Khu trục hạm USS Curtis Wilbur được cho là hiện diện gần đảo Tri Tôn – Ảnh: Hải quân MỹHải quân Mỹ ngày 30.1 triển khai tàu khu trục mang tên lửa đến gần quần đảo Hoàng Sa để duy trì tự do hàng hải trong khu vực.

Theo thông cáo của Lầu Năm Góc, tàu khu trục USS Curtis Wilbur, thuộc lớp Arleigh Burke, tiến vào vùng biển 12 hải lý quanh đảo Tri Tôn thuộc quần đảo Hoàng Sa. Thông cáo còn nhấn mạnh: “Những tuyên bố chủ quyền quá mức liên quan đến đảo Tri Tôn không phù hợp với luật pháp quốc tế như đã được phản ánh trong Công ước LHQ về luật Biển”. Có rất nhiều câu hỏi về bản chất và mức độ thành công trong hoạt động tự do hàng hải (FONOP) của tàu Lassen ở Biển Đông. Đối với các hoạt động FONOP tiếp theo ở Biển Đông, Mỹ phải đảm bảo cả việc đưa ra thông điệp lẫn việc tiến hành các hoạt động rõ ràng và dứt khoát.

Trước cuối năm nay, theo như đưa tin, Chính quyền Tổng thống Obama đang lên kế hoạch tiến hành một hoạt động tự do hàng hải (FONOP) thứ hai xung quanh một trong số các đảo nhân tạo mới của Trung Quốc ở Biển Đông. Được thiết kế để cho thấy rằng Mỹ sẽ không thừa nhận bất cứ nỗ lực nào của Trung Quốc nhằm thiết lập các quyền hàng hải mở rộng xung quanh các tiền đồn nhân tạo của nước này, hoạt động này sẽ đánh dấu nhiệm vụ thứ hai trong nhiều tháng, sau một FONOP diễn ra vào ngày 27/10 xung quanh Đá Xu Bi (Subi Reef) của Trung Quốc.     China has a policy of requiring any foreign vessel to (1) inform Chinese authorities of its intention to make an innocent passage through Chinese territorial sea, and (2) have Chinese permission prior to making such innocent passage.

    USS Lassen did not inform Chinese authorities and did not have a Chinese permission, so that was not an innocent passage according to Chinese standards, and that explaines why China was so upset at USS Lassen passage.

    That was a US Freedom of Navigation at the lowest level, which was a very good strategy. You don’t want to shock China so much with your first FON sail. Just enough to get China noticed. Then you can increase intensity in later sails.

The littoral combat ship USS Fort Worth on May 13 completed a weeklong patrol of the South China Sea, including near the disputed Spratly Islands, during which the U.S. Navy said it encountered several Chinese warships and was trailed at least once by a Chinese frigate. The Fort Worth, which is on a rotational deployment to Singapore, used agreed-upon codes for unplanned encounters with the Chinese vessels.

The Pentagon is considering “freedom of navigation” operations near some of China’s reclaimed features in the South China Sea, according to unnamed officials cited in a May 12 Wall Street Journal article. Assistant Secretary of Defense David Shear said during a Senate Foreign Relations Committee hearing the next day that he could not discuss potential operations. The proposed operations would likely involve a Navy ship transiting within 12 nautical miles of reclaimed features that were originally submerged, such as Mischief Reef and Subi Reef, to assert that as artificial islands they are not entitled to a territorial sea.

Dear Friends

This professor from  Guangdong Research Institute for International Strategies in Guangzhou, China, is saying that the US activities to protect international freedom of navigation in the East Sea will prompt China to toughen its position, not very good for the US.

Well, China has already treated the US, ASEAN countries, and the world like a bunch of wimps, and the world as a lawless place.  The world simply has to put China to its place and tell China that this world is NOT a lawless place for bullies.

And this is not the US v. China, stupid!  This is the world of law against lawless China.

The Chinese navy warned a U.S. surveillance plane flying over artificial islands that Beijing is creating in the disputed South China Sea to leave the area eight times, according to CNN, which was on board the flight on May 20.

At one stage, after the American pilots responded by saying the plane was flying through international airspace, a Chinese radio operator said with exasperation: “This is the Chinese navy … You go!”
