UNITED NATIONS, Aug 1 (Reuters) – A United Nations report seeking ways to improve efficiency and cut costs has revealed: U.N. reports are not widely read.

U.N. Secretary-General Antonio Guterres briefed countries on Friday on the report, produced by his UN80 reform that focused on how U.N. staff implement thousands of mandates given to them by bodies like the General Assembly or Security Council.

He said last year that the U.N. system supported 27,000 meetings involving 240 bodies, and the U.N. secretariat produced 1,100 reports, a 20% increase since 1990.

“The sheer number of meetings and reports is pushing the system – and all of us – to the breaking point,” Guterres said.

“Many of these reports are not widely read,” he said. “The top 5% of reports are downloaded over 5,500 times, while one in five reports receives fewer than 1,000 downloads. And downloading doesn’t necessarily mean reading.”

Guterres launched the UN80 taskforce in March as the U.N. – which turns 80 this year – faces a liquidity crisis for at least the seventh year in a row because not all 193 U.N. member states pay their mandatory regular dues in full or on time.

The report issued by the taskforce late on Thursday covers just one of several reform angles being pursued.

Among the suggestions Guterres put forward on Friday: “Fewer meetings. Fewer reports, but ones that are able to fully meet the requirements of all mandates.”

It’s time for UNGA 79!

Quick explanation: the United Nations General Assembly is an annual world leaders’ summit that has gone on for nearly eight decades since the international body’s founding in San Francisco. It’s a place for long speeches, private country-to-country whisper sessions, and group meetings on everything from regulating artificial intelligence to global conflicts.

This year features a UN once again caught in a debate over its relevancy while attempting to stem wars in Gaza, Ukraine and Sudan. All of which its Secretary General Antonio Guterres is keen to remedy.

On 25 October, the Institute for Palestine Studies published an article titled “Real Names of Stolen Villages, Illegal Settlements of the Gaza Perimeter,” noting the violent history of the farming communities surrounding Gaza. 

On 25 October, the BADIL Resource Center for Palestinian Residency and Refugee Rights published an open letter to the UN General Assembly and its member states, calling on them to enforce an unconditional ceasefire, provide unrestricted and unconditional humanitarian aid, prevent additional displacement, and end the blockade on the Gaza Strip. 

On 24 October, Addameer Prisoner Support and Human Rights Association shared a letter sent by the Palestinian Human Rights Organizations Council to the International Committee of the Red Cross (ICRC), expressing alarm over the recent deaths of two Palestinian prisoners in Israeli detention, and calling on the ICRC to ensure the safety and well-being of Palestinian prisoners and detainees.

The United Nations is a reflection of the world as it is – and an aspiration of the world we know it can be. 

It is our responsibility to help build that world of peace, sustainable development and human rights for all.

I know we can do it. The Charter of the United Nations – which entered into force 78 years ago today – points the way.

Above all, it is rooted in a spirit of determination to heal divisions, repair relations, and build peace.

To expand opportunities, and leave no one behind. 

To ensure justice, equality and empowerment for women and girls.

To provide life-saving relief to those in need.

And to be flexible enough to address challenges that did not even exist when the UN was born – from the existential climate crisis to the perils and promise of artificial intelligence.

United Nations experts are investigating possible violations of UN sanctions on North Korea in about 20 countries, from alleged clandestine nuclear procurement in China to arms brokering in Syria and military cooperation with Iran, Libya and Sudan.

The expert panel’s 66-page report to the security council, obtained on Monday by the Associated Press, also detailed the appearance in North Koreaof a Rolls-Royce Phantom, Mercedes-Benz limousines and Lexus LX 570 all-wheel-drives in violation of a ban on luxury goods.
