China has not only attempted to change facts on the ground in the South China Sea, but is also seeking to gradually change the world’s mind regarding its claims there. This battle over perceptions has not received adequate attention.

The nine-dash line is a representation of China’s expansive claims in the South China Sea. The line itself is a collection of arbitrary dashes or dots without specific coordinates. China has not given any official explanations regarding its precise delimitation or legal origin. This claim has been openly rejected by VietnamIndonesia, the Philippines, and the United States, and has been criticized by numerous international scholars. More importantly, the claim to historic waters within the line was rejected by the arbitral award of the South China Sea tribunal in July 2016. But China has disregarded the ruling and insists on the nine-dash line claim.

HOW SIGNIFICANT IS THE NEW U.S. SOUTH CHINA SEA POLICY?

Yesterday, Secretary of State Mike Pompeo announced an important shift in U.S. declaratory policy on the South China Sea. This morning, Assistant Secretary of State David Stilwell elaborated further during remarks at CSIS’s annual South China Sea Conference. The press statement from Pompeo listed specific Chinese maritime claims the United States considers illegal. The statement marks a significant clarification of prior U.S. positions but not a radical break from past policy. It makes explicit things that had been implied by previous administrations. And in that it sets the stage for more effective diplomatic messaging and stronger responses to China’s harassment of its neighbors. U.S. partners and allies in the region were seemingly briefed in advance—the Philippine defense secretary, for instance, was ready with a positive statement within hours. And the new policy sparked excited, and often hyperbolic, coverage in the press and social media.

EXPLORING CHINA’S UNMANNED OCEAN NETWORK

China has deployed a network of sensors and communications capabilities between Hainan Island and the Paracel Islands in the northern South China Sea. These capabilities are part of a “Blue Ocean Information Network” (蓝海信息网络) developed by China Electronics Technology Group Corporation (CETC), a state-owned company, to aid in the exploration and control of the maritime environment using information technology. The network constructed in the northern South China Sea between early 2016 and 2019 is referred to as a demonstration system. However, future plans for the Blue Ocean Information Network involve expanding the sensor and communications network to the rest of the South China Sea, the East China Sea, and other ocean areas far from Chinese territory. While the Blue Ocean Information Network is largely cast as an environmental monitoring and communications system, the military utility of its sensing and communications functions makes its development important to monitor.

Vietnam Approves Pharos Energy’s Offshore Oil Project

Pharos Energy said Friday it had received approval from the Prime Minister of Vietnam for the development plan of an offshore oil field in Vietnam.

Pharos, until recently known as Soco International, said that the approval of what is called the TGT Full Field Development Plan represented the “last stage of the required process.”

Pharos has previously said that the plan, which includes drilling of six producer wells, had been approved by all partners in the field, and was awaiting PM’s green light. The PM’s approval, announced Friday, follows the recently granted two-year TGT field license extension to December 7, 2026.

“Ordering of long-lead items can now proceed to enable the commencement of the drilling of six firm development wells contained in the FFDP in Q4 2021 as planned,” Pharos Energy said.

This infill-drilling program is targeted to increase gross production at TGT field off Vietnam from the current levels of around 15,000 boepd to around 20,000 boepd in 2022.

East Sea issues and goodwill from ASEAN, China and other countries

ASEAN resolves disputes in East Sea by international law

ASEAN is steadfast in its stance of restraint and peaceful settlement of disputes on the basis of international law in the face of threats to stability, security and safety, and freedom of navigation and aviation in the East Sea.

Speaking at the opening of the 53rd ASEAN Foreign Ministers Meeting (AMM 53) and related conferences on September 9, Deputy Prime Minister and Foreign Minister Pham Binh Minh said this was the first time the meeting has been held online. “Dynamism in action, flexibility in response, and creativity in cooperation are characteristic of ASEAN over the past five decades,” he said.

Vietnam and China have agreed to promote negotiations for the delimitation of sea areas beyond the mouth of the Gulf of Tonkin.

The two sides will also negotiate cooperation on the East Sea, which is known internationally as the South China Sea.

The two countries held online the 13th round of negotiations regarding the seas beyond the mouth of the Gulf of Tonkin and the 10th round of consultation on cooperation for mutual benefit at sea on Wednesday, according to a Thursday press release from the Ministry of Foreign Affairs.

WASHINGTON: The United States on Wednesday (Aug 26) blacklisted 24 Chinese companies and targeted individuals it said were part of construction and military actions in the South China Sea, its first such sanctions move against Beijing over the disputed strategic waterway.

Vietnam has affirmed many times and reiterated that the Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagos are inseparable parts of its territory, Foreign Ministry spokesperson Le Thi Thu Hang has said.

She made the statement at a regular press conference of the Foreign Ministry on August 20, in response to media questions on Vietnam’s stance regarding China deploying an H-6J bomber to Phu Lam Island in the Hoang Sa archipelago in early August.

Vietnam has sufficient legal basis and historical evidence affirming its sovereignty over Hoang Sa and Truong Sa in line with international law, she said, adding that the deployment of weapons and fighter aircraft to Hoang Sa not only is a violation of Vietnam’s sovereignty but also further exacerbates the situation in the East Sea.

“We call on parties to make responsible contributions to maintaining peace, stability, and security in the East Sea,” Hang said.

Commenting on information that thousands of Chinese fishing vessels could flock to the East Sea after China’s fishing ban expires, Hang said Vietnam’s stance on the so-called fishing ban has been clearly stated.

On May 8, the spokesperson said in reply to questions about China’s fishing ban in the East Sea from May 1 to August 16 that as a coastal country in the East Sea and a member of the 1982 UN Convention on the Law of the Sea (UNCLOS), Vietnam has sovereignty, sovereign rights, and jurisdiction in waters as defined in the convention, and enjoys other legitimate rights in waters in accordance with the convention.

She made it clear that Vietnam rejects China’s unilateral decision. In the current global and regional context, Vietnam asks that China not further complicate the East Sea situation, she said./.VNA
