters) – Japan’s foreign minister said “heated discussions” took place about North Korea’s missile tests and South China Sea disputes at a security forum on Monday, and most countries believed U.N. sanctions on Pyongyang should be fully implemented.

Taro Kono told reporters there was broad support among the 27 foreign ministers at the ASEAN Regional Forum in Manila for pressure to be exerted on North Korea and for a new U.N. Security Council resolution to be fully implemented.

Among those attending the event were North and South Korea, Russia, China, Japan and Australia.

Kono also said Japan supported the United States in its activities in the South China Sea to ensure freedom of navigation, and in a veiled reference to China, opposed “any unilateral attempt to change the status quo by force”.

MANILA (Reuters) – Một cuộc họp đã sắp xếp giữa hai bộ trưởng ngoại giao TQ và VN bên lề cuộc họp của cả vùng đã bị hủy bỏ, quan chức sứ quán TQ cho biết, trong căng thẳng ngày càng tăng giữa hai nước về Biển Đông.

Việt Nam đã đòi hỏi lời lẽ nhắc đến quan tâm về bồi đắp đảo nhân tạo và chỉ trích việc quân sự hóa ở Biển Đông trong một thông cáo của các bộ trưởng ngoại giao của ASEAN (Hiệp hội các Quốc gia Đông Nam Á).

Việt Nam đã trỗi lên như là người đối lập lớn tiếng nhất đối với các tuyên bố quyền hành của TQ trên tuyến hàng hải với hơn 3000 tỉ đô đi qua mỗi năm.

Sứ quán TQ không nói gì về lý do hủy bỏ cuộc họp, đã được lên lịch cho ngày thứ hai ở Manila, giữa Wang Yi của TQ và Phạm Bình Minh của VN.

MANILA: While ASEAN and China adopting a code of conduct framework on the South China Sea is “good news”, Singapore Foreign Affairs Minister Vivian Balakrishnan says he does not want to “trivialise how difficult negotiations will be going forward.”

ASEAN and China adopted the framework on Sunday (Aug 6), with leaders expected to announce the formal start of negotiations on the code of conduct at the ASEAN Summit in November.

“Overall, the tone was positive, the situation is calmer, although some claimant states still continue to have concerns, which were expressed and echoed in the joint communique,” Dr Balakrishnan told Singapore reporters after a day of meetings. Vietnam on Friday night sought to insert tough language against China in an ASEANstatement that was scheduled to be released after the Southeast Asian ministers wrapped up their own talks on Saturday

MANILA: Vietnam urged other Southeast Asian nations to take a stronger stand against Chinese expansionism in the South China Sea on Saturday, as a tense regional security forum began with North Korea also under fire over its nuclear programme.

Ahead of the launch of the annual gathering of foreign ministers from the 10-member Association of Southeast Asian Nations (ASEAN), Vietnam made a a bold play against China with a raft of suggested changes to a planned joint communique.

It set the stage for a fiery few days of diplomacy in the Philippine capital, with the top diplomats from China, the United States, Russia and North Korea to join their ASEAN and other Asia-Pacific counterparts for security talks from Sunday.

The meetings will take place as the United Nations Security Council votes this weekend on a US-drafted resolution to toughen sanctions against North Korea to punish the isolated regime for its missile tests.

United ASEAN needs to showcase political will: experts

MANILA — In the context of growing rivalries between major world powers, ASEAN needs to demonstrate strong political will and unity to promote peace, security and prosperity, foreign policy experts said on Friday.

They were speaking at a panel discussion at the inaugural ASEAN Media Forum in Manila, ahead of the ASEAN Foreign Ministers’ Meeting and the ASEAN Regional Forum.

ASEAN was forged as a mechanism for managing collective security, and the grouping’s role had worked very well for a while, until it began to de-stabilise in 2010, said Michael Vatikiotis, the Asian Regional Director of the Centre for Human Dialogue.

“It was around this time that the two largest powers in Asia, the US and China started sparring more openly,” he said, citing China’s direct investment, support for strategic infrastructure development and military co-operation and the US’s “pivot” to Asia.
