Bộ Ngoại giao hôm nay cho biết tàu khảo sát Địa chất Hải dương 8 quay lại xâm phạm vùng biển Việt Nam, chỉ vài ngày sau khi dừng các hoạt động trái phép tại khu vực.

Trong thông cáo phát ra hôm nay, người phát ngôn Bộ Ngoại giao Việt Nam Lê Thị Thu Hằng cho biết tàu khảo sát Địa chất Hải Dương 8 và một số tàu hộ tống của Trung Quốc ngày 13/8 đã quay lại xâm phạm vùng biển Việt Nam. Nhóm tàu này trước đó đã xâm phạm vùng đặc quyền kinh tế và thềm lục địa phía đông nam Việt Nam từ đầu tháng 7 đến ngày 7/8.

In its first comprehensive guide-book for international engagement in 14 years, Canberra makes the case for an Indo-Pacific of openness, prosperity, and inclusiveness. Of note, the term Indo-Pacific appears more than 70 times in the document. The Haiyang Dizhi 8, a survey vessel belonging to a Chinese government-run corporation, began surveying a large swath of seabed on July 3 northeast of Vanguard Bank (Bai Tu Chinh) off the coast of Vietnam. The ship was apparently undertaking an oil and gas survey across two blocks, Riji 03 and Riji 27, which fall within Vietnam’s continental shelf under the United Nations Convention on the Law of the Sea (UNCLOS). The survey ship has been escorted by other vessels, including the China Coast Guard and maritime militia. At the same time, China Coast Guard ships have been harassing Vietnamese drilling operations in Block 06-01 to the south. After buckling in previous confrontations, Vietnam is finally facing down Chinese expansionism in its oil and gas-rich waters

Normally, Vietnam would have backed down. In July 2017 and March 2018, when China reportedly threatened military action if Vietnam did not stop oil exploration in contested areas of the South China Sea, Vietnam blinked and withdrew its vessels.

Last year, Vietnam scrapped a US$200 million oil and gas development project with Spanish energy giant Repsol situated within its own exclusive economic zone (EEZ) due to Chinese pressure. However, when a Chinese survey ship and coastguard vessels sailed last month to the contested oil-rich Vanguard Bank, which also lies well within Vietnam’s southeastern EEZ, Hanoi stood its ground. On August 5, the European Union’s (EU) chief diplomat Federica Mogherini will sign a new defense agreement with Vietnam, the first such security deal Brussels will have with a Southeast Asian nation.

The future rail link cuts its way through the jungles of Laos for over 400 kilometers.
