Authorities in the southern Vietnamese province of An Giang have requested the relocation of 20,000 households due to the threat of increasingly serious subsidence along local rivers.

A delegation from the Ministry of Natural Resources and Environment convened a working session with authorities in An Giang on Tuesday evening, discussing the collapse of the Vam Nao riverbank that sunk at least 14 houses last weekend.

Chaos erupted in Hanoi on Tuesday at the public apology of a man who had been wrongfully convicted of child rape and murder, with the victim’s family staging a violent protest.

H5N1 outbreak reported in Cao Bằng

Viet Nam News HÀ TĨNH — An outbreak of H5N1 avian influenza has been recorded in the northern Cao Bằng Province, the Ministry of Agriculture and Rural Development’s Veterinary Department announced.

The department said that around 700 ducks and chickens in two farming households in Cao Bằng City’s Ngọc Xuân Ward were infected and died.

The local veterinary agency and local authorities have culled around 2,000 infected poultry and implemented measures to disinfect the area where the outbreak has been reported, to prevent it from spreading further.

So far, the country has recorded six H5N1 and two H5N6 outbreaks, in Cần Thơ City, Cao Bằng, Vĩnh Long, Đắk Lắk, Quảng Ninh and Thừa Thiên Huế provinces, the department said, warning that the risk of bird flu outbreaks is very high in the near future.

Việt Nam has not recorded other strains of bird flu virus such as A/H7N9, A/H5N2 and A/H5N8, but the department is concerned that these viruses may enter the country through livestock being brought in illegally, especially from the northern border provinces.

All regions should implement preventive measures to prevent and contain bird flu, it said, urging locals to help by preventing the illegal poultry imports.

Though the foot-and-mouth disease and swine flu in pigs have been controlled, the department recommends that local authorities keep an eye out, especially in areas that have already seen outbreaks. — VNS

THÁI BÌNH — An unexploded bomb weighing around 250kg was removed from Cồn Nhất Ferry in the northern Thái Bình Province, the provincial Military Command has said.

Trần Văn Vân, a local farmer, spotted the bomb at the ferry in Hồng Tiến Commune’s Cao Bình Village when he went fishing on Hồng (Red) River, provincial commander Colonel Nguyễn Đức Dũng said on Tuesday.

The Kiến Xương District’s People’s Committee halted ferry operations, and authorities summoned the police.

The bomb, 1.6m in length and 30cm in diameter, was disabled and moved around 300m away from the ferry for detonation on Tuesday, Dũng said. — VNS

UXO victim works to educate in Vietnam

A young man from central Vietnam who lost three of his limbs and vision to unexploded ordnance left from the U.S. war in Vietnam when he was ten years old is now actively working to protect others from the same fate.

Ho Van Lai, 27, from Cua Viet Town in Quang Tri Province, has come a long way since sustaining multiple serious injuries because of unexploded ordnance (UXO) 17 years ago.

A Philippine lawyer said he filed a complaint against President Rodrigo Duterte and senior officials at the International Criminal Court (ICC) on Monday, accusing them of crimes against humanity in a nationwide anti-drugs crackdown.

Attorney Jude Sabio said in the 77-page complaint that Duterte “repeatedly, unchangingly and continuously” committed crimes against humanity and that under him, killing drug suspects and other criminals has become “best practice.”
