Chinese investment has generated jobs and brought capital, but it may also bring about environmental risks and cause problems in foreign worker management, experts say.

The Q1 report about Vietnam’s macroeconomy released by VEPR (the Vietnam Institute for Economic and Policy Research) shows that implemented FDI capital increased by 7.52 percent compared with the same period last year, while registered FDI capital was $3.82 billion. There are 21,400 FIEs in Vietnam

A Ministry of Finance’s (MOF) report presented at a recent working session with Deputy PM Vuong Dinh Hue showed a high proportion of unprofitable FIEs.

There are 21,400 FIEs, which account for 3 percent of total existing enterprises in Vietnam. FIEs maintained high growth rates in revenue and profits from 2011 to 2017. In 2017 alone, FIEs’ turnover soared by 28 percent compared with the year before, while their asset growth rate reached 22 percent and stockholder equity 14 percent. Reports from the Foreign Investment Agency under the Ministry of Planning and Investment showed that foreign firms registered to invest US$8.47 billion in Vietnam in the first two months of 2019, up 2.5 times against the same period of last year. The firms also disbursed US$2.58 billion in the period, marking a three-year record high for the January-February period.

The agreement will now be translated into 22 EU official languages and sent to the European Parliament for final approval. Along with the FTA, EU and Vietnam has also concluded their discussions on an Investment Protection Agreement (IPA), which they decided to keep it separate from the FTA. The Moon Jae-in administration’s campaign to “root out archaic irregularities” appears to have backfired as global private equity funds are rushing to file investor-state dispute settlements (ISDS) over the controversial merger between Samsung C&T and Cheil Industries in 2015.

Following Elliott, which went after the Moon Jae-in government’s acknowledgement of the previous administration’s intervention in the merger, a separate U.S. private equity fund, Mason, has recently issued a similar claim. Those moves are placing the government in a dilemma over whether it should deny its own rationale or pay more than 1 trillion won (890 million) in compensation. ENTERNEWS.VN Sự chênh lệch quá lớn về kết quả thu hút FDI giữa các địa phương chính là một trong những “khiếm khuyết” của hoạt động thu hút FDI trong 30 năm vừa qua.

Theo báo cáo 30 năm thu hút FDI của Cục Đầu tư nước ngoài, sau 20 năm, nhờ biết tận dụng lợi thế , tỉnh Vĩnh Phúc đã “vươn lên” trở thành một trong những địa phương là nơi hội tụ lớn của các dòng vốn FDI của các nhà đầu tư lớn như Toyota, Honda hay Piaggio… Điều này đã góp phần làm “thay da đổi thịt” của Vĩnh Phúc. Tuy nhiên, có một thực tế phải nhìn nhận đó là các địa phương vẫn đang “lúng túng” trong việc ra quyết định đầu tư do thiếu kinh nghiệm, thiếu thông tin trao đổi giữa các địa phương và thiếu các quy chuẩn chung trong hoạt động xúc tiến đầu tư.

What is investor-state dispute settlement (ISDS)?

ISDS is a mechanism included in many trade and investment agreements to settle disputes. Settling these investor disputes relies on arbitration rather than public courts. Under agreements which include ISDS mechanisms, a company from one signatory state investing in another signatory state can argue that new laws or regulations could negatively affect its expected profits or investment potential, and seek compensation in a binding arbitration tribunal. Corporations typically seek compensation which may amount to millions or billions of US dollars.

Tax reform passed by the US Congress at the end of last year may affect Vietnam’s economy as US investors are likely to send their investment back home, where the corporate income tax (CIT) rate has been slashed, Vietnamese economic experts have warned.

The sweeping tax reforms, signed into law by President Donald Trump on December 22, include reductions in the CIT rate from 35 per cent to 21 per cent and a minimum of 10.5 per cent rate on any foreign profits US companies send home.

The tax overhaul should encourage corporations to relocate or build new operations in the US instead of overseas, where the CIT rate is often lower.

The public now can access figures about foreign investment monthly from the Foreign Investment Agency (FIA) and GSO, and quarterly from the State Bank of Vietnam (SBV), reflected in the Balance of Payments.
