amti.csis – On June 16, 2015, China’s Foreign Ministry spokesman Lu Kang announced that “as planned, the land reclamation project of China’s construction on some stationed islands and reefs of the Nansha (Spratly) Islands will be completed in the upcoming days.” He went on to note that after land reclamation on existing features was complete, China would continue to construct facilities on its new islands. As of June 17, AMTI assesses that two of China’s land reclamation projects are fully complete, three are nearly complete, and two are ongoing, with active land reclamation still taking place. The map below shows the current status of China’s Spratly building projects.

TN – Theo tin từ Văn phòng UBND tỉnh Quảng Nam, tất cả các thành viên Hội đồng tư vấn và đại diện Ban Chỉ huy quân sự tỉnh, Bộ Chỉ huy Bộ đội biên phòng tỉnh đều thống nhất đề nghị UBND tỉnh chấm dứt cho Công ty TNHH MTV Innovgreen Quảng Nam thuê đất trồng rừng nguyên liệu.

Trước đó, từ tháng 7.2008, tỉnh Quảng Nam cấp Giấy chứng nhận đầu tư cho Công ty TNHH Innovgreen (trụ sở tại Hồng Kông) để thành lập Công ty Innovgreen Quảng Nam, thực hiện dự án trồng rừng nguyên liệu tại 9 huyện miền núi và trung du với tổng vốn đầu tư 40 triệu USD, thời hạn 50 năm. Sau khi Ban Chỉ huy quân sự tỉnh có ý kiến, UBND tỉnh điều chỉnh thu hồi hơn 1.100 ha tạm giao tại H.Nam Trà My. Tuy nhiên, với hơn 1.331 ha đã tạm giao và cho thuê (chưa kể hơn 19.300 ha được cấp Giấy chứng nhận đầu tư tại 7 huyện nhưng chưa giao đất), thời gian qua tiến độ đầu tư của Công ty Innovgreen Quảng Nam chậm, chỉ trồng được hơn 86 ha.

China’s land reclamation announcement: A change in message, not in policy

Q1: What has China announced about its land reclamation activities in the Spratly Islands?

A1: On June 16, China’s Foreign Ministry spokesperson Lu Kang announcedthat “as planned, the land reclamation project of China’s construction on some stationed islands and reefs of the Nansha (Spratly) Islands will be completed in the upcoming days.” He noted that after land reclamation was complete, China would continue to construct facilities on its islands.

Kang indicated that China’s position on its island building remained largely consistent. He reiterated that “the construction activities on the Nansha islands and reefs fall within the scope of China’s sovereignty, and are lawful, reasonable, and justified.” Kang also restated that the artificial islands have defense purposes, as well as civilian purposes, including search and rescue, scientific research, ecological conservation, and fishing. Hong Kong (CNN)China’s foreign ministry says it will soon complete controversial land reclamation on some islands and reefs in disputed waters in the South China Sea.

NLD – Đưa tàu đi quấy rối thường xuyên và tấn công ngư dân Việt Nam bằng cả vòi rồng, Trung Quốc đang thể hiện dã tâm bành trướng biển Đông

Mấy ngày nay, sự bức xúc bao trùm các làng chài ven biển xã Bình Châu, huyện Bình Sơn, tỉnh Quảng Ngãi. Chỉ trong vòng 6 ngày (từ ngày 9 đến 14-6), 3 tàu cá của ngư dân xã Bình Châu đã bị tàu Trung Quốc tấn công khi đang đánh bắt ở vùng biển Hoàng Sa của Việt Nam. Trong trạm đài Icom được đặt ở xã Bình Châu luôn túc trực những người vợ, người mẹ ngóng chờ thông tin từ khơi xa.

Massive island-building and international law

AMTI. CSIS – Within the short span of a year, China’s rapid construction of artificial islands in the disputed Spratlys has radically changed the geographical and security landscapes in the South China Sea.

This island construction has so far created over eight million square metres of real estate in the open sea, outstripping other countries’ reclamation activities by far, and shows no sign of abating. Hundreds of millions of tons of sand and coral have been dredged from the seabed and dumped atop fragile coral reefs that are vital components of the maritime ecology. TTO – Trưa 13-6, tàu QNg 90657 cùng 11 ngư dân xã Bình Châu (huyện Bình Sơn, Quảng Ngãi) về đến cảng Sa Kỳ để trình báo việc bị tàu Trung Quốc tấn công khi đang đánh bắt ở Hoàng Sa.

Trở về sau chuyến biển kinh hoàng, trên khuôn mặt 11 ngư dân vẫn còn vẻ mệt mỏi. Chủ tàu, kiêm thuyền trưởng Nguyễn Văn Phú (xã Bình Châu) kể khoảng 16g ngày 10-6 bị 4 tàu màu trắng của Trung Quốc mang số hiệu 589, 3103, 64501 và 35101 áp sát, tấn công khi đang đánh bắt ở vùng biển thuộc đảo Bom Bay (thuộc quần đảo Hoàng Sa của Việt Nam).

BEIJING —China’s Foreign Ministry says it has lodged repeated complaints with Japan over Tokyo’s criticism of Chinese behavior in the disputed South China Sea, warning Japan not to undermine improving relations between the two Asian rivals.
