Những nguyên tắc dưới đây (không phải luật) hướng tới các cách tiếp cận nền tảng Lý Thuyết Thay Đổi (Theory of Change) theo những kiến thức mới nổi lên gần đây– và được bắt nguồn từ mối quan tâm đối với những vấn đề đang liên tục gây ra thiệt hại trong ngành phát triển cộng đồng.
