The administration of Quang Binh Province in north-central Vietnam has inked deals with Japanese businesses from Hyogo Prefecture to fast-forward investment in a Japanese-style cow farm in the province.

Hyogo is known as the birthplace of world-famous Kobe beef, a reference to beef from the Tajima strain of Wagyu cattle raised in the Japanese prefecture, according to naming regulations set forth by the Kobe Beef Marketing and Distribution Promotion Association.

Under a plan on applying Basel II standards on a trial basis, 10 commercial banks, namely BIDV, VietinBank, Vietcombank, Techcombank, ACB, VP Bank, MB, Maritime Bank, Sacombank and VIB, will finish the trial period in 2018.

Dau Tu Chung Khoan quoted Le Quang Hai, consultancy director of KTC Auditing, as commenting that the banks’ major income is still from lending.

VP Bank’s financial report showed its net profit in the first nine months of 2016 at over VND10 trillion, far higher than that of some commercial banks. The success is explained by the fact that VP Bank now owns a leading consumer finance company.

Profits from lending still make up a large proportion of banks’ total profits, but bad debt remains a problem.

VP Bank’s success in consumer finance could be a prompt for other banks to jump on the bandwagon. A joint venture between MB and a Japanese partner has been set up, while banks where the state holds controlling stakes are also considering joining the market.

Hai, after analyzing the financial reports of the 10 banks, found that VP Bank has the biggest margin between deposit and lending interest rates, 8 percent on average.

Meanwhile, the margin at Sacombank is 1.95 percent only.

The average interest rate gaps are now 3.3 percent for state-owned banks and 4.5 percent for joint stock banks.

However, at many banks, the proportion from non-credit activities has been increasing. Vietcombank had the lowest proportion of income from lending in the fourth quarter of 2016, at 74.6 percent.

Its net profit from services was as high as VND2.1 trillion. It had VND1.85 trillion from foreign exchange trade and VND1.939 trillion from other activities.

Sacombank and Techcombank, which are among the best joint-stock banks, also have low proportions of income from lending. Sacombank earned VND500 billion from forex trading in the first nine months of 2016, equal to that of Vietinbank and BIDV – the two big banks owned by the state.

VIB, Techcombank and MB are joint stock banks which have relatively high ratios of net profit on outstanding loans – 4.5-4.9 percent, while the figure is just 3.3 percent for state-owned banks.

Of the nine banks which have released their updated financial reports (Maritime Bank has only released the 2015 finance report), Vietcombank is the ‘cleanest’ bank as it has bought back all the bad debts it sold to VAMC some years ago.

Meanwhile, bad debts still burden other banks. Dien Dan Doanh Nghiep reported that BIDV had to make provision of VND9 trillion against risks for loans, which is equal to more than half of the VND17 trillion of profit.

Under the plan, of the 240 enterprises to be restructured in 2016-2020, the state will only keep 103 wholly state owned enterprises, which are ones operating in the fields of national defence, lottery, publishing houses and some large conglomerates.

HCM City asks State for additional $2 billion of ODA

Viet Nam News HCM CITY —  HCM City authorities have asked the Ministry of Planning and Investment and Ministry of Finance to allocate an additional VNĐ48.762 trillion (US$2.14 billion) of official development assistance (ODA) in the next three years, with VNĐ8 trillion ($352.33 million) allocated for this year.

The Japan International Cooperation Agency (JICA) has urged the city to work with the government to request more funds to implement two JICA-funded projects this year.

The work includes construction on metro line No 1 Bến Thành-Suối Tiên and the second phase of a water environment improvement project on the Tàu Hủ-Bến Nghé-Đôi-Tẻ canal.

Villagers hold police officers captive outside Hanoi

Hanoi administrators are calling on residents of a village outside the Vietnamese capital to remain calm and cooperate with authorities, after they took more than two dozen law enforcement officers hostage during a protest on Saturday.

On Sunday afternoon, the propaganda and education commission under the Hanoi Party Committee released an official statement on the disturbance in Dong Tam Commune in My Duc District, 30km from the centre of the city.

According to the document, residents with limited legal knowledge had obstructed on-duty police officers and held them captive over weekend.

Tuyen has suggested building a tourism resort complex – Sai Gon Marina City – in Can Gio beach with the total area of 1,430 hectares.

This would include a yacht port to connect to Singapore, Hong Kong and Thailand; ferry line and speedboat to connect to Can Gio and Vung Tau; high-speed and yachts to connect to HCMC with neighboring areas; and resorts, ecological urban areas and a seafood town.

Tuan Chau’s president Dao Hong Tuyen, who is famous for daring projects, told the press that he hired five foreign consultancy firms, 25 planning experts and tens of engineers, who had to work nights for more than 10 days to implement the survey work and project planning. Nearly 67,000 people in Vietnam fell victim to a multi-level marketing company, losing over VND2 trillion (US$88.4 million) in the fraudulent business scheme.

Officers from the Ministry of Public Security on Thursday announced the result of an investigation into fraud and property appropriation charges against Lien Ket Viet, a company specializing in network marketing.
